As a part of making BSNL Gujarat Circle shining and Jay Jay Garvi Gujarat initiated by our Association, today Office Bearers of Circle Body, Circle Office Branch, Ahmedabad Telecom. District Branch & Civil/Electrical/Architectural Branch available at Ahmedabad met at 17.30 hrs. and discussed various ways and means to achieve the goal. Various suggestions offered by the participants have been evaluated and the same are being taken-up with the senior officers at the helm of affairs of Gujarat Circle & SSAs. We have decided to invite the leaders of all Unions & Associations to discuss further and to march together in this direction. The tentative date for meeting with other Unions & Associations is fixed on 09.09.09 at 17.30 hrs. We have made a beginning and we do hope that with the support of all Unions & Associations, we will achieve our goal of making Gujarat Circle shining once again. Friends, you all are aware that Gujarat Circle has fallen in red tap for the successive second year with the loss to the extent of Rs 269 crores and for payment of our salaries etc. we have to depend on the surpluses of other tiny circles like J&K, Jharkhand and Chhattisgarh etc.
Once Gujarat Circle was regarded as one of the potential revenue generating circles and all of a sudden what has happened to this circle during last three years. There is dip in the income to the extent of 20.75% and increase in expenditure is 6.77% as compared to the financial accounts of 2006-07 and profit of 281.78 crores in 2006-07 has been brought down to the loss of 269.12 crores in 2008-09.
CMD’s 100 days programme is being discussed at various forum in the circle with series of meeting amongst the senior officers at helm of affairs, yet no improvement is in sight and there continues to be dip in revenue and negative growth in Land Line segment. Almost all the SSAs have shown negative growth in this segment during the ongoing 100 days’ programme except Bhavnagr, Bharuch, Godhra, Himatnagr and Palanpur. We appreciate and congratulate the Heads of these SSAs for the efforts they have taken in real sense of implementation of 100 days’ programme. The loading of Land Line in the circle as on 31-03-2009 was 53.43% which has scaled down to 52.16% as on 31-07-2009 and this trend of negative growth continues.
Enough is enough, now it is high time for all of us executives or non-executives to concentrate and work hard to restore the glorious past of circle. AIBSNLEA, Gujarat Circle has decided to take initiative in this direction. We have already identified the areas where we have to concentrate but still we need some more information/ suggestions. We, therefore request all executives/non-executives in the circle to mail their suggestions to aibsnleaguj@gmail.com. Kindly suggest us the areas where we have to improve, to reduce expenditure and to increase revenue so as to make our circle once again a profitable circle. Senior officers at the helm of affairs of Gujarat Circle including SSA Heads will be apprised of your suggestions.
We have to collectively wakeup the sleeping elephant and come out of the barriers of Unionism and Associationism and to work as a team to achieve our goal. We have already lost five months of current financial year 2009-10 and have only less than seven months left for us to bring back the positive growth, to increase revenue, to decrease operating avoidable expenditure and to restore profit.
Let us make together BSNL Gujarat Circle shining

Branch meeting of Jamnagar Branch was held on 26th July, 2009. Shri C.M.Saste, Organising Secretary (West), Shri R.S.Parihar, Advisor and Circle President, Shri Amlendu Guha, Circle Secretary, Shri S.L.Sharma, CWC Member, Shri T.Raja, Finance Secretary, Shri S.R.Mishra, Organising Secretary, Shri Kanani, Organising Secretary were attended the meeting. Shri Mokha, Branch Secretary welcomed all.
Shri Amlendu Guha explained how the new committee has taken pain to bring back the administration to work in a free and fair manner. He also informed that now the executives working in Gujarat has started breathing freely as they become independent. Shri Guha said that the need of increasing the membership and explained members about the viability of BSNL.
Shri C.M.Saste, in his address explained the pending points at Corporate Office level. He also explained how the Central Head Quarters are taking up the issues pertaining to the members.
Shri R.S.Parihar, explained the need for bringing the Gujarat Circle into a profitable Circle. He informed that there is heavy shortage in the Accounts Cadre and matter is very serious. He informed that he had already talked to CHQ also for recruitment of new JAOs. He instructed the accounts people to give training to more departmental people for JAO Part-I examination which is likely to be conducted within three months.
Shri S.L.Sharma informed all to be united and be with the AIBSNLEA since this is the only association which take care of many cadres like Engineering, Accounts, Personal Staff, Hindi officers etc. Moreover, this is the largest executive association of BSNL.

