Membership verification-Views of SNEA-BSNL-Inf, by Ashok Hindocha(M-9426201999)

Sub: Our views on membership verification on executive’s Associations and issues directly related to the entire process.

Sir,

In response to the aforesaid issue on which our views have been sought, we are submitting the same hereunder.

Structure, tiers and size of proposed Executive bodies:

The structure should be All India / recruiting Circles / SSA / Branch level. Since JTO cadre is the only Circle cadre, verification has to be limited to recruiting Circles, BSNL HQ, CTD, A&N, CHTD and Telecom factories. Maintenance regions, Project regions and Training centre, T&D, QA etc need not be treated as a separate unit for the purpose of verification.

Eligibility:

Verification has to be conducted among all the (regular) Executives/Officers working in BSNL to find out the majority Executive Association.
Any association registered under societies act and whose constitution is approved by BSNL management within the purview of DPE guidelines should have the right to seek verification.

Period of recognition: 2 years, since that is the span of the bodies at CHQ.

Singular / Multiple recognition of service association:

Recognition has to be limited to the majority executive Association. If any other Executives Association secures more than 50% votes in any Circle, it may be given limited facility with the right to have formal meeting with the respective Circle and SSA management on issues relating to that particular circle.

Facilities:

The majority executive association has to be recognized at all levels. Recognition has to be given to the majority executive association only. The following facilities have to be extended to the majority executive association.
a) Mutual consultation on all matters related to growth and viability of BSNL.
b) Right to have negotiated settlement with the management in all cadre issues such as pay scales, promotion policies, perks, recruitment, transfers and postings etc.
c) Right to have formal meeting with the management at all levels.
d) Consultation mechanism to sort out issues related to welfare of executives such as National / local council.
e) Notice board / telephone / office accommodation at all levels.
f) Immunity from transfer and special casual leave.
g) Marking of copies of orders / circulars which are not marked as secret / confidential.
h) Deduction of monthly subscription from salary.

The following limited facilities should be extended to the Associations securing more than 50% votes in a particular Circle and these facilities should be strictly restricted to discussion of issues relating to that Circle only.

1) Notice board / telephone facility at the respective Circle and SSA.
2) Right to have formal meeting with the management at respective level.
3) Grant of special casual leave.

Amount of subscription:

The amount of monthly subscription to be deducted from members of the majority association has to be in accordance to the provisions of the constitution of that association. The subscription deduction through salary has to be limited to the majority executive association only.

Discussion, participation and decisive say in vital matters of policy formulations and execution of the company:

The majority association should not only be consulted but should have a major and decisive say while the policies of growth of the company and their implementation is finalized. This critical role of the majority association has to be accorded highest priority while finalizing the mechanism of scheme of recognition and laying down the ground rules.
