





07.08.2009: GS, President met GM(FP) and discussed :-
(a) Regularization of Adhoc CAOs :- We requested for early completion of Adhoc CAOs regularization process. GM(FP) mentioned that the process of regularization of 674 Adhoc CAOs has been started. ACR dossiers of eligible CAOs are being completed. The missing ACRs & VCRs will be called shortly.
(b) DPC from JAO/AAO to AO :- We expressed our serious concern against delay in completing the DPC from JAO/AAO to AO to fill up about 400 AOs vacancies. GM(FP) mentioned that the DPC process is in advance stage. Efforts are being made to release promotion order by the end of this month.
(c) Consideration of request transfer of AOs/CAOs : - GM(FP) mentioned that the AOs request will further be considered at a time of AOs regular promotion. Some CAOs, who have completed two years of service will be considered shortly. Some CAOs transferred on promotion/tenure due to non-availability of CAOs post may be retain only when the officiating promotion against vacant DGMs post is allowed by the BSNL Management. In this regard the case has already been processed.
(d) JAO Part-II Examination :- We requested to allow JAO Part-I qualified people to appear in JAO Part-II exam on the basis of old exam pattern as has been allowed 10 JAOs Part-I qualified in UP(West) Circle as per the the Court direction. GM(FP) clarified that 10 JAO Part-I qualified of UP(West) Circle have been allowed as sincere chance which has already been availed by the other JAO Part-I qualified people.
07.08.2009: GS, President & AGM(HQ) met GM(Pers.) and discussed :-
(i) BSNL Management Service Recruitment Rules (BSNL MSRRs) improvement / modification : We requested for early consideration of modification / improvement in the BSNL MSRRs as objected by United Forum of BSNL Executives' Associations. GM(Pers.) assured to look into.
(ii) Regularization of Adhoc DEs:- We expressed our serious concern against delay in completing the regularization process. GM(Pers.) assured that sincere efforts are being made to complete the regularization process of adhoc DEs by the end of this month.
07.08.2009 : Communication made by GS -
Letter-1 : To CMD BSNL regarding Non-implementation of DPE order for 78.2% DA in fitment benefit w.e. from 01.01.2007 in BSNL and implementation of 6th CPC recommendations – replacement of the pre-revised S-30 pay scale (Rs. 22400-24500) by a new HAG scale (Rs. 67000-79000).

06.08.2009 : DDG (FEB), DOT contacted GS and discussed the issues related to payment of Pension to BSNL pensioners with respect to our discussions held with Secretary (T) on 04.08.2009.
(a) Revision/Consolidation of Pension in IDA scale, based on combined service rendered in DOT and BSNL under CCS Pension Rules 1972, to erstwhile DOT employees absorbed in BSNL w.e.f. 01/10/2000 and retiring as BSNL Pensioners between 01/10/2000 to 31/12/2006, consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007 - In this regard DDG (FEB) clarified that the issue of IDA Pension Revision of BSNL Pensioners is being taken up with cabinet. A cabinet memo is being sent to cabinet shortly.
(b) Applicability of revised rules and regulations consequent to the 6th CPC to the Govt. Employees absorbed in BSNL - DOT OM No.40-31/2008-Pen (T) dated 08.07.2009 has now been kept in abeyance. DDG (FEB) informed that the competent authority has already taken the decision on this issue. The STP Cell has sent the draft letter to Internal Finance (DOT) for vetting, the same is being sent to STP Section today for issuing the order. We are expecting order in this regard very shortly.

04.08.2009 : GS, President, AGS(HQ) and AFS met Sh. Siddhartha Behura Secretary(T) and discussed -
(a) Absorption of ITS officers in BSNL - We expressed our serious concern against delay in completing the absorption process of ITS officers in BSNL. The delay is adversely affecting the viability of BSNL. Secretary (Telecom) appreciated our concern and informed that the cabinet memo in this regard is being sent to cabinet for approval. The nodal ministries will be giving their opinion to cabinet. He assured immediate action in this regard.
