BSNL Festive offers – Unlimited GPRS, Reduced STD and Local Calls, SMS offers
State Owned telecom service provider, BSNL announces the launch of “Night packs” as part of its festive scheme to celebrate the festive carnival in the country. Market leaders like Bharti Airtel, Vodafone have already dominated the market and the introduction of Docomo made a tough task for BSNL to keep itself grounded by it’s traditional way of dealing business.
The scheme under the night pack is of 20 paise per minute for local calls and 50 paise per minute for all STD calls to any mobile numbers in the country between 11pm to 7am. Though BSNL has already introduced it’s lowest possible STD rate scheme of 10paise per minute, the former scheme is just an introduction to normalize the business strategies between BSNL and other telecomm companies.

BSNL, MTNL interested in Zain deal
KUWAIT (Reuters) - India's Bharat Sanchar Nigam BSNL.UL and Mahanagar Telephone Nigam (MTNL.BO: Quote, Profile, Research) are interested in joining a consortium to buy up to 46 percent of telecoms group Zain (ZAIN.KW: Quote, Profile, Research), Kuwaiti conglomerate Kharafi Group said.
Last month, Kharafi, a major shareholder in Zain, said it agreed to sell its estimated 20 percent stake, and an additional 26 percent from other stakeholders, to a consortium led by India's Vavasi Group and including state-run regional telecoms BSNL and MTNL as well as Malaysian billionaire Syed Mokhtar al-Bukhary.

BSNL to introduce 3G services in Tiruchi by November end
BSNL adding about 270 mobile base tower stations in Tiruchi telecom district
The telecom major plans to augment WLL capacity by another 27,700 connections
TIRUCHI: Bharat Sanchar Nigam Limited (BSNL) will launch its third generation mobile telephone services (3G) in Tiruchi telecom district by the end of November.
The BSNL is in the process of installing the equipment and erecting base tower stations (BTS) required for the roll out of the 3G services.
To start with, the service will be available in the district headquarters under the Tiruchi telecom district, including Tiruchi, Pudukottai, Perambalur, Ariyalur and Karur and gradually extended to other places.

TTSL and BSNL ink tower sharing agreement
Indian mobile network operator Tata Teleservices (TTSL), which offers both GSM-based and CDMA-based mobile voice services under the Tata DoCoMo and Tata Indicom banners respectively, has announced an agreement to share the tower infrastructure of state-owned Bharat Sanchar Nigam Ltd (BSNL). According to the Economic Times the contract between the two operators is for a 15-year period, but financial terms of the deal have not been disclosed. TTSL said the arrangement covered all of the country’s telecom circles, and claimed it would allow it to swiftly expand the coverage of its GSM services whilst minimising costs.

AsiaWatch: India Shrinks in Q2
The main news out of Asia/Pacific this week has been the collapse of a major merger and a major appointment, but there's been plenty more action in India, Bangladesh, China, and elsewhere. (See Bharti, MTN Abandon $23B Merger and Matt Bross Joins Huawei as CTO.)
Despite the ongoing increase in the number of mobile users -- India added 35.5 million new wireless lines in the three months to the end of June -- the value of India's communications services sector in the second quarter of 2009 was 391.1 billion Indian Rupees (US$8.18 billion), down 3.3 percent from the first quarter of this year, according to the latest statistics from the Telecom Regulatory Authority of India (TRAI) .
The chief cause of that drop appears to be shrinking ARPU (average revenue per user) levels among mobile users as competition intensifies for GSM and CDMA operators alike. ARPU for GSM services dipped 10 percent quarter-on-quarter to INR185 (US$3.88) per month, while the ARPU for CDMA services fell 7.2 percent from the first quarter's average to INR92 (US1.93) per month.
Also in India, mobile operator Aircel Ltd. , which boasted more than 24 million customers at the end of August, has struck a passive infrastructure deal to use 45,000 towers owned by Bharat Sanchar Nigam Ltd. (BSNL) , reports The Business Standard.

Aircel Signs Pact to Use BSNL's 45,000 Towers Across India
Unlisted Indian mobile phone operator Aircel Ltd. Thursday said it has signed a pact to share state-owned Bharat Sanchar Nigam Ltd.'s telecommunications towers across the country.
"Aircel will now have access to strategically located sites across BSNL's 21 circles (excluding Mumbai and Delhi)," said Aircel Chief Operating Officer Gurdeep Singh.
Using BSNL's infrastructure will help Aircel meet its aggressive network rollout plans and reduce costs as well, the statement said.
The company will have access to BSNL's 45,000 telecom towers in the country, it added.
Aircel - of which Malaysia's Maxis Communications Bhd. owns 74% - has 15,000 towers and operates in 18 of India's 22 telecom service areas. It has licenses to operate in all 22 areas.

