Just seven circles reported profit during 2008-09: Kerala (562 Cr & highest), Karnataka (324 cr), Chennai TD (56 cr), J&K(34 cr), Orissa (23 cr), Rajasthan(8.5 cr) and Haryana (29 lakhs).