(b) Revision/Consolidation of Pension in IDA scale, based on combined service rendered in DOT and BSNL under CCS Pension Rules 1972, to erstwhile DOT employees absorbed in BSNL w.e.f. 01/10/2000 and retiring as BSNL Pensioners between 01/10/2000 to 31/12/2006, consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007 - We requested Secretary (T) for early issuance of the order in this regard, since about 70,000 BSNL Pensioners are waiting for the order. Secy. (T) assured to look into the matter.
(c) Applicability of revised rules and regulations consequent to the 6th CPC to the Govt. Employees absorbed in BSNL - DOT OM No.40-31/2008-Pen (T) dated 08.07.2009 has now been kept in abeyance. Secretary (T) informed that the matter has been resolved and the order in this regard will be issued shortly.
(d) 50% IDA merger with basic for BSNL pensioners - The requested for issuance of order in this regard. Secy.(T) informed that DOP&W has returned the case to settled in DOT. He assured an early decision in this regard.

03.08.2009 : GS, AGS (HQ) met GM (Pers) and discussed –
(a) Deficiencies in BSNL MS RRs – We expressed our serious concern against the deficiencies in BSNL MS RRs and requested for the improvement/modification e.g. change in date of effect of BSNL MS RRs from 11.6.2009 to 01.10.2000, removal of discrimination in the RRs of Civil/Electrical/Arch and other services Executives based on educational qualification, provision to fill up DGMs posts of seniority-cum-fitness quota dynamically from the departmental candidates only. GM (Pers) mentioned that the deficiencies may be submitted in writing for consideration.
(b) Regularisation of adhoc Gr. A Executives – we strongly protested against the DPC process initiated to regularise adhoc STS level Executives. We pleaded that since the eligibility/attendant conditions for adhoc and regular DPC are same and the DPC level is also same, there should not be further DPC from adhoc STS to regular STS (in the same post). It should be a technical transition from adhoc to regular on VCR. Moreover the adhoc service rendered in STS will not be counted for the purpose of regular promotion to DGM. GM (Pers) informed that the DPC process from adhoc STS to regular STS promotion has been initiated. The ACRs/VCRs of 2700 adhoc DEs have been called from the Circles for regularisation. He also mentioned that he has assured CMD that the DPC will be completed before 31.08.2009 and the DPC to fill up vacant DGMs posts will be completed immediately. He also mentioned that all the GMs concerned Finance & Accounts/Civil/Electrical/Arch have also been advised to initiate the DPCs for regularisation. He explained that the DGMs vacancies will be filled up by the senior most regularly promoted STS level Executives by giving one time relaxation in the eligibility conditions of 4 years regular service in STS grade and for future vacancies BSNL Management will further decide to relax the eligibility condition.
(c) DPC from SDE (T) to DE – GM (Pers) informed that Hon’ble J&K High Court heard the case today but the stay order is not vacated on the pretext to examine the last promotion order from SDE (T) to DE, whether the roster has been implemented in true sense or not.
(d) Upgradation of Executive Engineer (Civil/Electrical) posts to SE(C/E) posts - We strongly opposed the proposal of Up gradation of Executive Engineer (Civil/Electrical) posts to SE(C/E) posts. GM(Pers.) mentioned that such proposal is not to his notice and he don't support such proposal because EE(C/E) cadres have not been declared dying cadres. He also mentioned that the promotional avenues of SDEs(C/E) can not be further stagnated.
02.08.2009 : First Circle Conference of AIBSNLEA NE-II Circle The first Circle Conference of AIBSNLEA NE II Circle was held on 02.08.09 at Hotel Saramati, Dimapur (Nagaland). Glittering Open House Session was organised by Circle Branch which was presided over by the Circle President Com A N Biswas. Comrade GS Shri Prahlad Rai was present in the function from the CHQ side. CGMT NE-II Shri Ranjan Sanyal was present as the Chief Guest and CGMT Assam Circle Shri N N Banerjee was present as the Guest of Honour. Circle Secretary AIBSNLEA Assam Circle Comrade K. K. Das and Circle Secretary BSNLEU NE-II Comrade M B Singh and were present as special invitees.