Branch meeting of Rajkot Branch held on 25th July, 2009. Shri C.M.Saste, Organising Secretary (West), Shri R.S.Parihar, Advisor-II, CHQ and Circle President, Shri Amlendu Guha, Circle Secretary, Shri Ravindra Babu, Asstt.Circle Secretary-I, Shri T.Raja, Circle Finance Secretary, Shri Mishra, Organising Secretary, Shri S.L.Sharma, CWC Member were attended the meeting. Before starting of the meeting, the Circle Committee members alongwith local members met GMTD, Rajkot and other senior officers and discussed various development issues, HR issues. On behalf of AIBSNLEA, Gujarat Circle Shri Amlendu Guha, Circle Secretary congratulated GMTD Rajkot for bringing down the fault rate to 1%. Shri Guha also given the proposal for giving landline connection within 24 hours, which was submitted to CGM and discussed during the recent meeting and being implemented in Ahmedabad Telecom District. GMTD Rajkot informed that he will look into the matter and will take necessary action. He further informed that Rajkot SSA is making payment of rent for the sites which they have occupied for the new BTS without any equipment since two years. GMTD requested OS(West) to take up the matter with Corporate Office for early supply of the BTS equipment by ITI. Shri C.M.Saste OS(W) informed that he will definitely take up the matter to Corporate Office through CHQ.
During the Branch Meeting, Shri I.N.Sipai welcomed all. Shri Guha in his address explained how the Administration was dancing at the tune of our sister association before taking over of the new Circle Committee and how the new committee stopped this and allowed the Administration to take their own decisions independently. He informed the members that now there is free and fair administration at the Circle Level. Shri Guha said that the need of the increasing the membership and explained members about the viability of BSNL.
Shri C.M.Saste Organising Secretary in his address explained about the pending issues before the CHQ viz., Pension Rules, necessity to join Joint Forum and United forum, Recruitment Rules, Our stand in respect of Direct Recruitment in the JAG cadre. He also informed that since PA/PS, JTO, Civil/Electrical officers were not included in the new Gr.A R/R, AIBSNLEA expressed their protest to CMD and started contacting the officers. He further explained the hurdles in respect of ITS absorption, payment of 9.4% IDA, payment of arrears, opposition to disinvestment of BSNL, viability of BSNL, marketing the service, shortage of mobile equipment and NIC cards in Gujarat. He also quoted the saying of the Chairman, Telecom Commission to our members that “this is the most sophisticated and cultured executive association of BSNL”
Shri Ravindra Babu in his address informed the members the need of the hour and increase the membership.
Shri Raja explained the status of the financial position and requested members to donate to AIBSNLEA.
Shri S.L.Sharma informed all to be united and be with the AIBSNLEA since this is the only association which take care of many cadres like Engineering, Accounts, Personal Staff, Hindi officers etc. Moreover, this is the largest executive association of BSNL.
In his concluding address, Shri R.S.Parihar, Advisor-II and Circle President informed that the Engineering staff or the Finance officers are not in a position to work properly for the BSNL due to the old rulings. He said that BSNL is still following the 1962 Schedule of rates. He said that BSNL has to scrap the Financial Handbook and the DOT rules, then only it will be possible to run the organisation in its proper way, otherwise it is not possible to register the profit. He further said that though the revenue collection is appreciable, if we clear all the TNF areas it will be possible for us to get another 20 to 30% more revenue. He further informed that shortage of staff is everywhere. In Gujarat there are about 63% shortage in accounts cadre. AIBSNLEA has already taken up the matter with CHQ for new recruitment of JAOs. In reply to the accounts members about handling of three posts by one AO, he informed that he had already taken up the matter with GM(F). He requested the members to come to Ahmedabad and visit GM(F). He will also accompany them.
Further, the Branch felicitated the retired members viz., Shri M.J.Chauhan, Shri K.B.Jivani, Shri D.B.Gondalia, Shri N.N.Chaniyara, Shri M.M.Khatri.

