Respected Sir,
We would like to draw your kind attention in the above reference and subject matter wherein the promotion and salary of permanently absorbed Gr. A officers in BSNL / MTNL was de-linked from that of the un-absorbed Gr. A officers on deemed deputation. Accordingly, BSNL Management held the DPCs to fill up the CGMs (HAG) grades in ITS Gr. A and Finance & Accounts cadre and issued promotion orders but the DPCs are not being held for the absorbed Gr. A officers to fill up the vacant SAG, JAG and STS grade posts on regular basis.
As per the Govt. of India’s policy, majority of Gr. B level officers working in adhoc STS grade and Gr. A level officers working in STS/JAG/SAG grades of Telecom Finance & Accounts, Telecom Civil / Electrical / Arch / Telecom Factory Engineering wings have been absorbed in BSNL. Even after completion of 8 years of formation of BSNL no DPCs have been conducted to fill up vacant STS/JAG/SAG grade posts on regular basis by absorbed BSNL Executives on the pretext of non-finalisation of Recruitment Rules for promotion of absorbed ITS Gr. A officers.
As a result, none of the absorbed Executives in BSNL could be promoted on regular basis in STS / JAG / SAG grades inspite of the available vacancies, whereas the deputationists in BSNL are promoted on regular basis in the grades of JAG / SAG / HAG by DOT in an illegal manner. This partial attitude of BSNL Management has caused serious frustration in the minds of absorbed BSNL Executives. As per the Govt. policy the BSNL absorbees should be given preferential treatment over un-absorbed Gr. A officers on deemed deputation.
We would, therefore, request you to kindly intervene in the matter so that all adhoc STS level officers are immediately regularised and DPCs are held to fill up vacant JAG / SAG level posts. Accordingly, the absorbed Gr. A officers’ pay may also be fixed corresponding to the post they are holding.
