Sub: Restructure/outsourcing/bifurcation of BSNL
Sir,
It has been reported in the media quoting officials of the DOT that certain important
structural changes are going to be made with regard to BSNL. One report is that a new
company, by name National Optic Fibre Authority will be floated which would have the
mandate to lay Optic Fibres across the country and then lease that network to telecos for
providing broad band services etc. It is also stated that about two lakh staff will be shifted to
this new company.
Another paper reports that BSNL is planning to outsource cable and tower maintenance
etc. for better financing and to cope up funds. Another report has appeared that the BSNL
is going for restructure to suit the present requirements.
Neither the BSNL management nor DOT has informed the staff or the recognised union
about any such developments so far. The staff numbering more than three lakh are also the
stakeholders of the company and these issues are of vital importance to their future as also
the future of the company. The entire staff is very much concerned about these reports in
the media.
I would request you to kindly intimate us about the new developments, if any. It is also of
utmost importance that any such developments should be discussed with the recognised
union before taking any final decision.