Approximately 4 lakhs candidates appeared in JTO Examination held on 21.6.2009, all over India. If we issued one each prepaid SIM free of cost to each candidate, atleast 4 lakhs connections would have been sold in a single day. CONGRATULATIONS!!! Shri J.T. Zala, SDE (Mktg), Circle Office, Ahmedabad recently underwent a difficult mountaineering course at Nehru Institute of Mountaineering, Uttarkashi, one of the premier institutes of India in Mountaineering. In this course, he attained height gain of 16000 fts. in Garhwal Himalayas from 4300 fts. He is the lone person from Gujarat as well as from entire BSNL. They were welcomed with presentation of bouquets. In his inaugural address, Circle Secretay gave details of the discussions held in the last CWC Meeting at Manali. He stressed upon thr need of the hour to organize membership increase drive in view of the Membership verification knocking at the door and for holding next All India Conference in Gujarat. . He narrated the activities of Circle Body and issues settled during last one year. He requested the services of Shri Manovar, Dist Secy. as Organising Secy. of Circle Branch to strengthen the organization. Shri Babu, ACS pressed the District Branch to boost the fund position. Shri Ramashankar Yadav, AM(West) advised the leaders to frequently meet the Head of Circle as well as SSAs to keep the activities going on. He also advised to hold get togethers in each and every building periodically to know each other and share views on various issues which will in turn improve the association strength. Shri Manoj, CWC Member requested the members to deel the customers upto their satisfaction as customers are “Bhagvan” for us and BSNL will progress if customer base increases. Shri R. S. Parihar, Circle President in his speech narrated the meetings held with CGM almost every month. He explained that the agend of our first meeting was for about 60 points and meeting was held with CGM from 11.00 Hrs to 20.00 hrs which was the most lengthiest meeting with any CGM in history. Now-a-days our agenda is lessened, which shows that our demands are settled by the administration favorably.
Shri Manovar, District Secretary was relieved from the post of District Secretary so that he can devote more time for strengthening the organization as Circle Organising Secretary. His services as District Secretary during last one year was applauded by one and all. Skri K. B. Pasi, AGM, ATD was unanimously elected as District Secretary. He thanked the members for the faith imposed on him and assured his best services for the Association. Shri C. A. Patel, District President offered vote of thanks.
The hall was jam packed, though the meeting was at short notice and members were enthusiastic even after their whole day’s work in this hot summer.

The Association is bereft of a noble heart as well as an emerging stalwart. With utmost pang we report the sad and untimely demise of Sunil G. Nair, Accounts Officer, (IOBAS), Circle Office, Ahmedabad, today morning. We deeply mourn his demise. Heartfelt condolences from a multitude go to the bereaved family. He is survived by mother and one younger brother.

Yesterday, after the special meeting with CMD, Director (HRD) & other senior officers of BSNL, C.O., New Delhi, Shri R.S. Parihar, Circle President & Advisor (West), Shri Amalendu Guha, Circle Secretary, Shri S.L. Sharma & Shri Manoj Nair, CWC Members alongwith Shri Prahalad Rai, GS & Shri K Satyanarayana, President, AIBSNLEA CHQ met GM (Pers), BSNL C.O. and discussed various HR issues pertaining to Gujarat Circle, particularly cut off date for bulk transfer, consideration of long pending transfer issue of lady executive for posting in Ahmedabad under compassionate ground, posting of executive transferred out of Gujarat under 25% LDCE promotion quota (JTO to SDE) in Gujarat Circle, appraised about present fair & transparent functioning of Gujarat Circle administration, which we are always consistently supporting. GM (Pers) agreed to set the cut off date for bulk transfer as 30th June and assured us to consider other issues also. The meeting lasted for more than 2 hrs. We thank GM (Pers), BSNL C.O. for his patient hearing and taking positive decision on various issues. Met GM (FP) and requested him to consider all request transfer of AOs, Sr.AOs & CAOs, who have completed 2 years stay at Gujarat. He agreed to consider it. Also discussed regarding shortage of Accounts Personnel in Gujarat Circle.

Branch Secretary and other Office bearers of Civil Branch of AIBSNLEA Gujarat alongwith Asssistant Circle Secretary, Shri Ravindra Babu and Organising Secretary (Civil) Shri O.P.Gupta met CE(Civil) and discussed the following points
1. After a long discussion regarding 2nd ACP, CE(Civil) requested to take up the matter with CGMT.
2.Regarding vehicle to field SDEs who look after the rural areas, CE informed that he has already requested for 31 vehicles to Circle Office, but no approval has been received from Circle Office. The matter will be taken up with CGMT
3. Regarding officiating promotion to JTO(civil) and transfer issue in SDE cadre, ACS has had a talk with AGS(Civil), Shri Goyal in this connection. Shri Goyal informed that VC forms from one Circle is yet to receive and as soon as it is received, the DPC will be conducted immediately, most probably by the end of this month, the orders will be issued. After a long discussion in this matter with CE(Civil), he informed that he has already published the status of the transfer request in the circle intranet site. He will take up the transfer issue once the order in respect of JTOs issued.
5. In connection with the posting of Gr.C and D staff in sub division, ACS requested CE that since the staff has to be provided by the concerned SSA, CE may write letter to concerned SSAs for staff. In the meantime, we will request GM(A) to take up the matter with the concerned SSAs. CE(Civil) agreed to it.
6. Promotion to PS from PA - ACS talked to AGS(Civil) in this connection and as requested by him, the details are being forwarded.
7. Regarding scope and responsibility for AT for ITI works, the committee members informed that there is no scope of the work available presently. In this connection CE informed that he will take up the matter with CGMT and will circulate the same.
8. CE(Civil) informed that he will instruct all divisions to make necessary arrangements to make the salary payment through ECS.
9. Regarding the pending case of TBP of Shri S.K.Jain, EE, CE(Civil) has requested to take up this issue with CGMT.