In his Key Note address, CS NE-II Comrade H Singha, raised the vital issues of BSNL Profitability and Viability, often unpopular Multiplicity of BSNL Services like Wi Max, Net PC in the rural area, IPTV, AMC issues, unnecessary procurement of equipment not popular and usable, engaging Consultancy Firm like BCG for suggesting improvement in BSNL Structure and Operation, Infrastructure sharing, Group A absorption, Disinvestment of BSNL equity etc.
Com CS M B Singh raised the issues of joined struggle on the platform of United Forum. CS Assam Com K K Das raised the issue in the improvement of Service Quality and Development of Telecom Infrastructure in NE-II.
CGMT NE-II Shri Ranjan Sanyal, Chief Guest, in his address pressed for commitment & dedication from the BSNL organization and asked to be prepared to face the forth coming challenges and raise the performance of BSNL Executives towards maintenance and improvement of BSNL equipment and services. He reminded the House regarding the forthcoming danger of falling every aspect of O & M job to the hands of outside agencies if the executives are not raising their performance, thus rendering them jobless.
CGMT Assam Shri N.N.Banerjee, Guest of honour, raised the issues of present functioning of BSNL Management like a typical Government Office where decision making is a prolong exercise thereby loosing the battle to the fast acting Private Telecom Operators. However he assured the House to hold nerves as he still think that we can work together to improve upon the situation as we are BSNL (Battle Still Not Lost).
General Secretary Com. Prahlad Rai, in his address, narrated related activities required for the growth of Telecom Services & the need of strengthening Sales & Marketing units to provide the best Telecom Services to the maximum number of subscribers. He apprised in detail the efforts of AIBSNLEA in resolving the crucial issues. He also mentioned that we are opposed to disinvestment of BSNL as the Government is trying to take out the Proceeds of the Disinvestment, thus reducing the net worth of BSNL and there is no clear Road Map for the Disinvestment. He also demanded early settlement of absorption issue of ITS Officers in BSNL. He appealed to all members to make their best efforts to achieve the targets of 100 days program. He discussed regarding reducing lavish expenditures like Travel Expenses, Meeting Expenses in 5 Star Hotels. He reiterated the fact again and again that the dip in the profit of BSNL should actually be attributed to the Government policy of withdrawing all the leverages provided earlier to BSNL and the Managements policy of wasting the hard earned BSNL Revenue towards unnecessary expenses.

01.08.2009 : BSNL BOARD MEETING : BSNL Board Meeting was held on 30/07/2009. BSNL Board has approved the Accounts of BSNL for the financial year 2008-09. BSNL had posted a net profit after payment of Tax of Rs 574.85 crore on total revenues of Rs 3,5811.92 crore.The operation profit is not satisfactory. BSNL Board has viewed it seriously.
01.08.2009 : PAYMENT OF PENSION AS PER VI CPC : GS contacted concern officer of DoT and requested for early issuance of order for payment of Pension as per VI CPC recommendations to BSNL pensioners w.e.f. 01.01.2006. Wherein the earlier order issued in this regard is kept in abeyance. It is understood that a DOT Administration will release the order shortly.
01.08.2009 : SPL GB MEETING AT GAUHATI : Special GB meeting was held at Gauhati on 01/08/2009. Com GS has addressed huge gathering .He apprised in detail the status of HR issues e.g. deficiencies in BSNL MS RRs, regularisation process of adhoc Gr. A level Executives, DPCs from SDE to DE, JAO to AO, AD (OL) pay scale revision, ACP withdrawal case, PPS posts creation, ITS absorption issue and IDA pension revision case and discussed the viability of BSNL mainly opposed the Govt.’s move to disinvest BSNL through IPO route and heavy expenditures on tours, vehicles etc. He also expressed dissatisfaction against the poor marketing strategies of BSNL. He appealed the members for successful implementation of 100 days programme for the growth of BSNL. He replied queries raised by the members to their satisfaction. 23.07.2009 : GS, AGS (Fin) met PGM (BW) and discussed –
(a) BSNL MS RRs for Executives (Civil Wing) – We expressed our resentment against BSNL MS RRs finalised for Executives, Civil/Electrical/Arch Engineering Wings wherein existing Executives having Diploma qualification are not considered for EE/Architect promotion. It is against the BSNL Management’s earlier decision in which the parity with JTO/SDE (T) has been given. PGM (BW) mentioned that the BSNL CO Pers. Cell has not taken their views while framing the BSNL MS RRs but now the matter is being taken up with BSNL Management for rectification.
