Sub: - Austerity measures in BSNL to reduce unnecessary expenditure

Sir,
Kindly refer to our letter cited above in which we had pointed out several areas where the
unnecessary expenditure can be reduced and austerity measures ensured.
We are happy to note that you have issued instructions to reduce expenditure on domestic air
travel, holding of meetings in star hotels and insisting on stay at IQ instead of star hotels. (However
no copy was supplied to the representative union). In the same way we have brought to your notice
the expenditure which can reduced through revamping of vehicle policy, shifting of BSNL offices
from rented buildings, foreign tours, huge building maintenance expenses, electricity & water
charges, huge maintenance charges temporary advances etc. We are not aware whether any
instructions have been issued in this matter.
In this connection, we would like to mention the following areas also where austerity measures can
be introduced.
1. Salary being paid to BSNL officials on deputation to CCA
It is understand that the salary of BSNL officials on deputation to CCA offices are being paid
by BSNL. Since these officials are working for CCA (DoT) the salary should be paid by DoT as
in the case of salary of ITS officers who are on deputation to BSNL is paid by BSNL. The
amount already paid by BSNL has got to be refunded.
2. Claiming of USO Fund in time from CCAs
There seems to be delay in getting the funds from USO Fund. If timely and accurate claims
are submitted there is the possibility of getting this fund quickly. The Circles / SSA should take
necessary action in this regard.
Kindly intimate the action take in these cases so far.
