NEW DELHI: BSNL has overcome two major challenges in its attempt to award the world’s largest telecom contract, clearing the way for it to open price negotiations with the two companies it has shortlisted for the deal.

An ‘integrity panel’ set up with the permission of the country’s top anti-corruption body, the Central Vigilance Commission, has endorsed the state-run company’s decision to disqualify, on technical grounds, Nokia Siemens Networks from its Rs 35,000-crore tender to supply equipment for 93 million mobile phone connections.

The Andhra Pradesh High Court, too, ruled on Monday that BSNL was justified in disqualifying NSN because it did not meet the technical requirements.

“We are glad both the integrity panel as well as the courts have cleared us of any wrong doing given the fact that there were allegations that we were not transparent with the selection process,” a top BSNL executive said.
BSNL, the executive added, will immediately start price negotiations with China’s Huawei and Swedish company Ericsson. “The only possibility of this tender being further delayed is if NSN were to approach the Supreme Court.”

BSNL has been making huge operating losses in the past two years, only managing to stay in the black because of interest income from its accumulated cash reserves. It ran out of capacity to expand cellular services nearly 18 months ago and no new major contracts for mobile networks and equipment have been awarded in the past 24 months.

NSN said it has obtained the report of the integrity panel — whose members are former chief election commissioners TS Krishnamurthy and BB Tandon — and is “internally reviewing the contents.” A company official added that it has still not received the order of the AP High Court.

The panel was set up after NSN approached the anti-corruption body seeking a probe into its disqualification. It also filed petitions in the Delhi and Chandigarh High Courts as well as the AP High Court. While the Delhi High Court said the case did not fall under its jurisdiction, the Chandigarh High Court asked BSNL to get NSN’s bid evaluated by an independent panel. The AP High Court had in May asked BSNL to put on hold the tendering process until it took a decision.

In May, a year after the tender was floated, Ericsson was short-listed as the lowest bidder for the northern and eastern regions, while Huawei made the cut for the western, eastern and southern zones. NSN has argued before the courts that it was not given proper reasons for its disqualification and claimed all details that BSNL wanted were provided.

On the other hand, BSNL has maintained that all the four companies which were disqualified — NSN, China’s ZTE, Alcatel-Lucent and Nortel — were purely because of technical reasons.

BSNL executives have told ET that they suspect ‘vested interests’ are behind the legal challenges to delay its tender and stymie the state-run company’s expansion. They cited a similar petition in Delhi High Court in 2006 by Motorola, which delayed BSNL’s expansion plans by about a year. Motorola later withdrew the case. BSNL’s last tender in 2006 for about 43 million lines, then the largest, was finally reduced to 13 million lines after telecoms minister A Raja’s intervention.

The umbrella body representing all employee unions of BSNL has asked the telco’s management to act against NSN for delaying BSNL’s expansion plans.

NSN denies any such motive and says it has “long-standing relationship with BSNL” and “look(s) forward to supporting them in the future as well”.

મોટા ભ્રષ્ટાચારીઓની પાછળ પડી જવા આજે વડાપ્રધાન મનમોહનસિંહે સીબીઆઇ અને ભ્રષ્ટાચારી વિરોધી અધિકારીઓને સ્પષ્ટ આદેશ આપ્યો હતો. નાના કેસોમાં જ કાર્યવાહી કરવામાં આવે છે મોટી માછલીઓ આબાદ રીતે છટકી જાય છે તેવી માન્યતાને હવે બદલવાની જરૃર છે. ભ્રષ્ટાચારીઓ સામે કઠોર પગલાં લેવા સિંહે તમામ સંબંધિત અધિકારીઓને સૂચના આપી હતી.

