Status of Group D staff-Upgradation in BSNL required-inf. by Ashok Hindocha (M-9426201999)

The Government of India has taken a decision to upgrade all Gr Ds to Gr C scale after some training. By virtue of this order all the Gr Ds are entering into Pay Band 1 and thereby getting Rs 7000 as minimum Basic (PB+GP). The postal department has also issued orders in this regard and the upgraded Gr Ds would be designated as Multi Skilled Employees (MSE). Thus a term of new genre has been created.

In our BSNL, there are 50000 Gr D/RMs and almost all crossed 4600 in the scale 4000-120- 5800 . Already 15000 qualified themselves as TM and have been waiting for want of vacancies. Up gradation of all these 50000 to Gr C scale would not cost us much. Not only cost factor a matter and even pension factor will also not become an issue as the Central Government itself favoured this one. They may be designated as MSE or by suitable genre term.

All those below 4250-130-6200 scale may be upgraded notionally to that scale as on 31-12-06 so that to benefit them all by the corresponding new scale as on 1-1-07. We can explain this by an illustration, taking 6 years period of service as on 31-12-06 with 30% fitment benefit. Similarly for various periods of service corresponding notional fixation on 4250 scale may be sought.

Suppose if all can be placed in the 4250-130-6200 at the 6th stage, notionally of course on 31-12-06 then their new basic as on 1-1-07 would be 4900 * 1.782 * 1.3 which would be advantageous to them to some extent.
