It is reliably understood that the BSNL's profit for 2008-09 is Rs. 576 Crores instead of Rs.104 crores. However the erosion in the net profit is alarming especially in landline sector. We are pursuing with the Management to post more Executives in the revenue generating areas such as field units, sales &marketing etc instead of offices. Focus has to be given to rural areas where more potential is there.

Brief of RRs.

1. Rules will be called as BSNL Management Services or ‘BSNLMS and will be effective from 11th July 2009.

Mode of Recruitment: The mode of recruitment shall be either by examination or interview or examination & interview or Campus Selection.
3. Method of Recruitment, Field of Promotion & Minimum qualifying service –

In the lower grade for appointment of EXECUTIVES on promotion to DE/CAO/AGM

a) From directly recruited MTs, to the extent of vacancies to be decided by the BSNL Management every year, subject to 50% of the posts.

(b) 50% of posts by promotion from SDE/AO or equivalent level executives by selection cum seniority from regular SDE/AO or equivalent grade of the concerned stream who are Engineering graduates/graduates with total qualifying service of 7 years. Educational qualification for executives to be promoted to the grade of DE/AGM/CAO shall be engineering degree or equivalent in Telecommunications, Electronics & Computers / IT/ Electrical for Telecom Operations & graduate or equivalent in respect for Finance of BSNLMS. However, existing incumbents, regardless of educational qualifications, holding the posts of Executives on regular basis on the date of notification of these RRs shall continue to be eligible for promotion to the grade of DE/AGM/CAO.

6. All Gr. A officers of various services recruited by DoT and absorbed as Gr.A will rank en block senior.

7. Promotion to JAG will be done from amongst the executives at STS level on regular basis from a seniority list of MTs & promoted STS executives in the ratio of 1:1.

8. On promotion fitment will be done under FR 22(1) (a) (1) or as per the company rules from time to time.

9. The number of management trainees to be recruited will be decided by the BSNL Management each year.

10. Promotion to JAG and above will be based on ‘selection by merit’. For promotions to STS, JAG, Jt GM, Add GM, GM, Sr GM, qualifying service shall be 7, 4, 5, 4, 5 & 8 years in one rank below.

11. Existing regular TES Gr B or equivalent, regardless of educational qualifications, on the date of notification of RRs, shall be eligible for promotion to the grade of STS.

12. The posts of STS (other than 50%) remaining unfilled can be filled up by promoting eligible Gr.B (SDE and equivalent) officers on adhoc basis if deemed necessary by the Management.

13. After promulgation of BSNLMS RRs, group B executives shall be promoted to/regularized in STS, depending upon the vacancies of their respective quota, as per the provisions of RRs. Those working in STS on adhoc basis shall, after their regular promotion as STS, be given adhoc promotion to JAG, depending upon JAG vacancies. While making adhoc promotion to JAG for the first time after the notification of these RRs, relaxation in the Eligibility service will be considered as a one time measure subject to the approval of the Management Committee.