સીબીઆઇ, વિજિલન્સ સંસ્થાઓ અને રાજ્યના ભ્રષ્ટાચાર વિરોધી બ્યુરોના અધિકારીઓની બે દિવસીય પરિષદનું ઉદ્ઘાટન કરતા વડાપ્રધાને કહ્યું હતું કે, લોકોની માન્યતાને બદલવાનો સમય આવી ગયો છે. સિંહે ઉમેર્યું હતું કે નાના કેસોમાં ઝડપથી કાર્યવાહી કરવામાં આવે છે પરંતુ મોટા ભ્રષ્ટાચારીઓ સજામાંથી બચી જાય છે. સરકારે હાલમાં ૭૧ નવી સીબીઆઇ કોર્ટની રચના કરવાનો નિર્ણય કર્યો છે. મોડલ કોર્ટ તરીકે આ કોર્ટ કામગારી કરે તેવી સરકારને આશા છે. આ કોર્ટ દરરોજ કાર્યવાહી ચલાવશે અને બિનજરૃરી મોકૂફીને ટાળશે.

સિંહે કહ્યું હતું કે, ઉચ્ચ સ્તરે રહેલા અધિકારીઓના ગેરરીતિના મામલામાં ઝડપી, નિષ્પક્ષ અને પારદર્શક કાર્યવાહી થવી જોઇએ. સરકાર આને મુખ્ય પ્રાથમિકતા તરીકે ગણે છે. કોઇની પણ તરફેણ કર્યા વગર અને કોઇના પણ ભય વગર આ કોર્ટ કાર્યવાહી કરે તેમ દેશના લોકો ઇચ્છે છે.

ભૂતકાળમાં અનેક વખત સીબીઆઇની કામગારી સામે લોકોએ પ્રશ્નો ઉઠાવ્યા છે. તેની કામગીરીને વધુ અસરકારક બનાવવા વડાપ્રધાને સીબીઆઇને પણ અનુરોધ કર્યો હતો. તપાસની પ્રક્રિયા ઝડપથી આગળ વધે તેની ખાતરી કરવા તેમણે તપાસ સંસ્થાઓને અપીલ કરી હતી. ટ્રાયલ અને ચુકાદા કેસોમાં ઝડપથી આવવા જોઇએ. ટ્રાયલની પ્રક્રિયા બે વર્ષમાં પૂર્ણ થવી જોઇએ જેથી ગુનેગારને ત્રણ વર્ષની અંદર જ સજા કરી શકાય.

The multi-million dollar Twenty20 series, which features almost all top international players, has also gained popularity for its entertainment element -- Bollywood superstars Shah Rukh Khan, Preity Zinta and Shilpa Shetty all own IPL teams.

Salman Khan met Modi on Wednesday to explore how he could join the bandwagon.

"He is aware of the price of a franchise, which will be between $200 to $300 million," Modi told television channel CNN-IBN, adding that two new franchises would be up for sale by January.

"He has been keen for some time now, so he was curious about the process of auctions and the money involved," Modi added.

Ever since its inception two years ago, IPL has proved to be a money spinner, raking in millions of dollars in advertising and ticket revenues.

Voice over IP (VoIP) is fast becoming a competitive advantage for carriers as they implement it to deliver carrier-class phone services that leverage the favorable cost curve of Ethernet. Service providers need an access system capable of supporting VoIP standards, interoperating with leading Softswitch vendors, and delivering the carrier-class quality and reliability expected by wireline subscribers for lifeline POTS.

VoIP migration depends on the plans of the service provider. It may be in stages, or all at once. Carriers need the flexibility to selectively introduce a packet-based infrastructure, a new switching architecture and the deployment of fiber in their networks. Tailored solutions may provide IP-based, feature-rich phone sets and TDM PBX equipment with Gigabit Ethernet access for businesses in an office park and copper-based POTS services with pulse dial to the farm house a mile down the road. Alternatively, a carrier may look to deploy a new development with fiber and a rich array of triple play services. Regardless of the approach, a carrier's access equipment today must be both carrier-class and cost-efficient.