(b) Modification/retention of SDE (C) transfer orders – We thanked him for considering the requests of some SDEs (C) for cancellation/retention and further requested to consider few more genuine cases. PGM (BW) assured to examine the cases.
23.07.2009 : GS, AGS (Fin) met DGM (EW-QC) and discussed –
(a) Withdrawal of ACP benefit to JTO/SDE (C) – We requested DGM (EW-QC), Convener of ACP benefit withdrawal review Committee for early submission of the Committee report to avoid discrimination. DGM (EW-QC) mentioned that the Committee report is being finalised and after approval of the Committee members the same will be submitted immediately. He also opined that there should not be discrimination in granting ACP benefit to BSNL Executives of various disciplines e.g. CSS, PAs/PSs and C/E Executives.
(b) BSNL MS RRs for Executives (Electrical Wing) – DGM (EW-QC) informed that their views/suggestions in this regard have not been considered. He appreciated our demand of implementation of BSNL MS RRs from 01.10.2000 instead of 11.06.2009.
23.07.2009 : GS, AGS (Fin) met GM (Rectt) and discussed –
(a) Declaration of result from Draftsman to JTO (C/E) Exam – GM (Rectt) informed that the result for Draftsman to JTO (C/E) Exam is ready and will be declared within 2 weeks.
(b) Declaration of result of JTO (T) outside quota exam – GM (Rectt) mentioned that efforts are being made to declare the result of JTO (T) outside quota exam by the end of August 09.
(c) Notification of TES Gr. ‘B’ LDCE to fill up about 4000 SDEs (T) vacancies – GM (Rectt) informed that the approval for examination pattern i.e. ‘objective type’ has been taken from competent authority but the syllabus is yet to be finalised by the BSNL MC.
(d) Notification of JAO Part-II Examination for 10%, 40% departmental and 50% DR quota – We requested for early notification of JAO Part-II Examination for 10%, 40% departmental and 50% DR quota. GM (Rectt) mentioned that the notification to fill up about 400 JAOs posts against 10% quota for Jr. Accountants/Sr. Accountants will be issued shortly to hold the exam in the month of Nov. 2009. The notification for JAO Part-II examination against 40% departmental quota to fill up about 2900 JAOs posts will be issued only after the information received from 8 Circles viz. NE-I, NE-II, UP (West), Chennai TD, Chhattisgarh, JKD, Assam and Orissa etc. for the previous JAO Part-II examination result declaration. Regarding 50% DR quota to fill up about 1000 JAOs posts, the recruitment notification will be issued shortly.
(e) Poor result of LDCE of SDE (E) – We requested to process the case for relaxation of the eligibility marks from 50% to 40% in view of the hard paper and non-filling up of vacant 45 SDE (E) posts of LDCE quota. Only 5 JTOs (E) could compete the exam. GM (Rectt) assured to look into the matter.
(f) Finalisation of examination calendar for various examinations – We requested to finalise the examination calendar for various departmental/outsider examinations to fill up vacancies in various disciplines. GM (Rectt) assured for an early action in this regard.