Circle Office bearers today met CGMT and discussed various HR issues.
At the outset Circle Secretary appreciated the present functioning of Circle administration for its transparency.
Non implementation of Circle Office transfer posting orders
Circle Secretary pointed out non implementation of various transfer orders by field units including the cases of executives relieved from the parent units and not joined the new units and taking various types of leaves. CGMT instructed GM (A) to instruct respective new units to initiate action against the executives for making the administration transparent and avoid such practice in future by the executives.
Circle Secretary also brought to the notice of CGMT about out of the way recommendation by PGMTD, Ahmedabad for a particular executive. CGMT informed that Circle Office already regreted the particular recommednation.
Implementation of post tenure transfer
CGMT instructed GM (A) to once again instruct all SSA heads to implement post tenure transfer immediately as per TP.
Jamnagar SDE transfer issue
CGMT directed GM (A) to take-up the issue with GMTD, Jamnagar immediately.
Pending transfer cases of JTO, Nadiad
GM (A) informed that the request transfer cases of JTOs of Nadiad will be considered before 31st March, 2009.
Choice posting after hard tenure completion
CGMT instructed GM (A) to contact GM, Rajkot for immediate choice posting of JTOs posted in rural areas after completing hard tenure at Bhuj.
Proper utilization of manpower
For proper untilisation of man power, CGMT instructed GM (A) to start bimonthly management meeting of each section to identify the work and proper utilization of staff.
Reporting of JTOs working in Circle Office
CGMT instructed GM (A) to issue separate instruction for the JTOs working in Circle Office to report AGMs directly to increase productivity as has been done for SSAs.
Imporper relieve of JTO by GMTD, Mehsana
CGMT directed GM (A) to instruct GM, Mehsana to allow the concerned executive to resume duties in Mehsana SSA, who has got promotion under 25% quota & posted outside Gujarat Circle, on the basis of his refusal of promotion.
Recruitment of PA from open market
CGMT directed GM (A) to follow-up the issue at Corporate Office level for allowing Gujarat Circle to recruit 50% quota PA recruitment from open market.
PA to PS regular promotion
CGMT directed GM (A) to call the CRs as per the guidelines for conducting DPC.
Concessional IPTV tariff for BSNL executives & employees
It has been decided to take-up the issue of concessional IPTV tariff for BSNL executives & employees directly with WICENET.
Civil Wing issues
GM (A) assured that all care will be taken while issuing transfer orders in Civil & Electrical Wings. To sort out other civil wing issues, a separate meeting will be arranged with CE (C) by GM (A).

Also paid a visit to CAO (CMTS) office. GM (F) instructed Sr. Architect & SDE (Civil) to face lift the TRA Unit on the similar model as is available in CAO (CMTS) office, Navrangpura. GM (F) also instructed AO (TR) to immediately put proper signage for easy access of our valued customers to AO (TR) unit. GM (F) instructed Sr. Architect & SDE (Civil) for early action on the decision taken.

As decided on 21-2-09, during the meeting with CGMT, Circle Office bearers alongwith couple of BSNL recruited executives(Engineering & Accounts) met GM (F) & GM(TR) today, in the chamber of GM (F), to discuss various problems being faced by EPF account holders. A detailed discussion took place on the issue and various ways to settle the issues were also discussed. To solve this problem once for all, it has been decided to meet EPF authority, if need be at higher level and also decided to explore the possibility of operating single EPF account for whole circle. For the above work responsible executives have been nominated during the meeting.