Solutions: MXK and MALC
The wide range of voice services supported by Zhone's MSAP platforms give carriers the flexibility to anticipate their end customer requirements as well as their own infrastructure migration. To gradually introduce a softswitch architecture to a network historically deployed using DLCs with TDM interfaces, the MALC can be installed in RTs and central offices with TDM-based voice interfaces for POTS subscribers. As Gigabit Ethernet and other packet-based transport networks are deployed and a softswitch commissioned, subscribers can be cut over to the softswitch on a slotcard-by-slotcard basis. Where the transport network is upgraded even as the traditional TDM switch remains, the MALC can be configured as a Voice Gateway to allow for packet-based transport of voice services with TDM interfaces to the switch over V5.2 or GR-303. Voice Gateway functions support the wide range of CLASS features and Emergency Standalone (ESA) functionality critical to carrier-class deployments. And of course, both the MALC and MXK offer VoIP services and support a wide range of softswitches across the key VoIP protocols of MGCP, H.248 and SIP.


MALCs unique ability to convert voice traffic on a port-by-port, service-by-service basis allows service providers full flexibility in managing the transition of their network from TDM to a pure packet access network.

Interoperability testing and certification has been conducted with leading softswitch vendors from around the world. Zhone maintains the most comprehensive list of softswitch interoperability certification of any access vendor.

MXK and MALC Features

Application
IPTV services rely heavily on content, ease of use and picture quality as benchmarks for consumer satisfaction – all of which can pose a challenge for service providers.

Service providers need an access platform that interoperates with a variety of third party products and applications. IPTV requires multicast forwarding for fast channel change performance in addition to HDTV and VOD services that require high bandwidth. Access design and functionality play a key role in enabling and supporting these IPTV requirements. Many service providers continue to offer traditional non-IPTV RF cable television services that require an integrated access solution for their voice and data services.

Solution: MXK
MXK is the most IPTV-capable access platform on the market today. MXK has high bandwidth fiber choices for the delivery of IPTV and services to subscribers based on service providers’ needs and their network topology. Legacy DLC or NGDLC devices can provide voice and broadband data, but they are not suitable for video distribution. In order to offer video services, service providers must either provide multicast IP video over DSL with the existing copper network or deploy PON and then provide multicast IP video and/or RF video over it. MXK platforms support both RF and IP video over fiber, working seamlessly with the MALC for PON or point-to-point IP video over copper.

Features

BSNL to offer 3G services in 760 cities at end of first deployment phase
Indian state-owned telco Bharat Sanchar Nigam Ltd (BSNL) has revealed it aims to provide 3G services in 760 cities in the first phase of its deployment of the technology, Sindh Today reports. Detailing its investment and rollout plans to the Union Parliament, BSNL also noted that it expects to spend INR27 billion (USD570 million) on the first phase of the project, noting that it had already launched commercial 3G services in 111 cities so far. The initial phase of deployment is expected to be complete by 2011. India’s minister of state information technology and communications, Gurudas Kamat, has also announced that the other state-owned telco, Mahanagar Telecom Nigam Ltd (MTNL), is in the process of increasing its capacity for 3G lines in Mumbai and Delhi by around 750,000 in each city.

Promulgation of BSNL MS recruitment Rules required extraordinary perseverance, pursuance, Organizational pressure, and, of course, unprecedented amount of patience before the final breakthrough was recently achieved. Yes, nine years - long as it may seem – was a mixture of both the inspiration and perspiration. Inspiration in that a radical and novel concept of elimination of JTS in functional path and an emphatic shift in integration of seniority between DRs and PRs from JTS to JAG conceived by us decades before was finally attained, and the success of bringing about this critical change in fixation of seniority from JTS to JAG undoubtedly required some bold deliberations and bolder decisions. Big questions were raised when we started talking and discussing the new concept and serious apprehensions were expressed about the final outcome of our effort in this direction. Doubts about the final outcome of this new and significant beginning by the critics emanated from the fact that all previous half hearted attempts at even marginal improvements had failed miserably. And hence the concept itself was beyond imagination and digestion, because the scope of this new concept was not marginal but substantial. But then we went ahead with our business boldly, banking on the strength and commitment of our comrades and the rightful and deserved merit of our cause.

