Subject: Resolutions passed in the Central Working Committee meeting of AIBSNLEA held at Manali (HP) from 6th to 7th April 2009.
Respected sir,
The Central Working committee Meeting of AIBSNLEA held at Manali (HP) from 6th to 7th April 2009 expressed its serious concern against non-settlement of the pending grievances, despite of our continuous efforts in the informal meetings over the last one year. The response from the BSNL management side towards settlement of the issues is not very encouraging. Most of the issues have been discussed with BSNL Management but remains unsettled. This has caused serious frustration and resentment among the BSNL Executives.
The CWC noted with serious concern that the BSNL Management has not granted even a single formal meeting to the recognized Executives’ Association after the 2nd AIC of AIBSNLEA held in august 2008. Hence, most of the resolutions passed in the 2nd AIC remains unsettled.
The CWC also expressed its dissatisfaction for poor quality of service and slow expansion of Telecom services on GSM Telephone connections, Broadband service etc. due to non-procurement of adequate equipment/stores and strongly opposed the reduction in ADC, Payment to USO fund, AMC and outsourcing in BSNL etc.

The following important resolutions were adopted in CWC unanimously :
1. (a) The Gr. A RRs in BSNL should immediately be finalised based on Joint Committee recommendations headed by Sr. DDG (FP) and the regularisation of adhoc STS, JAG & SAG level Executives should be completed at the earliest.
(b) Settlement of pending issues of promotion policy issued on 18.01.2007 like service weightage, one time placement of SDE to Sr. SDE grade on 01.10.2000, change of designation of Executives on Time Bound Promotion, first and subsequent upgradation to the next higher grade on completion of 4 years of service in all cases etc.
2. Immediate absorption of ITS Group ‘A’ officers in BSNL and no promotion of deputationists against BSNL Group ‘A’ level posts. Deputation should end in BSNL immediately.
3. Implementation of the decision for Integration of HR functions in BSNL as per the recommendations of KPMG Consultant.
4. Implementation of DPE OM dated 02.04.2009 regarding fitment benefit from 68.08% to 78.2% with effect from 01.01.2007 and early notification of new IDA pay scales for JTO / SDE equivalent Executives.
5. To have the single Rule for recasting of TES Gr. B seniority list, BSNL should file SLP for clarification to Hon’ble Supreme Court immediately to avoid court cases.
6. CWC demanded immediate settlement of revision of pay scale of Asst. Director (OL) as per 6th CPC recommendations, promotion from JTOs Offg. (TTAs) to JTO (Telecom) on regular basis, restoration of withdrawal of ACP benefit of JTOs/SDE (C/E) and PAs/PSs, removal of discrimination in the cadre of Architects based on qualification, date of effect of implementation of revised IDA pay scales w.e.f. 01.10.2000 on notional benefit, allowing deferred option in CDA pay scale and holding of DPC for 1999 JAO batch to AAO etc.
7. BSNL’s marketing needs to be done on commercial lines. Creamy layer customers should be retained by offering effective plans and matching tariff. Various illogical interests being paid by BSNL to Govt. of India should be examined and taken up suitably. Revenue drainage by the way of paying building tax, excise duty on SIM cards, exorbitant electricity bills, heavy amount being charged by Municipalities and Panchayats for erecting towers whereas they are not charging from Electricity Companies, heavy financial burden on VTMs revised penalty charges, strengthening of Marketing and Sales Units, attitudinal change towards customers, quality material for external plant maintenance, less interest of senior officers in proper planning and Govt’s adequate financial support to BSNL as per NTP etc. All these issues need immediate settlement for betterment of BSNL.

8. BSNL Management should settle the resolutions passed unanimously in the 2nd All India Conference of AIBSNLEA held at Jaipur (Rajasthan) on 27th, 28th, 29th and 30th August, 2008, which have already been submitted on 23rd Sept 2008.
9. The CMD BSNL / Dir (HRD) should grant periodical formal meetings to recognised Executives Associations to settle the important issues as being done in case of non-executive recognised Unions.
In the above back ground, the CWC has resolved to request the BSNL management and DOT administration to take immediate necessary steps for the settlement of the above pending grievances of our members in a time bound manner and granting a meeting to this Association so that the protest actions by this Association are avoided.
