Nhan Dan - On the occasion of the 80th founding anniversary of the Vietnam Trade Union (July 28, 1929 – July 28, 2009), President of the Vietnam General Confederation of Labour (VGCL) Dang Ngoc Tung had a talk with Nhan Dan on the glorious tradition of the Vietnam Trade Unions and the measures to promote the Union's position and role in the national industrialisation and modernisation as well as in the international economic integration.

According to Dang Ngoc Tung, The Vietnam Trade Unions, formerly the Northern Red Union, was founded on July 28, 1929 at No. 15, Hang Non street, Hanoi.

He said: since its foundation, the Vietnam Trade Unions organisation has always been loyal to the interests of nation and the working class. It has also organised and mobilised its members to be always in the vanguard of the battle for the national independence and freedom as well as for a prosperous people, powerful nation and an equitable, democratic and civilised society. 80 years is considered a long difficult journey but full of glory for the Organisation. Under any circumstances, the Union has always promoted its role, well-fulfilled its tasks and functions and made great contributions to the national construction and defense. In the renewal period, initiated and guided by the Party, the Trade Union organisation has attached special importance to the renewal of its organisation, contents and the modes of operation with good care for the legal rights and interest of the working people. It also participated in the works of economic and social management and launched many practical emulation movements among its members.

With its great distributions, the Vietnam Trade Unions were twice granted the Gold Star Order, the Ho Chi Minh Order, the Independence Order, Second and Third Class by the Party and the State.

The celebration of the 80th founding anniversary of the Vietnam Trade Union Organisation is of great significance, aiming to educate workers and cadres about the glorious tradition of the working class and the Union as well as to make people from all walks of life further understand the role and functions of the organisation.

The Union leader also stressed that the Trade Union plays a very important role in the political system. It has close ties with the Party and the State and plays as a link between the Party and the working people.

“The position and role of the Trade Union have continued to be raised in the period of industrialisation and modernisation as well as in the international economic integration. Because the Union not only stands for the interest of the working people but also acts as a organisation to solve conflicts occurred between the employee and the employer. The function of the Trade Union is recognised in the 1992 Constitution. The regulations on the Union functions adopted at the 10th Congress of the Vietnam Trade Union emphasised that the Trade Union is the representative which protects the legal rights and interests of the working people; takes part in the management of the State, economy and society as well as in the supervision of the operation of State agencies, economic organisations; educates and encourages workers and cadres to perform obligation of citizenship, to build and protect the country. In which, protecting the legal rights and interests of the working people is considered the central function of the Trade Union,” he added.

Dang Ngoc Tung stressed the need for trade unions Charters at all levels to protect legitimate rights of their members, workers and labourers.

He pointed out: “Initially, it is advisable to carry out Government’s tasks and solutions to prevent the economic downturn, remain economic growth rate and ensure the social welfare as well. The VGCL also asks all levels of the Trade Union to learn about workers’ aspirations, working conditions and income, particularly pay much attention to those working in industrial, processing zones, exporting sectors and foreign-investment sectors. In addition, the VGCL proposes measures to raise assistance incentives to workers such as: offering free vocational training fee to workers especially to the unemployed, giving loans from the National Fund for Employment to unemployed workers and so on.”

Mr Tung also talked about measures to improve professional skills and qualifications of trade union cadres.

“Trade union cadres and cadre work play a crucial role in implementing revolutionary tasks of the Party. During the past time, union cadres and carde work have made great contributions to worker movement and Vietnam Trade Union activities. To improve the professional skills of union cadres to meet new requirements in the period of industrialisation and modernisation, all levels of trade unions should be fully aware of the Party viewpoints on building trade union cadres, the importance of union cadres and union activities in worker movement and union activities. Building strong trade union cadres of all levels, strengthen the organisational activities and giving training to union cadres are also matters of importance. Efforts to perfect policies on giving incentives to union cadres should be hastened. Science researches on trade union activities are also needed to carry out to improve the organisational system of trade unions under the norms: streamlined, diligent and scientific,” he further stressed.