CIRCLE OFFICE BEARES & DISTRICT SECRETARIES ATD & CIVIL, ELECTRICAL & ARCHITECTURAL WINGS HAD A MEETING WITH CGMT TODAY AT 15.00 HRS AND DISCUSSED FOLLOWING AGENDA POINTS AND OLD PENDING ISSUES.
OLD PENDING ITEMS
1. Discrepancies in stay particulars.
We have pointed out variou discrepancies in the stay particulars uploaded on intranet portal in respect of JTOs & SDEs of ATD & C.O. We have been informed by the administration that the individual point taken-up by this Association through letter had already been rectified. As requested by us, administration will prepare a combined stay particulars for Ahmedabad station and the same will be uploaded on intranet portal shortly.
2. EPF Case of BSNL recruitee executives.
GM (F) asked us to meet with details on EPF issues on 24th February for taking-up the issues with PF Commissioner.
3. AMC of various servers and purchase of UPS for ERP data center.
CGMT informed that the servers can be maintained on call basis in view of implementation of CDR project in very near future. Regarding UPS for ERP data center, CGMT informed that the has already been approved.
We have informed latest break down of DOTSOFT server at Ahmedabad and consequent complecation arisen due to disconnection of phones despite payments made by customers. On this issue CGMT took a serious view and instructed that no phone should be disconnected until subscriber is contacted by TRA personnel over phone in addition to IVRS ringing.
4. Timely provision of various services to customers.
We have pointed out regarding pendency of provision of lease line which can fetch substantial revenue to BSNL. CGMT informed that most of the cases were pending because of other end (outside Gujarat). We have further pointed out pendency within Gujarat. CGMT took a serious view of it and agreed to look into it.
5. Excutive Diary.
We have pointed out about the disparity shown by some of the SSA by either not placing orders or low quantity i.e. less than 50% of the requirement for AIBSNLEA Executive Diary . CGMT instructed that henceforth orders should be placed on the basis of 50% requirement of Executive Diary to AIBSNLEA and directed GM (A) issue instruction to all SSA heads.
6. Face lifting of TRA Unit
It is decided to have a joint visit of Telephone Bhavan TRA Unit by GM (F) alongwith Civil & Architectural Wings and office bearers of AIBSNLEA.
7. Provision of Card swaping machine at CSC
GM (F) informed that AXIS bank will install 7 card swaping machines at different area in Ahmedabad.
8. Utilisation of Kennan System
CGMT informed that Kenan System is not supporting and hence item closed.
9. Illogical medical test – case of PAs – Delay in regular promotion of PA.
GM (A) informed that regular posting orders will be issued on receipt of vigilance clearance by dispensing with the requirement of Medical test in view of the arguments put forth by the Assocition citing relevant instructions in the matter.
10. Setting-up of telecom. facilities at Dholera
It is decided to have separate meeting with PGMTD, Ahmedabad and instructed GM (A) to talk to PGMT, AM and fix a date and time for the meeting to discuss various issues of AIBSNLEA.
11. Misuse of BSNL PRI by DID franchisee
A fruitful discussion on the matter has taken place and a concrete decision also took in the matter.
12. Welcome booklet to Broadband customer
GM (BB) informed that welcome booklet has already got prepared and allotted to SSAs alongwith the soft copy for distribution to prospective Broadband customers.
NEW AGENDA POINTS
1. Immediate withdrawal of illegal & illogical immunity extended to favour one Association.
CGMT informed that action on the matter has already been taken and 100% implemetation will be confirmed.
2. Immediate consideration of request transfer cases of remaining JTOs from Kheda SSA.
It is informed by the administration that all the request transfer cases will be cleared in the month of March. We also made various suggestion to be taken care while issuing ensuing transfer orders.
3. Immediate implementation of post tenure transfer as per TP.
GM (A) informed that the same is under preparation and it will be implemented.
4. Relieve of executives under transfer.
We have pointed out non relieving of executives under transfer, particularly Shri K.M. Patel, JTO, Bhavnagar, Shri J.P. Rathod, DE, Jamnagar, Accounts Officers of various SSAs and posting of two JTOs, Shri Barad & Shri Tank of Rajkot SSA in Rajkot City in view of their hard tenure completion. CGMT instructed GM (A) & GM (F) to contact concerned SSA heads to ensure their relieve and posting.
We have pointed out non posting of Shri Amol Mankad in the BD/Mktg wing of Vadodara SSA inspite of written instruction from Circle Office and subsequent instruction from CGMT. CGMT instructed GM (A) to ensure his posting in BD/Mktg wing of Vadodara SSA
5. Officiating promotion from AO to CAO.
GM (F) assured that orders will be issued by first week of March, 2009.
6. Calling CRs for regular promotion from PA to PS
We have pointed out the number of CRs called for DPC for regular promotion from PA to PS is not sufficient to fill-up the vacancies likely to be arisen during the year. GM (A) agreed to call more CRs and also agreed to prepare the empanel more PAs for promotion to the cadre of PS.
As CGMT was to leave to receive Hon’ble Minister, the meeting concluded and decided to meet again.

Under the aegis of National Productivity Council, all Central PSUs are celebrating National Productivity Week through out the country from 12th to 18th February, 2009. We appeal each one of us in Gujarat Circle to rise to the occasion and organise special drive/campaign for productivity enhancement in Gujarat Circle during the week. Each one of us has to contribute maximum by utilising the resources available with us to bail out Gujarat Circle from red trap and to regain its glorious past by making it once again a revenue potential and profitable circle.

