Sub: Inordinate and unacceptable delay in execution of critical projects in BSNL by HCL, adversely affecting Quality of work and services to the customers due to “unethical business practices” adopted by HCL.

Sir,

We understand that, despite rational views communicated by us to BSNL Management on the aforesaid mentioned issue, we find that for some strange and incomprehensible reasons BSNL Management has gone ahead in placing the P.O to HCL Info systems Ltd for prestigious project of ERP, a company which by not implementing the CDR project in time has put BSNL in such a difficult situation in Telecom Market that today we are not able to meet any customer requirement in particular customer enterprise. The CDR project was to be commissioned in 18 months, but even after lapse of more than 24 months still we do not know when CDR project will completed. There are inherent problems in Hyderabad SSA after CDR implementation. Further, BSNL management has entrusted HCL with another job on National basis in BSNL for implementation of ERP which also we do not know when it will be put thorough. Further we have come to know from reliable sources that HCL Info. Systems Ltd has been black listed by State Government of Orissa, IT department vide letter No: 4072 /IT / IT-l-1 / 2008 (pt.) dated 5th December 2008 and same has been communicated also to Ministry of Communication of IT in E-governance programme unit for “unethical business practice” in IT Field. Even the licenses provided by HCL in ERP project are not in accordance with the tender conditions.

After knowing all these glaring facts, we are astonished that HCL has been yet again awarded the ERP project which strengthens our doubt that such critical projects are being deliberately entrusted to companies whose credentials are doubtful and which have performed miserably in earlier projects. Such projects are just critical to the growth of BSNL because they are directly related to customer interface. This is one of the main reasons that we have not made any headway in customer interface.

Awarding of another contract by BSNL to such a company which has been blacklisted by Govt. of Orissa for “unethical business practice” definitely is against various guidelines issued by the Govt. in this regard. Thus, awarding any present/future work to such firm is in violation of the norms of CVC etc. and immediate punitive actions must be initiated against such Companies for their failure to complete their contractual obligations and these Companies should no longer be awarded such prestigious and critical projects.
