Unions oppose
Disinvestment / IPO of BSNL
The disinvestment policy announced by the UPA government on 5th November, proposing
listing of the so far unlisted profitable PSUs is totally against the interest of the PSUs and the
workers. Bharat Sanchar Nigam Ltd. (BSNL) is one of the prominent PSUs mentioned in the
list for disinvestment.
BSNL Employees Union expresses its strong protest against disinvestment of BSNL. It has
been assured by the government earlier that BSNL will not be disinvested and in case of any
such proposal it will be discussed with the unions. The unilateral decision of the government
is in violation of the agreement.
The immediate task for BSNL is not listing but making it financially viable and more service
oriented. The cutting of 45.5 million lines tender in to half by the authorities has already
resulted in huge loss of market share of the company and dipping it in to the 2nd position in
total connections and 4th position in mobile lines.
The latest reports indicating that the government / management is proposing to cancel the
existing tender of 95 million lines and opt for another tender is completely suicidal. The
company is starving of mobile lines and instead of issuing purchase order for the present
tender if the management goes for another tender, it will take a further delay of 2 years and
the result will be an utter disaster.
Despite 3G licences having been given to the company, during the last one year, only about
80,000 connections could be provided despite a target of 1,50,000. Broad band connections
are delayed due to shortage of modems.
The management and the government should focus on strengthening of the government
telecom company, the existence of which have defeated cartelization and increasing of
telecom tariffs. Listing will not solve any problem, except garnering funds for government.
The privatization of Videsh Sanchar Nigam Ltd. (VSNL) and the more than 45%
disinvestment of MTNL clearly indicate that this proposed listing is only but the first step
towards privatization.
BSNL Employees Union, therefore, expresses its strong protest against the proposal to
disinvest and list BSNL in the stock market and demands the government and BSNL
management not to violate the commitment given not to disinvest BSNL, failing which the
unions will be compelled to resort to direct action to defend this prime PSU.