Perspiration was the remaining part of the story. Relentlessly we fought at all the levels, at various stages, forcing open all the locked doors in the way, without tiring – without giving up an inch. And the final result was a fair deal, the deal that we had asked for - the deal for which we had bargained for. More than 30 years of deprivation that our cadres were subjected to without any respite was at last broken down. Our predecessors, all of them, without exception, had to step out of the doors of DOT/ BSNL after 35 and 40 years of service just carrying the labels of Retd. Sr. SDEs. But, today we are extremely satisfied that the new formulation because of our sustained actions will open the doors for the hitherto forbidden and undreamt territories of STS, JAG and even SAG (GM) for the younger generations, the efforts and sacrifice of the elders, as always and naturally, standing good for the youngsters. It is quite natural that in a militant and committed organizational set up there are some who have to bear the cross so that the others may live in bliss. The elders will not mind it, but, on the contrary, they will be extremely happy and consider privileged to have done something for the posterity. We salute them. But, we do not know whether the youngsters are meticulously analyzing the likely impact of this momentous achievement. Because many of them are still in a wonderland with their minds filled with pipe -dreams. We have only hope that they come down to the earth. We have worked out for them several streams of fast track promotion and by raising the integration level from the JTS to the JAG level all the bottlenecks have been broken open. With the pay scales and time-bound promotions worked out through the hard work of this Association, we are sure that no one can complain. And we do not have to explain.

Moreover, there is always scope for further improvements in any new dispensation. The only thing that we have to clearly understand is that gate which was hitherto locked for decades has been opened and to what extent we are in a position to penetrate in future just depends on how solidly and unitedly like a rock we stand and struggle in the days to come to secure further career improvements. This breakthrough has to be viewed and analyzed in a broader context, without prejudice, without sectarian considerations. If we do that, we can surely understand and realize what promise it holds for us in the future.

But then when we clamour for and win over the justified rights, let us not forget that we will have to impose ourselves with the responsibility of keeping this Company going. Not only going but going as the first rated Company not only in the country but also in Asia that was our envisaged vision. That is where we always look at the status of the company vis-à-vis our performance on the market and profit fronts, pushing many of our justified demands to the back-burner so that this Company may not only survive but also rise above the rest of the competitors. And again it is not for nothing. We do not even deny some selfish motives. If ITI was an example, today Air India is a trendsetter because there we see pink slips not only for the employees but even for the Management. Naturally no one can permit a delinquent organization to continue without profit - without the right market share. Yes, we are visionaries in selfishness too. We dream of a great salary package and even greater career advancements for our members. And for that we have no doubt that the performance of the organization only counts and gives us the platform to ask for more – to ask for the better – and to earn it rightfully and nobly. Yes, we are selfish for the cause of the Executives – and that makes us even more selfish for the Company.

That is precisely why we focus on the issue at hand. Even as the balance sheets unfold we see the profits falling by huge percentages. And that is not a happy sight for us. We see the market shares falling steadily. During the first three months of the current year 2009-10, which we started with a firm resolve, our market share has fallen from 77.42% to 76.80 % in the Landline, from 16.20% to 15.52% in the mobile and from 18.98 to 17.89 in the total. When Airtel has crossed 100 million and raises its profit even for the current quarter by 24%, shall we stay as dumb onlookers with excuses for the failures of our Company on both fronts? We reported the dismal performance of our Company in the mobile sector in May 09 as a mere 0.4 million as against the set target of 3 million. Similarly in June we have been able to achieve just about 0.8 million v/s a target of 3 million. But the Airtel has been consistently doing around 2.8 million in all the last 3 months. In fact we stand a poor fifth among our national rivals in mobile growth during 2009-10, even the midget Aircel getting the better of us.

