Sub: Nomination for the various trainings of BSNL officers to other Countries-reg.
Ref: 33-6/2008-TPL (OF) dated 16.03.2009

Sir,

We are constraint to bring to your kind notice that the nominations for the various trainings of BSNL officers to other countries are being made in clear violation of BSNL guidelines by TTC Jabalpur.

There are clear cut guidelines of BSNL Corporate Office that officer should be actually involved in the particular field and Officers thus trained shall continue to work in that field after the training. But the officers whose names have been nominated for the above referred training are not involved directly.

Every year BSNL is spending crores of rupees for the officers training and for their air travel in business class. Unfortunately most of the officers are unabsorbed in BSNL. You are very well known that some officers after training (incurring so much of expenditure) are resigning the BSNL. What is the benefit to the BSNL from these officers ?

For example, recently BSNL CO has nominated some officers for the training at OEM places by Suppliers of SSU & PRC against the tender no. MM/TX/1120007/000343 issued on 28.11.2007. You may kindly verify whether they are having any field experience or they are doing any work in this branch. Under which guideline or procedure these officers were nominated and in what way they are going to benefit BSNL ?

We would therefore request you to kindly get examined the nominations of the officers in above referred foreign trainings/tours and in general also so that the actually involved officers are only nominated for the trainings in the interest of BSNL and the huge unwanted expenditure is avoided.