As per directions of the CHQ of our association, all the executives stationed at Ahmedabad demonstrated in front of CGMT office under the banner of United Forum. The enthusism shown by the members was of high spirit and they committed to fight till we achieve our demand of implementation of 2nd PRC report in toto without any dilution. If the demand is not accepted the demonstration will continue on 3rd and 4th February, 2009 and day long dharna on 5th and 6th February, 2009. All the members are requested to make the agitational programme a grand success.

United Forum of BSNL Executives' Associations served Notice for protest actions wef 2nd Feb to 6th Feb.,09 against deliberate and calculated attempt on the part of the BSNL Management to withhold issuing of orders relating to implementation of new IDA pay scales along with fixation and payment of allowances in accordance with the decisions of DPE, Govt. of India. The following countery wide protest ations are to be implemented
(A) Lunch/closing hour demonstrations at Corporate Office /CGM/SSA level on 2nd, 3rd and 4th Feb.,09
(B) Full day Dharna at Corporate Office/CGM/SSA level on 5th and 6th Feb.,09.
In case necessary orders are not issued by 6th Feb.,09, the protest actions would be further intensified by resorting to other programmes of organizational actions.

Many executives from Gandhinagar have joined our Association during the meeting. Executives working in Gandhinagar raised various administrative issues, which are to be taken-up with PGMTD, Ahmedabad. Office bearers assured the executives that immediate action will be taken from Association side on the issues.

CGMT informed that the DE (Offtg) orders will be issued shortly after displaying the latest gradation list of SDEs on Gujarat Circle intranet portal to avoid any future confusion. President, CS & CWC member met GM (F) & GM(TR) today and requested immediate relieve of AOs under transfer. GM (F) assured that whoever is joining Gujarat Circle, they will be sent to those places where Accounts Officers are waiting for their relieve. GM (F) also spoke to Executive Director (Finance), BSNL C.O, New Delhi and requested to get all the officers posted to Gujarat Circle relieved immediately. Cases of remaining CAO officiating were also discussed during the meeting and GM (F) told that this is being done.

A special general body meeting of AIBSNLEA, Gujarat Circle was held at Utsav Hotel, Raopura, Baroda. Members from Vadodara, Surat, Valsad etc. attended the special general body meeting convened at a short notice. Shri Prahalad Rai, General Secretary, AIBSNLEA CHQ was the chief guest on the occassion. The hall was jam packed with members from various disciplines and they participated in the meeting with utmost enthusiasm.
Shri Prahalad Rai, General Secretary in his elaborate speech covered all the areas and apprised the members about the latest developments at HQ level and also answered the queries raised by the members. He touched important points like ITS absorption, 2nd Pay Revision Committee Report, Group 'A' RR, Recruitment of MTs, DPCs in various cadres, change of designation of PA & PS, Viability of BSNL, Issues relating to Civil / Electrical / Architectural Wings & ADOL etc. He also appealed the members to make the call of Indefinite Strike a complete success given by United Forum.
Shri R.S. Parihar, Circle President & Advisor(West) CHQ, Shri Amalendu Guha, Circle Secretary, Shri Prakash Rao, District President, Shri Belani, District Secretary addressed the gathering and apprised the members regarding the issues pertaining to circle level. KIND ATTENTION COMRADES
As per call given by CHQ of United Forum of BSNL/MTNL Executives’ Associations, all the executives have to fully participate enmasse in “DAY LONG DHARNA AND LUNCH HOUR DEMONSTRATION” at Circle/SSA HQrs on 8th December 2008 to DEMAND REPATRIATION OF BSNL/MTNL EXECUTIVES TO DOT”
In this connection we approached the Circle Office bearers of our sister Association including Circle Secretary so as to make necessary arrangements to make the programme successful but there was no positive response from their side and thus we have decided to hold the day long dharna on 8th December, 2008 as per call of CHQ of United Forum. We therefore, appeal to all the Executives in Gujarat to fully participate enmasse in the proposed Dharna in front of Circle Office and at SSA HQrs. This is the time to prove the unity of Executives.

