Subject: Technical and implementation issues of IPTV services by BSNL
The IPTV Services have been launched in a number of cities in association with
various franchisees. However, the progress of rollout is very dismal and only 10000
customers were acquired against the target of one lakh customers in Year 2008-09. This
year BSNL has set the target of 2.5 Lakh customers for itself for IPTV services. In view
of this aggressive target, a meeting was called at BSNL Corporate office of the
franchisees and Broadband NOC team to address all the teething problems of the IPTV
services.
The following decisions have been taken by this office in order to expedite the
connection provisioning process and to ensure the required QoS for IPTV services:
1. One position in the NIB Node may be given to each of the franchisee operating in
the city to query the system for feasibility check on multiplay system through an
authenticated access.
2. The system for issue of advice note in the commercial system for the IPTV
service shall be put in place in all the cities wherever IPTV services have been
launched. This will not only help in expediting the process of IPTV provisioning
but also in service assurance through identification of the IPTV customers in the
local commercial system.
3. Field units must ensure the regular up-gradation of the port details in the local
system by updating the system with every change so that incorrect provisioning
may be avoided.
4. The factors contributing to delays like non generation of advice note for IPTV in
the BSNL system and non availability of dedicated personnel shall be resolved at
the local level so that the port configuration is done without any delay.
5. The case of migration of P2.2 customers to Multiplay network shall be
expeditiously handled in the BSNL system.
6. The Type I ( single port )modem shall be changed with Type II ( multiport )
modem for the cases where a problem is encountered wrt the working of Type I
modem as per the earlier instructions issued by corporate office .

7. Sh S. Ajith Kumar , DGM(Broadband ) , DNW Bangalore has been nominated as
the nodal officer for coordinating the issues raised by IPTV franchisees with
BSNL NOC at Bangalore.
8. The local unit may give, as appropriate, restricted access to the Franchisees to the
eMS for the health checkup of the network elements. In addition local units shall
also monitor the power levels of the network elements on regular basis.
9. In case a DSLAM (if configuration not saved) is upgraded/ reset in case of failure,
filed units need to ensure availability of all the services riding on Broadband
(including IPTV).
10. Franchisee shall use the sparse mode as the multicast implementation mode for
IPTV services.
It is requested that necessary action may be taken at your end to ensure that the
above issues / points are implemented in the cities of your Telecom Circle /Districts.
It was also reported by the franchisees that there is no single point of contact for
addressing all their concerns in the cities allocated to them. In this regard, all the field
units are again requested to nominate one officer for resolving all queries and concerns of
the franchisees regarding IPTV services. All the unit heads may also hold meetings on
regular basis and address all the issues facing the smooth implementation of the services.
