Subject: Immediate need to upgrade CDMA services for data and voice transmission.

Sir,

BSNL is one of the leading service providers in CDMA after Reliance and TATA. Already, a pilot project for EVDO and NIC services in around 648 BTSs is radiating in 62 cities. The response from the public about these services is overwhelming.

Also, already about 1300 BTSs (for EVDO & Voice) are in the pipeline which will cater to about 20 K lines. Expeditious approval for execution of this project is of paramount importance since Reliance is also coming up in a big way to launch these services and we were the first to launch these services of very high strategic and commercial importance and value. Thus, it is very important for us to maintain this lead and continue to be a lead service provider of these upcoming services. We understand that BSNL is contemplating under EVDO expansion plan in terms of covering another 130 cities under CDMA to provide EVDO services and this is expected to be achieved by upgrading 2000 existing BTSs and installing 3000 new BTSs. Presently there are around 9000 MSC based BTSs installed in BSNL network. The cost that is incurred for upgrading one BTS is around Rs. 3 lakh. Thus to upgrade all 9,000 BTSs, the total cost would be around 270 crores. BSNL has already made a huge investment of around 2,000 crores in expansion of MSC based CDMA services.

Following facts must be accounted for to upgrade CDMA services:

1. EVDO should have national roaming instead of zonal roaming. i.e for all India roaming we should have one PDSS which can be installed at one place. Presently we have around four number of PDSS installed in four zones.

2. NIC card is having MSC based roaming. This should also have roaming as per requirement.

There is an immense need to expand our CDMA services. Various merits warranting immediate upgradation of BTSs are as under:

1. These services are operating on 800 MHZ spectrum. We are aware that for better coverage, CDMA systems are mostly suited. The spectrum which we have is rare and a costly commodity and should be optimally utilized.

2. We have all the required trained manpower to look after these services.

3. We have already spent Rs 2,000 crores approx. and spending another 300 crores for upgrading the network is a better business option. The delay is costing heavily on BSNL.

4. It is a proven fact that Reliance is operating in both GSM and CDMA, and, as a consequence of this, the market share of Reliance has and is improving drastically. Moreover, for providing these services in the rural areas, CDMA seems to be a much better option as compared to GSM and Wi-max.
In view of the aforesaid facts, we request you to kindly accord utmost priority to upgrade existing BTSs so as to make them compatible to provide these high end services. BSNL Management should under no circumstances be reluctant to invest another about 270 crores to upgrade the existing BTSs since already an investment of about 2000 crores has been made for expansion of MSC based CDMA Services. We are confident that this important matter shall receive your kind highest priority.