As per agenda given by our Association for formal meeting, CGMT called the office beares of our Association on 17.11.08 at 16.00 hrs. CGMT presided the meeting and GM (A), GM (F), GM(BB), GM(BD), GM (Mktg), GM (LB) and concerned AGMs were present. From Association side President, Circle Secretary, CWC Members, Finance Secretary, Organising Secretary and District Secretaries, ATD & Civil & Electrical Wings attended the meeting.
During the meeting we have expressed our dissatisfaction on non implementation of various decisions taken in earlier meetings. CGMT informed that strict instructions had already been issued to implement the pending transfer orders and also directed GM (A) to follow-up. CGMT informed that clarification on immunity is sought from BSNL C.O. and assured that action will be taken immediately on receipt of clarification, which is expected within a week. It is agreed to clear the request transfer cases of JTOs Kheda as early as possible. We emphasized the need of implementing post tenure transfer particularly sensitive and new technology areas like CMTS, NIB, TAX etc. CGMT also agreed on it and directed GM (A) to see that the post tenure transfers are implemented immediately in all SSAs as per TP. Broadband being potential area we have demanded exclusive staff for BB under DE (Extl), CGMT informed that ATD has already issued orders for exclusive staff for BB under DE (Extnl). We have requested few of individual cases, which have got merit to take-up, CGMT agreed to look into it. Recruitment of PAs from open marketing, GM (A) informed that the matter is being referred to BSNL, C.O. for permission to recruit PAs from open market as per RR and for regular promotion from PA to PS, GM (A) informed that case is under process. On demand for incentive to staff for bringing b-fone and broadband connections, GM (BB) explained about the incentive scheme offered to sales team. GM (Mktg) informed that some incentive scheme is under preparation at BSNL, C.O. and expected at any time and on receipt of that scheme, let us decide for incentive for all staff. Association side strongly opposed the incentive scheme for sales team. TBP from E-4 to E-5 and officiating promotion from JTO to SDE and SDE to EE in Civil Wing, GM (A) agreed to look into it. Regarding withholding of ACP orders approved by CGMT by CE (C), GM (A) agreed to examine the case at Circle level. On our demand to face lift TR section, GM (F) informed that ATD has selected two TR sections face lifting and necessary action has already been initiated. We have shown our concern on Cancellation/Rebate in telephone revenue. After lengthy discussion, it was decided to explore the possibility of fixing the responsibility for delay in clearing fault to avoid cancellation/rebate in telephone revenue in the interest of BSNL. We have suggested for advertisement through autorikshaws and on hired vehicles as well departmental vehicles, CGMT directed GM (Mktg) to immediately take necessary action on it. Our demand for full utilization of Kenon system, CGMT agreed to call the concerned person to understand the facilities available in the system for its optimum utilization. We have pointed out non-functioning of cheque collection machines installed in Ahmedabad, GM (F) informed that the vendors for above machine have been appointed by BSNL, C.O. and Circle Office don’t have any control on them. Since cheque collection machine being a customer friendly one, CGMT instructed GM (F) to explore the possibilities of either making the existing machines operational or hiring new one. We strongly demanded and all present were also of the opinion to keep CSC open from 8am to 8pm for all purpose. GM (F) informed that commercial officers are not taking responsibility for cash and hence acceptance of cash is not possible upto 8pm. CGMT directed GM (Mktg) to take necessary action to see that CSC are opened upto 8pm for all purpose including collection of bills. We have also demanded provision of Credit & Debit card swaping machines at CSCs.GM (F) informed that BSNL, C.O. entered into agreement with various Banks but AXIS Bank only approached Gujarat Circle and they are going to install their Swapping machine in major cities shortly. We pointed out that Commercial Officer & SDOs are not ready to take action on the instructions available on the Intranet Portal and most of the field staff are not in a position to access the intranet. GM (Mktg) informed that instructions have already been issued to all for taking actions on the basis of instructions uploaded on intranet. CGMT further informed that all the instructions available in the intranet portal be treated as original and action may be taken on the basis of these instructions. It is also decided that GM (BD) may explore the possibility of making intranet available to all field staff. On our demand of strict implementation of single window concept, provision of NTC within 24 hrs, CGMT directed GM (Mktg) to ensure the same. Regarding network optimization, CGMT informed that Mobile wing is behind this work and lot of improvements have already been made. On our request for quick attendance of CIC complaints, CGMT instructed GM (Mktg) to verify whether appropriate marking has been done in the DOTSOFT to identify the CICs for quick attendance of their complaint. We pointed out misuse of LKLB PRI by DID franchisees, GM (BD) informed that strict instructions have already been issued to all SSAs to inspect the EPABX franchisees who have been given PRI with LKLB facility. Association demanded Circle Vigilance may inspect the premises of couple of franchisees. CGMT informed that any irregularities found during the inspection by Vigilance Wing the concerned field staff would be made accountable for that. We pointed out exorbitant commission to DID franchisee for Broadband connection; GM (BD) informed that it is a wrong information. Association side demanded to verify it once again. GM (BD) agreed to do so. It is our demand since long a welcome booklet to Broadband customers.GM (BB) informed that Boradband booklet to be delivered to the new customer is in the final stage of preparation and the same will be made available to the customers very shortly. We also pointed out various customer friendly services to be introduced for BB customers, GM (BB) informed that action on all the issues are being taken to give better services to Broadband customers. We demanded formation of joint action committee, CGMT informed that committee at SSA level has already been formed and he is getting report from SSAs and suggestions are very impressive. Association side demanded formation of a committee consisting of Association representatives. CGMT agreed to constitute a committee at Circle Level. We demanded training of CSC staff through private agency for giving better service to our customers, CGMT instructed GM (A) to explore the possibility of engaging private agency for giving training to CSC staff at CSC premises. We demanded immediate formation of Sales team as per BSNL C.O. instruction, CGMT informed that sales team as per C.O. instructions are being formed in SSAs. Association pointed out that sales team should be for exclusive sales work and they should not be engaged with multiple works. CGMT agreed on the demand. We demanded timely payment to vendors and channel partners to get better services, CGMT instructed that all vendors & channel partners should get their dues within 30 days. We demanded creaation of proper working environment in the office as has been available in other PSUs like proper seating arrangement/proper house keeping etc. CGMT agreed to look into it and also directed GM (A) to float cleaning tender with condition that ISO standard vendors only can participate in the tender to ensure proper cleanliness of the premises. Association also suggested face lifting of sections. CGMT agreed to look into it. We demanded making sufficient quantity of NIC & EVDO cards available in Gujarat Circle, CGMT informed that now sufficient quantity of NIC cards are available.