The Pune Municipal Corporation (PMC) has refuted the charges levelled against it by BSNL, Pune. The national telecom service provider has
alleged that the civic body has been charging exorbitant amounts for road digging works and has not been prompt in giving permission.
Refuting all such allegations, additional city engineer (roads) of PMC, Vivek Kharwadkar said that the municipal corporation charges Rs 4,500 per running meter as digging charges from the BSNL. "Using this amount for calculations, the amount payable per kilometre comes to Rs 45 lakh and not Rs 71 lakh per kilometre, as is stated by the BSNL officials," he said.
"We charge Rs 4,500 per running meter for laying the cable, this amount includes the land rent. Land rent is the rent for using PMC's constructed space for laying cables. The civic body has invested in laying conduits to let service providers lay their cables. Conduits are useful so that roads are not required to be dug up repeatedly," Kharwadkar said.
He pointed out that the claim that PMC is not co-operating and not giving permissions is also incorrect. "A series of meetings have been held between municipal commissioner Mahesh Zagade and BSNL officials and he has always been prompt in giving permissions," Kharwadkar said.
He added that the PMC has in fact even asked BSNL to furnish the details of the geographical orientation of their cables running through the city.
"This information will help us to know where cables have been laid. Whenever we need to undertake road work it will help us in ensuring that there is minimum damage to their cables. Also, whenever the service provider has sought permission for maintenance, the PMC has given it within 24 hours so that its services to the citizens is not affected," Kharwadkar said.

BSNL launches festive tariff scheme
State-run Bharat Sanchar Nigam (BSNL) today announced the launch of a tariff scheme for the festive season.
It has introduced night packs where the user would be charged 20 paise per minute for local calls and 50 paise per minute for STD calls between 11 pm and 7 am, BSNL said in a statement.
Under its GPRS plan, BSNL will provide unlimited data usage for Rs 230, it added.
It has also launched two SMS packs for Rs 30 (all local and national messages would be charged at 10 paise) and Rs 50 (300 local and national SMS free).
"BSNL has launched aggressive pricing strategy to increase penetration in the country as well as to make its products competitive and value for money in this fiercely competitive market," BSNL said.
The teleco has also introduced one paise per second pulse (for local calls) and two paise per second pulse (for STD calls) in Karnataka, Andhra Pradesh and Orissa

Why to fight for MT? by Pinakin Mavani ADS RAJKOT
As per new MTRR-2009 most of illegible candidates are from DRJTO of batch-2001-2004.
The strength of such JTOs may be around 4000. (Beneficiaries of new prejudiced rules)
While if condition of eligibility gets amended to allow non-executives as well (like MTRR-2007 ) then....
more than 2000 of candidate fro Direct recruited TTA can apply for the MT.
If we assume competition of 6000 (4000 DR JTO + 2000 DR TTA) we can conclude logically that 33% selection may be from our group only.(DR TTAs). Even if we belive that JTOs are more intelligent and selection from our cadre may reduce by 13% than after we could cover 20% of MT post. (60 seats)
The benefits of above candidate in salaries are as follow

Here we have competition with internal limited candidates.
As 150 marks (33%) of Management subjects we have equal chance to perform in competition of JTO as the subject is new for both cadres. Further our cadre has advantage in technical subjects as every year we are preparing and appearing for JTO exams, While JTO’s have untouched the technical subjects since long back.
It is better to go for MT rather JTO as now to become JTO dosn’t implicate financial benefits as we are having seven years of service and we are reached at approximate near by scale.
So we must fight for MT to get better remunerations till the end and get desired output.
And for that financial support (court case),if needed, should be done from all of our members like we are paying fees of Rs. 750/- to appearing JTO exams.