That is why we have been fully supporting, with no holds barred, the earnest efforts of the Management to elevate the status of the Company in every way. We have been fully endorsing the 100 days’ programme of the CMD. Although in the landline sector he has set a target of zero net growth or shall we say net decline in 2009-10, the first three months again display poor, no, dismal readings. We have lost around 5. 52 lakh connections during the first quarter, despite the modest target, with almost all Circles, except NE-II, contributing towards massive losses. And the major culprits being Maharashtra, losing around 1 lakh customers, followed by A.P. with 62,000 losses, Gujarat with over 48,000 and W. Bengal with 46,000 odd losses. Why we are going through the figures. Yes, we want the Circles and our Organizations there to look up and ensure an arrest in the erosion. Similarly on the Revenue front the target set by the CMD in the landline sector for 2009-10 is a very modest 9698 crores. The performance of the first two months viz. Apr & May cannot be called scintillating, with income of less than 1600 crores. If the erosion in the base is not arrested, the decline in revenue is also going to be steeper. We need not find out the reason. And the reason is supported by the statistics for May where the revenue was less by around 15 crores from April when we lost the base by about 1.75 lakh. This clearly means that we are not doing much and much more is desired. Unless definite improvement is brought forth by our cadres, definitely called and are the backbone of this Company, this Association will not be able to pursue aggressively other cadre issues. Dear Comrades, we have to understand this simple logic. Therefore it is up to us to perform and deliver.

We know that even some of our hard core members feel upset about our present stand and continuous focus on issues of growth. But then we will continue, because we can never afford to remain short-sighted. We have to set our sights into the distance. And there see it clearly, not imagine that we see only the oasis and not the deserts, if they really are there. The time for illusions is over and it will reach us nowhere but our doom. And when we see the deserts we will be able to see the oasis from where we should be able to get the right nourishment. And that is what we, fully consciously, are doing at present. No one can deter us from our job. Because we are answerable to not only to the personal glories of the present, that brings us immediate crowns. We are answerable to the posterity- to the society - and to the Nation, simply because we belong to the Company, to the society and to the Nation. We are a national asset. We belong to none but the great Indian Public. And we owe an answer to them if we fail. Sure, Comrades, we shall not fail in our endeavour, we shall not fail the Company, we shall not fail our great India.

Know the fact Very Important

NFTE and FNTO are the partners of the so called “BSNL workers Alliance”. These two unions claim that they have the support of 50% of the BSNL workers (Let them have the pleasure of claiming so). These unions have refused to come forward for a joint struggle with the United Forum on the question of wage revision for obvious reasons. Every now and then they do not fail to make shows that they are also fighting to settle wage revision. Today, the main problem in the settlement of wage revision is the ‘period’. The United Forum alliance, of which BSNLEU is a constituent, is demanding a 5 year settlement. The United Forum has already conducted a glorious two days strike on this demand. Whereas, the management wants to impose a 10 year settlement. But what is the stand of the BSNL Workers Alliance on this crucial issue.

FNTO has openly accepted management’s condition of a 10 year wage settlement. In fact, it is aggressively campaigning for the same. FNTO has also written to the management, that it was prepared to accept a 10 year wage settlement. In collusion with the management, FNTO has called upon the workers, to submit declarations, stating that they were ready to accept a 10 year wage settlement. This unethical step of FNTO has been overwhelmingly rejected by the workers. Hence, out of frustration, FNTO is conducting a vilifying campaign against BSNLEU. It has branded BSNLEU’s demand of a 5 year wage settlement as political. Workers have understood the true colour of FNTO and have ignored it’s vicious propaganda.

Under these circumstances, it is not known what is the stand of NFTE on this vital question of periodicity. NFTE is a constituent of the CPSTU. As such it is duty bound to the demand 5 year wage settlement and strive to settle it. But fact remains that, it is not openly raising this demand. When it’s alliance partner, viz., FNTO, is openly and vociferously campaigning for a 10 year wage settlement, NFTE prefers to remain silent. What does this mean? Has NFTE deviated from the decision of the CPSTU to demand a 5 year wage revision? It has to make it’s position clear.

Further, what is the demand of the BSNL Workers Alliance on the question of periodicity? The two major partners have identical view on periodicity or not? If so, what is that view? Five years or 10 years. The Alliance has the duty to spell out it’s stand to the workers.