23.07.2009 : GS, AGS (HQ), AGS (F), AFS and Advisor-I met Director (HR/Fin) and discussed –
(a) BSNL MS RRs for Executives – We extended our sincere and heartfelt thanks to Dir (HR) for issuing BSNL MS RRs. We expressed our serious concern against the deficiencies of BSNL MS RRs finalised for Executives e.g. these rules shall be effective from 11th June 2009 instead of 1st October 2000 as is in the case of Executive Promotion Policy. The Executives promoted to adhoc Group 'A' post before or after 01.10.2000, their adhoc service will not be counted as regular service for the purpose of future promotions. The Group 'A' Executives absorbed in BSNL belonging to IDA Pay Scale of 13000-350-18700 & 14500-350-18700 will be upgraded to IDA Pay Scale of 14500-350-18700, 16000-400-20800 & 17500-400-22300 as per attendant conditions circulated under letter No. 400-61/2004-Pers-I dated 18.01.2007 under Time Bound Promotions corresponding to next grade within a period of 4 to 6 years. These absorbed Gr. A officers will get Time Bound Promotion w.e.f. 11.06.2009 instead of 01.10.2000.
The existing JTOs/SDEs (C/E/Arch) Engineering wings having diploma qualification will not be eligible to be promoted to the grade of Assistant General Manager EE/Arch. In addition to this, in the Architecture discipline, having valid registration as Architect with the council of the Architects is made compulsory, which is gross injustice to the absorbed Executives of Civil/Electrical/Arch Engineering wings in BSNL who have been given parity with JTO/SDE (T) regarding pay scales and other service matters.
The graduate qualification for other services Executives has also been made compulsory even for existing Executives which is against the terms and conditions of absorption.
In BSNL MS RRs it should be clearly mentioned that the 50% DGMs posts earmarked for seniority-cum-fitness quota should be filled up dynamically. These posts should not be filled up from outside MTs. The regularisation process of adhoc Gr. A level Executives should be completed immediately and the vacant DGMs posts should be filled up on regular/adhoc basis.
BSNL Management should also implement the decisions of Joint Committee in its true spirit so that Executives do not feel discontented.
Dir (HR) assured to look into the matter and mentioned that some omissions/clerical errors etc. will be rectified immediately without affecting the RR structure and assured that the Joint Committee recommendations will be implemented.
(b) Implementations of DPE OM dated 02.04.2009 – We requested for early implementation of DPE OM dated 02.04.2009 regarding 78.2% DA in fitment instead of 68.8% since BSNL profit before PBT is more than 1000 Crores and after PBT is about 600 Crores for the year 2008-09. Dir (HR) mentioned that the request may be considered if the Quarter-2 i.e. July-Sep 09 profit comes more than last year’s Q-2. We apprised him that our Association is advising the members to implement 100 days programme successfully and to earn maximum revenue by increasing the customer base, providing quality service. We also mentioned that BSNL Management should also set the example by reducing their heavy expenditure being incurred on tours e.g. staying in 5/7 Star hotels, traveling in Executive Air Class and excessive use of vehicles etc.
(c) Pay anomaly case of 2005 JTO batch – We requested to remove the pay anomaly of JTO 2005 batch by giving notional pay fixation from the date of joining of the first JTO i.e. Aug 2005. Dir (HR) assured to look into the matter.
22.07.2009 : GS visit to Chandigarh -
GS and OS (North) attended and addressed the Open Session of Branch Conference of Chandigarh Telecom District Branch of Punjab Circle at Chandigarh on 22.07.2009. Shri Naresh Kumar Sharma, GM Chandigarh was the Chief Guest. Com GS in his address appreciated the efforts of new Circle office bearers of AIBSNLEA Punjab Circle for increasing the membership and functioning of the Association. He apprised in detail the status of HR issues e.g. deficiencies in BSNL MS RRs, regularisation process of adhoc Gr. A level Executives, DPCs from SDE to DE, JAO to AO, AD (OL) pay scale revision, ACP withdrawal case, PPS posts creation, ITS absorption issue and IDA pension revision case and discussed the viability of BSNL mainly opposed the Govt.’s move to disinvest BSNL through IPO route and heavy expenditures on tours, vehicles etc. He also expressed dissatisfaction against the poor marketing strategies of BSNL. He appealed the members for successful implementation of 100 days programme for the growth of BSNL. Shri Naresh Kumar, GM, Chandigarh, in his address, apprised in detail the developmental activities/plans of Chandigarh Telephones and mentioned that the ARPU of Punjab Circle is good but the expenditure is more, otherwise Punjab Circle could have earned profit this year. He appealed the Executives to provide quality and reliable Telecom Services particularly Broadband service to customers in the available resources. Shri Kamlesh Dadhwal, CS and BS Chandigarh Branch and Shri Satya Narain, Circle President, in their address discussed the Circle/All India level issues and the issues related to viability of BSNL. Shri Tarsem Pal, Branch President, Chandigarh Branch extended vote of thanks. GS, OS (North) and CS Punjab Circle also had courtesy call meeting with CGMT Punjab Circle during the visit.
