Revised MT RR: Salient features:
1. Pay Scale : E3 scale: Rs. 24,900 – 50,500/-

2. No of posts: MTs shall be recruited against 50% of equivalent STS level posts as decided by BSNL Management for each year. Initial strength shall be 600. (MT- Operations – 500, MT – Accts & Finance – 100)

3. Ratio of posts: 50% of posts will be open for both Extl and Intl candidates and will be filled based on merit. Remaining 50% posts will be reserved for Intl candidates only.

4. Mode of recruitment: The selection shall be based on the final merit list created based on the combined score from assessment process (75%) + Group discussion (12.5%) + Personnel interview (12.5%). 50% of MT posts shall be filled regardless of Extl or Intl candidates. Remaining 50% of MT posts will be reserved for Intl candidates.

5. Recruitment year: Rect. Year shall be the year of declaration of result.

6. Probation – cum – training: 52 weeks including the job on training.

7. Career progression: Appointment as Manager (MT) [Sr. SDE grade, E3 scale] on successful probation cum training. To be promoted as Asst. General Manager (E4 scale) on 2 years working as Manager (MT). Further promotion will be as per BSNL MS R/R, 2009.

8. Age limit. MT(Extl) – 30 years, MT (Intl) – 36 years as on 01st August of the year of Examination. (Relaxable in the case of reserved category as per Govt. rules)

9. Eligibility for Intl candidates: Regular BSNL employee at or above JTO/JAO equivalent level and below MT level with 4 years experience in BSNL and possessing the required eligibility conditions.

Note: 4 years work experience will be counted on the last date of application.


Changes made in the earlier MT R/R:

1) Intl candidates are allowed to compete for Extl quota also. So Intl candidates can occupy even 100% of MT posts.

2) The unfilled Intl quota will not be diverted to Extl quota.

3) B Tech / BE Electrical also included.

4) Experience in JTO / JAO cadre onwards only will be considered. Earlier 4 years experience in BSNL only was required.

Consumer court has no jurisdiction over telecom disputes with consumers. --- The Supreme Court on Tuesday ended the jurisdiction of consumer courts to entertain disputes relating to telecom services. It said from now on, these disputes would be resolved through arbitration provided under Section 7B of the Indian Telegraph Act, 1885.<>

01st Sept 2009Payment of PLI for 2008-09: DIR(HRD) called the two recognized Executive's Associations in BSNL, SNEA(I) and AIBSNLEA to discuss payment of PLI for the year 2008-09. Management told that this year employees may agree for not to take Bonus as the Financial position is bad. Even if PLI has to be paid, as per DPE guidelines 5% of the distributable profit can be paid (ie. 5% of Rs. 575 crores which comes to Rs. 28 crore). ie. Rs. 28 crores can be distributed among 55,000 Executives and the amount comes to Rs. 5000 which is 50% of last years minimum PLI.
Payment of 2nd installment (60%) of Pay arrears: We requested the early implementation of Dept. of Expenditure order dated 25.08.2009 and endorsed by DoT to BSNL on account of Pay revision. DIR(HRD) assured early action.

31st Aug 2009GS along with AGSs met GM(Pers) and discussed a) DPC for regularisation of Adhoc STS: The DPC is in progress and orders are expected by Sept. end. The case of SDEs who declined the Adhoc promotion earlier also discussed. They will be considered along with the Adhoc STS officers and their ACRs are already available at BSNL CO. b) Filing of reply to Hon. High Court of J&K for vacating the stay on Adhoc promotion: The reply is cleared at BSNL CO as desired by J&K circle and will be filed shortly. c) The SLP filed by BSNL in Supreme Court regarding seniority is coming up for hearing for admission on 07th Sept. d) Request transfers in the cadre of SDE and DE: GM(P) promised that the request transfers will be cleared within two days. All the transfers on completion of tenure along with substitutes on long standing basis are also getting issued.

E3 to E4 training at RTTC, Chennai and E2 to E3 Training at RTTC, Lucknow: In the meeting with DIR(HRD) on 25.08.09, the issue was discussed in detail. E2 to E3 Training at RTTC, Lucknow was agreed to us earlier but it was not started so far. He agreed to consider E3 to E4 training at RTTC, Chennai also. Immediately he spoke to GM(Trg) and instructed him to start E2 to E3 Training at RTTC, Lucknow next month itself and take necessary action to start E3 to E4 training at RTTC, Chennai at the earliest.

On 24th August 2009 a delegation of SNEA CHTD and TN met Director HRD at Chennai and submitted a memorandum on various issues. Dir HRD was interacting with us for over 30 minutes and dwelt on all the issues highlighted in the memorandum. The issues discussed were,
--Denial of opportunity to the Executives working in BSNL with sufficient qualification and experience in the Recruitment of DGMs
--STS Promotion and Regularisation of Ad hoc STS officers
--E2, E 3, …. pay scale for the Executives
--TES Group B Competitive Exams on New Pattern
--Absorption of ITS.
--EPF issue of BSNL recruitees
--Recruitment of DGMs.
--Reduction of pay for JTOs, who joined after 01.01. 2007
--HRA on par with Chennai for CPT SSA
--Mandatory Training in RTTC Chennai
--Merger of Chennai TD with Tamilnadu Circle
--He immediately agreed for our request of E3-E4 training at RTTC MMN Chennai and agreed to consider inclusion of names of SDEs who declined adhoc STS promotion for regularisation in STS. He was very positive in his response and showed concern for executive cadre and urged through SNEA all executives to focus on BSNL Growth to improve profits.

25th Aug 2009Meeting with DIR(HRD): GS along with AGSs and GS, AIBSNLEA met DIR(HRD) and discussed:

a) JTO / SDE Pay scale notification: E1A and E2A pay scales are approved by BSNL Board along with other Pay scales and send to DOT for approval. However E1A and E2A pay scales not approved by DoT so far. We requested DIR(HRD) to expedite the process in DoT. Immediately DIR(HRD) spoken to the concerned officers in DOT and requested to expedite the same. It was informed that the file is moving in the positive direction and after clearance by DOT, approval will be accorded after completing the formalities at the earliest. We are meeting the concerned officers in DOT including Secretary, DOT in this regard.

b) Merger of 9.4% of IDA as part of fitment: DIR(HRD) informed that due to the financial constraints it is not possible to consider the matter at present. We pointed out that it is a complete package and there is no justification for denying it to the employees of BSNL. The revised IDA is also paid considering the neutralization of 78.2% of IDA with basic.

c) Regularisation of Adhoc STS officers: We expressed our serious concern over the delay. DIR(HRD) informed that the DPC process is going on and he personally spoken to the CGMs to send the ACRs in time. The DPC will be over by Sept. end as promised.

d) Pay anomaly of 2005 batch: DIR (HRD) informed that the case cannot be settled within BSNL as per DPE order. Any anomaly has to be referred to the Group of Secretaries constituted by the Govt. for pay anomaly purposes.

Association met PGM(BW) and discussed the promotion of JTO(C) to SDE(C) under comp. quota without any change in the number of already declared 63 no. of vacancies. It was also emphasized that the resultant vacancies may be divided in the ratio 77.5%, 15% and 7.5% for OC, SC and ST respectively as per DOP&T guidelines.

18th Aug 2009It is reliably learned that as promised to SNEA(I) and Joint Forum by DoT and BSNL Management, the ITS absorption issue is taking a final shape. DoT is preparing a Cabinet Note on ITS absorption for the consideration of Union Cabinet.