Circle President, Shri R.S. Parihar, Circle Secretary, Shri A. Guha, CWC Member, Shri Manoj Nair, Finance Secretary, T. Raja, Organising Secretary, Shri M.K. Ramachandran, Valsad District Secretary, Shri Khan and veteran leader Shri Ram Shanker Yadav, Area Manager (West), ATD addressed the General body meeting of Vadodara SSA and appraised the members regarding the various HR issues, Association activities and also answered the queries raised by the members.
Earlier Circle Office bearers met Shri Ramakant Sharma, PGMTD, Vadodara and discussed various developmental and HR issues including TNF clearance, Setting-up of sales team as per recent BSNL HQ guidelines & Post tenure transfer as per Transfer Policy.
PGMTD informed that all out efforts are being made to clear the TNF areas. He also informed that setting-up of sales team as per HQ instructions is under process. He assured that post tenure transfer will be implemented as per the existing transfer policy immediately and also assured that no immunity will be granted while implementing post tenure transfer.
Circle Office bearers also met Shri Sandeep Govil, GM (CDMA), Baroda and discussed various issues including availability of EVDO & NIC card, procurement of inbuilt battery FWT instruments, introduction of roaming of data card for internet within circle.
GM (CDMA), informed that sufficient quantity of EVDO & NIC cards have been made available for Gujarat Circle. He also informed that roaming of data card for Internet within circle has already been tested and taken-up with BSNL HQ for approval for implementation. Regarding inbuilt battery FWT instrument, GM (CDMA) informed that permission to procure the instrument directly from the vendors had already been received and requirement from field units are being called for. We have suggested aggressive marketing of EVDO, NIC and WIN prepaid. GM (CDMA) informed that he is in touch with GM (Mktg) for marketing of these new products.

Govt nods 21% pay hike; arrears from 2006
Government of India had announced an average increase of 21 per cent in salaries of over 50 lakh government employees with effect from January 1, 2006, adopting the Sixth Pay Commission recommendations.
The government increased the minimum entry level salary of a government employee to Rs 7,000 against Rs 6,660. Consequently, it would push up the total emoluments of an employee at the lowest level beyond Rs 10,000 per month including allowances.It also increased the rate of annual increment from 2.5 per cent to 3 per cent.
While civilians would get this after 10, 20 and 30 years of service, defence forces jawans would be promoted under ACP after 8, 16 and 24 years.
The hiked salary would be given to the employees beginning September this year and the arrears from January 2006 would be given in cash in two installments -- 40 per cent this fiscal and 60 per cent in 2009-10.

The meeting deliberated on various HR as well as organisational issues. Shri S. Sriramamurthy, President, AIBSNLEA, Maharashtra Circle was guest of honour. The conference hall filled with more than 40 particpants.

1. Relieve of officers from Rajkot, Palanpur and other SSAs to Bhuj and other SSAs so that the JTOs who got transfer to their respective SSAs can be relieved at the earliest.
2. Issue of posting orders immediately in respect of DEs who got adhoc promotion. Accordingly Circle Administration has issued orders in respect of Shri M.J.Chauhan, Rajkot (who is to retire on 31.7.2008) and to Shri Krishnamurthy Adiga, from Karnataka Circle, who had joined Gujarat and posted him at Jamnagar vide order No.Staff/13-5/Promotion/ DEs/2008/I/ dated 30.7.2008. Orders for the other officers will be issued shortly.
3. Immediate conduct of DPC in respect of the all officers JTO/SDEs/DEs/PA/PS (Time Bound Promotion) including left out cases.
