Sub : Pay anomaly in case of JTOs recruited in the year 2005 - reg.

Sir,

We would like to draw your kind attention on the above subject matter regarding pay anomaly in implementation of revised IDA pay scales for the JTOs recruited in year 2005.

· All India Competitive Examination (JTO batch-2005) for appointment of JTOs (Telecom) was held on single day for whole batch on same notification in year 2005 and the date of result was also same for all JTOs (T) of batch-2005.
· The above JTOs could take their training in different batches over a long span of time because of the limited capacity of the BSNL Training Centers and delay in completion of other formalities like Police Verification etc. for which they were not responsible.
· In the above process some of the junior candidates took training early and got appointment prior to their seniors. Some JTOs of 2005 batch have joined BSNL before 01.01.2007 due to their early training but majority of JTOs have joined BSNL after 01.01.2007.
· The JTOs who joined BSNL after 01.01.2007 could not get the benefit of fixation in the revised IDA pay scale. On the contrary, their basic pay got reduced by upto Rs. 5000/- per month. Though the recoveries have been stopped by the BSNL CO for the time being but the matter is to be finally decided in the manner, wherein the pay fixation may be done by taking the date of joining of the first JTO as deemed date of appointment of all the JTOs of that batch, so that all the JTOs of same batch get equal benefit.

We would therefore request you to kindly intervene in the matter so that necessary clarification to the field units is issued immediately and proper pay fixation of these JTOs is done in the revised IDA pay scale.