FNTO argues that BSNL cannot afford to accept a 5 year wage settlement, since it’s performance and profit have gone down. This is precisely the argument of the management also. We have a few questions to ask. Only a few months back, the top executives of BSNL have got pay hike upto 72%. How the performance and profit of the company permitted that? A little earlier, the entire ITS officers got hefty pay hike, as per the recommendations of the 6th pay commission. How BSNL’s performance and profit parameters permitted that? How is that only when the workers raise a justified demand, BSNL’s performance and profit are not permitting it? The workers have understood that the voice of FNTO is nothing but the voice of the management.

(a) & (b) Sir, BSNL Board in its 113th Board meeting held on 25th July 2008, after considering all the pros and cons of listing and in order to strengthen Company’s Claim for conferment of Navratna status decided that the Company should get listed.

The Government is considering to offer part of its equity shareholding in BSNL by an offer for sale to the public due to following reasons:

It will facilitate BSNL to get Navratna status. It will promote growth of BSNL. It will provide an access to the capital market for raising fresh equity capital, if required.
The timing of the issue depends on the condition of the capital market.

(c) & (d) Various staff association and employees unions have expressed their reservation on the proposed disinvestment/listing. However, to allay the fears of the employees, efforts had been made by BSNL Management to apprise them of the advantages of listing.

(a) to (c) Sir, the recommendations of the Sixth Central Pay Commission are not applicable to BSNL. BSNL being a Central Public Sector Enterprise (CPSE), is following Industrial Dearness Allowance (IDA) pattern of pay scales. The pay scales and other related benefits are governed by the guidelines of the Department of Public Enterprises which have recently been revised based on recommendations of 2nd Pay Revision Committee.

NOTIFICATION OF JAO PART-II (40% QUOTA) EXAMINATION

BSNL CORPORATE OFFICE HAS NOTIFIED THE DATE FOR JAO PART-II (40% QUOTA) INTERNAL COMPETITIVE EXAMINATION VIDE ITS No. 10-2/2007-DE dated 4.8.2009.
The Examination will be conducted in accordance with the Syllabus Circulated vide No. 4-29/2003-SEA (BSNL) dated 12.10.2004. (IT IS OLD SYLLABUS)
The dates of the examination is as under:
1. Telecom Accounts-I - Theory without books - Paper I - 30.11.2009 - 10.00 a.m. to 12.00 noon
2. Telecom Accounts-I - Practical with books - Paper II - 30.11.2009 - 02.00 p.m. to 04.30 p.m.
3. Telecom Accounts-I - Theory without books - Paper III - 01.12.2009 - 10.00 a.m. to 12.00 noon
4. Telecom Accounts-II - Practical with books - Paper IV - 01.12.2009 - 02.00 p.m. to 04.30 p.m.
5. Civil Works Accounts Rulesl & Procedure - with books - Paper V - 02.12.2009 - 10.00 a.m. to 01.00 p.m.

LAST DATE FOR SUBMISSION OF APPLICATIONS IS 14-09-2009.

BSNL JAO PART-II EXAM - SYLLABUS - BOOKS

JAO-Part-II Examination will be conducted only under Old Syllabus.

This is because the BSNL Management vide their letters
(i) No. 4-29/2003 SEA/BSNL dtd 12-10-2004 and (ii) Lr.No. 4-50/2004-SEA BSNL dtd 20-1-2005
had indicated that those who are sitting for JAO Part-I Screening Test would be given ONE LAST CHANCE to write the JAO Part-II Examination under Old Syllabus.
Now it will not be possible for BSNL to go back on the said assurance.
The Old JAO Part-II Syllabus is as under:

Miss Venezuela Stefania Fernandez has been crowned as the new Miss Universe. The pageant kicked off in Bahamas early on Monday morning. The girls were judged according to three categories - swimsuit, evening gown and interview. The pageant was hosted by Access Hollywood co-anchor Billy Bush and model, actress and former Miss Rhode Island USA Claudia Jordan. The contest has been watched in over 180 countries. Three beauties from Latin America were among the top five finalists chosen to vie for the Miss Universe crown. The five finalists were from Puerto Rico, Dominican Republic, Kosovo, Australia and Venezuela.Stefania will be crowned by the reigning Miss Universe Dayana Mendoza of Venezuela.