21.07.2009 : JOINT FORUM of BSNL Non-Executives' and Executives' Unions and Associations will observe 22nd July 09 as Protest Day on the Call given by CPSTU (Committee of Public Sector Trade Unions) and will hold DEMONSTRATION to protest against disinvestment of CPSUs. All the Circle/Branch Secretaries are requested for successful implementation of the demonstration.

17.07.2009 : Shri Sudipta Chattopadhyay, CGM, ETR breathed his last today afternoon. He was earlier PGM, CTD for long time. He was suffering from Cancer for long 5 years. He was very popular amongst all officers and staffs due to his pleasant behavior. May his soul rest in peace.
17.07.2009 : GS contacted concern officer of DoT and requested for early issuance of order for payment of Pension as per VI CPC recommendations to BSNL pensioners w.e.f. 01.01.2006. Wherein the earlier order issued in this regard is kept in abeyance. It is understood that a Committee constituted to re-examine the 4th/15 May'2009 order has already examined the issue & has submitted its report. It is expected that order in this regard will further be issued by DoT in the next week.
17.07.2009 : IDA pension revision case of BSNL employees :- GS contacted the concern officers of DoT & Law Ministry and discussed IDA Pension Revision case. It is understood that IDA Pension revision case referred by DoT & DOP&W to Law Ministry is still pending for clearance in Law Ministry only. The meeting of high level officers of Law Ministry, DoT and DOP&W is still awaited for final conclusion.
ITS Officers absorption Case :- It is understood that Brijesh Kumar, Ex-Secretary, IT & DoT Committee has been given extension upto 15.08.2009 to submit the report for deployment of ITS Officers, who don't exercise option in BSNL/MTNL. It is also understood that the absorption process of ITS Officers in BSNL may further resume after clearance of DOP&W and Law Ministry for IDA Pension revision of BSNL Employees.
16.07.2009 : JOINT FORUM MEETING : The representatives of Joint Forum of BSNL Non-Executives and Executives Unions and Associations met CMD BSNL and discussed –
(a) Implementation of 100 days programme – Joint Forum assured for making BSNL’s 100 days programme a complete success. CMD explained in detail the activities to be completed during 100 days programme and appealed to achieve all targets set by the Govt. of India.
(b) Absorption of ITS officers in BSNL – Joint Forum demanded immediate completion of ITS officers absorption in BSNL for the viability of BSNL. Most of the ITS officers have decided to continue in DOT hence BSNL should have its contingency programme in case they are repatriated. CMD mentioned that the IDA pension revision case is pending in Law Ministry for clearance. As soon as the IDA pension case is settled the ITS officers absorption issue will be resumed. He also mentioned that as a contingency plan 210 DGMs are being recruited. We pleaded to promote existing eligible absorbed Executives against JAG level vacant posts. CMD assured an early action in this regard.
(c) Disinvestment of BSNL through IPO route – Joint Forum strongly protested against Govt.’s move to disinvest BSNL through IPO route. CMD explained that listing of BSNL through IPO route will provide valuation and global presence of BSNL. He also mentioned that due to wage revision of Executives and Non-Executives, taxes, BSNL MRS expenditure and other liabilities come around 20,000 Crores. After this BSNL will have only 17,000 Crore reserve fund which will not be sufficient for the future growth/requirement of BSNL. He appealed that Joint Forum should think in this direction for listing of BSNL. Joint Forum reiterated its stand to oppose disinvestment of BSNL through IPO route.
(d) Observing 22nd July 09 as Protest day on the Call given by CPSTU – Joint Forum informed that the call given by CPSTU (Committee of Public Sector Trade Unions) will also be observed in BSNL to oppose disinvestment of CPSUs.
15.07.2009 : GS, AGS (Fin) met GM (FP) and discussed –
(a) Regularisation of adhoc STS level Executives of Finance and Accounts wing – GM (FP) informed that after notification of BSNL Management Services’ RRs, 2009 the regularisation process of adhoc CAOs has been initiated.
(b) Consideration of request/tenure transfers of AOs who have completed 2 years service in a Circle – GM (FP) assured that the request/tenure transfer orders of AOs who are completing 2 years service in a Circle will be issued in the month of August 2009.
(c) JAO to AO DPC – GM (FP) informed that the DPC from JAO to AO is in progress. The missing ACRs and VCRs of the eligible JAOs have been called for from the Circles.
(d) Modification/retention of some AOs transfer orders – GM (FP) informed that the cases submitted by the Association are being examined and genuine cases will be considered shortly.
15.07.2009 : GS, AGS (Fin), Org. Secy. (N) met GM (Pers) and discussed –
(a) Notification of BSNL Management Services’ RRs, 2009 – We extended our thanks for notifying the Gr. A RRs and expressed our serious concern against the discrimination made/deficiencies in Gr. A RRs e.g. the date of effect for implementation has been decided 11.06.2009 instead of 01.10.2000 which will put Gr. A absorbed Executives in disadvantageous position while implementing Time Bound Promotion Policy. Similarly the adhoc STS level Executives promoted before or after 01.10.2000 their adhoc service will not be counted for the purpose of regular promotion.
The JTOs/SDEs (C/E/Arch) wings having diploma qualifications are debarred for the EE/Arch promotion in violation of DoP&T guidelines and CPWD RRs. The other services Executives having graduate degree from recognised university will be only entitled for STS and above level Executives ignoring the existing Executives’ experience.
GM (Pers) after detailed discussions mentioned that there may be deficiencies in the BSNLMS RRs, all the deficiencies may be taken up at the appropriate level for consideration.
(b) DPC from SDE (T) to DE – We expressed our serious concern against delay in the DPC. GM (Pers) informed that reply against stay order granted by Hon’ble J&K High Court has been filed. Our advocate has requested for an early hearing. He assured that as soon as the stay order against DPC is vacated promotion order will be issued.
(c) Promotion from SDE (TF) to DE/AGM (TF) – We requested to upgrade 30 JTS (Asst. Managers) posts to AGM to provide promotion to SDEs (TF). GM (Pers) mentioned that the JTS posts transferred from DOT to BSNL of all the disciplines are not being utilised as these posts are non-functional. He informed that 30 DEs (TF) posts may be created on matching saving concept to provide promotion to SDEs (TF).
(d) Finalisation of seniority list of SDEs (TF) – We requested to finalise the SDEs (TF) seniority list as per the RRs at the earliest. GM (Pers) assured to look into the matter.

14.07.2009 : Congratulations ! AIBSNLEA's persistent efforts yielded results in getting released the Recruitment Rules of BSNL Management Service (Group 'A' RRs). The finalization of Group 'A' RRs will pave the way for regular promotions to fill up vacant Group 'A' level posts of STS/JAG/SAG/HAG & Executive Director level Executives in BSNL. Though the Recruitment Rules are not to our full satisfaction i.e. the date of implementation of Group 'A' RRs has been decided w.e.f. 11.06.2009 instead of 01.10.2000 as was in case of Executive Promotion Policy & some other issues. 14.07.2009 : GS, AGS (HQ) met GM (Pers) and discussed –
(a) Finalisation of Gr. A RRs and regularisation of adhoc Gr. A level Executives in BSNL – We requested for early notification of Gr. A RRs approved by BSNL Board and starting the process of regularisation of adhoc Gr. A level Executives. GM (Pers) informed that efforts are being made to notify the Gr. A RRs approved by BSNL Board today itself after the approval of CMD BSNL. He also mentioned that regularisation of adhoc STS level Gr. A officers has been initiated and the VCRs of the eligible Executives have been called for from the Circles. We pleaded that regularisation should be made from the date of adhoc DPC and through technical transition and the Gr. A RRs should be implemented w.e.from 01.10.2000 as happened in case of Executive Promotion policy.
(b) DPC from SDE (T) to DE – GM (Pers) informed that reply to Hon’ble J&K High court has been filed to vacate the stay order availed by SC/ST Welfare Association of J&K Circle. He talked to the concerned officer of J&K Circle to pursue our advocate for an early hearing date. He assure that as soon as the stay order is vacated the DPC process will be completed.
(c) Consideration of inter-Circle request transfer cases of SDEs/DEs – GM (Pers) assured to look into the matter.
(d) Transfer and posting order of SDEs QA Circle – We requested to issue transfer posting order of 6 SDEs of QA Circle declared surplus to there choice of Circle. GM (Pers) assured for issuance of early order.
14.07.2009 : GS, AGS (fin) and FS met CMD BSNL and discussed –
(a) Finalisation of Gr. A RRs and regularisation of adhoc Gr. A level Executives – We extended our sincere gratitude and thanks for approving the Gr. A RRs and starting the regularisation process. While thanking him we requested to change the cut off date for implementation of Gr. A RRs from 11.06.2009 to 01.10.2000 as done in the case of Executive Promotion Policy and requested to complete the regularisation process from the date of adhoc DPC. CMD mentioned that finalisation of Gr. A RRs will provide fast track promotions to BSNL Executives particularly to young Executives. He also assured to look into the matter of regularisation and cut off date for implementation of Gr. A RRs.
During the discussions CMD expressed his serious concern against the continuous dip in BSNL’s profit and mentioned that during his recent J&K Circle visit he found that more than 350 BTS material is lying unused due to non-finalisation of sites. Similarly the maintenance of Exchanges and quality of service is also not upto the mark. He again appealed that people should fully devote to their duties in providing quality service to the customers so that customer base is increased.
(b) Revision of Perks and Allowances and implementation of DPE OM dated 02.04.2009 - CMD mentioned that all these issues can be sorted out only when BSNL earns profit. He also mentioned that the profit trend to BSNL is not encouraging. He appealed that let us make BSNL’s 100 days programme a great success. We assured him our fullest cooperation.
(c) Fire hazard in Kolkata Circus Telephone Exchange Building – We expressed our serious concern against fire hazard in Kolkata Circus Telephone Exchange Building occurred on 07.07.2009. This telephone exchange with capacity 70K was having 30 RSUs, 2850 leased circuits, good number of broadband customers and earning 15% revenue of whole Kolkata Telephone Circle. Till date the restoration is not completed. We requested CMD for early restoration of services and high level enquiry in the matter. CMD immediately called Dir (CFA) for status report and asked him to visit Kolkata.
(d) 6th CPC recommendations implementation for pensioners kept in abeyance by DOT – We expressed our serious resentment against such arbitrary order of DOT. CMD assured to discuss the matter with secy. (T).
(e) ITS officers’ absorption in BSNL – CMD appreciated our concern in this regard and assured to discuss the matter with Secy (T) for early settlement.
(f) Re-Declaration of Srinagar, Leh (J&K Circle) as one-year tenure stations – CMD assured to look into the matter.
11.07.2009 : OPEN Session of Sriganganagar Branch - Raj. Circle : GS, Vice President-II attended and addressed the OPEN Session of Sriganganagar Branch - Raj. Circle. Sh. Devendra Singh, GMTD, SGR was the Chief Guest and Sh. D.C. Gupta, Ex-GMTD, SGR was the Guest of Honor.
GS in his address apprised in detail the status of All India issues and replied the queries of the members in the Interactive Session. Sh. Devendra Singh, GMTD, SGR mentioned that SGR Distt. is a potential District of Rajasthan Circle & efforts are being made to make the SSA No. 1.