Few words regarding MT from Bhushan Dhanesha TTA
Dear colleagues,
It is very unfortunate that highly qualified graduate engineers who are working as non-executives of BSNL are eliminated from appearing competitive exams of Management Trainees (Internal) by declaring prejudiced revised management trainee rules 2009. Most of all suffered candidates are from only our association.
I believe that in era of providing healthy competition in field of telecoms large no. of companies are permitted by Govt. to ensure “Batter Quality Service and Economy rates”. Same phenomena are applicable here also. By allowing more and more candidates to appear for competitive MT exams without compromising basic educational qualification criteria and thus by enchasing more competition in candidates, BSNL may get more efficient, well caliber and quality persons at Management Trainee level.
Thus Original recruitment rule of MT (2007) was better and fair for both BSNL management and qualified TTAs/Non-Executives. The rule was according to 15th NCM held between recognized union (BSNLEU) and BSNL management and reflecting mutual agreement done between both. At that time management side has clearly stated that
“In the recruitment rules under consideration, for internal candidates with BE qualification, a quota of 25 % is proposed without any condition of being executive or non-executive.”
It is totally unacceptable as BSNL board is violating the rules on which, management was previously agreed upon. It seems that Management has taken decision under the pressure of Executive Unions.
Here it should be noted appreciable & admirable efforts done by our CHQ and respected shri Namboodari for they valuable hard work towards solving the issue and for doing required amendments in MT RR 2009.
I suggest our struggle should be till the end and should not be stopped until required amendments not done. Once again we all SNATTA members should be united and protest BSNL mgmt. on this issue and get favorable decision regarding MT RR. We may also ask supports from other unions. We can do something like “Operation sacrifices -AIGETOA” and fight till the end to get desired output. A Common presentation letter Performa may carry out by our CHQ and matter may be presented by individual letter to CMD by all of our members across India . SNATTA CHQ. members can meet to concern minister and M.P. to present our situation and request them to force BSNL mgmt. to amend the MTRR. May some letter from minister to CMD (for ex. Attachment-3 regarding EPF) may solve our issue.Further If required CHQ may declare more aggressive agitation programs to solve the issue immediately.
In Rajkot case was presented to various leaders like Ex. MP, MP (Rajya sabha) and District president of Rajkot consumer court. Hon’ble Shri Ramjibhai Mavani (Ex. M.P.) and Hon’ble Shri Chimanbhai Mehta (M.P) has shown positive attitude towards our problem. They have strongly put up our case by written letter to Respected Shri A.Raja, Hon’ble Minister of Comm. & IT.
They have asked regarding Injustice to Non-executives of BSNL by eliminating well qualified non-executives to appear in MT (Internal) exams. And requested to look into matter so that required amendment may done in MT RR-2009 and restoring condition for internal eligibility criteria of "all BSNL regular employees having B.E. + 4 years experience (MT RR 2007)" rather than unacceptable and biased New criteria of "BSNL executives, JTO/JAO and above having B.E. + 4 years experience (MT RR 2009)” to avoid injustice/prejudice to well qualified non-executive cadre.

Shri Sandip Solanki, CC, Gujarat, Shri Bhavin Chudasama, CS, Shri Shivnath Mishra, Treasurer, Shri Manish Solanki ACS and Shri Mavani from Rajkot along with Shri Dharmendra Verma G.S. SNATTA met Shri Satya Pal CGM, Shri V.K. Sajnani GM (A), Shri B.K. Sinha GM (BB &Trans), Shri O.D.Tyagi GM (OP) Gujarat Telecom Circle to discuss the issue of DRTTA cadre.
The minutes are as follows.
1. We demanded the facilities for the DRTTA at par with JTO as the reporting officer of DRTTA has been changed to SDE. The service GSM connection to TTAs has been agreed to by the management but with certain conditions. We will be giving suggestions to management after proper consultation with all the D.S.
2. We demanded that the DRTTA be allowed to go for the training meant for JTO. The target population should be changed to TTA and above instead of JTO and above. Management agreed to look into the matter and assured us to provide better opportunities for training.
3. We demanded that the TTAs working in Broadband maintenance must be provided with laptop with BB facility as a tool. Management after strong argument from our side agreed to issue the orders for the same. The laptop will now be issued to TTA in Broadband section and JTO/SDE and DE shall use only when the need arises for them.
4. The Engineering Diary which is now being issued to executives only shall now be issued to TTAs also.
5. Finally on our request management agreed to delete the word “Dies non” from the action against the striking employees.
The orders for all the above agreement will be issued shortly. Shri Satya Pal CGM, Gujarat has very high regard for DRTTA cadre and he is expecting us to be even more dedicated towards the work. He has promised us to fulfil all our genuine demands faced while working in the field.

4th CIRCLE CONFERENCE OF GUJARAT
4th CIRCLE CONFERENCE OF GUJARAT
The Circle Conference of SNATTA, GUJARAT was held on 06.09.2009 in Conference Hall of Railwaypura Telephone Exchange, Ahmedabad. Shri. Satya Pal, CGM, Gujarat Circle & Shri. S.K.Bhandari, PGM, Ahmedabad Telecom District was the chief guests. Mr. Datania, D.S., BSNLEU, Ahmedabad was the guest from BSNLEU. All India General Secretary, Shri. Dharmendra Verma was the guest of honour.
The Open house Session was conducted from 10.30 AM. The marvellous job of anchoring was done by Shri Manish Solanki, ACS, Gujarat and Shri Pinakin Mavani, TTA NIB, Rajkot. Shri Dharmendra Verma, G.S. welcomed CGM & PGM with flowers. All the other guests on dais were also welcomed by various members.
The Conference was first addressed by Shri. Sandip Solanki, CC, SNATTA, Gujarat. He shared the information about the SNATTA with the house and stressed the need of respecting the qualified work force of BSNL. Shri. Bhavin Chudasma, C.S., SNATTA, Gujarat gave the brief of the alliance with the Recognised Union (BSNLEU) to the members.
Shri. H.M. Datania, D.S., BSNLEU, Ahmedabad addressed the conference and appreciated all the members and assured his full co-operation with SNATTA. He expressed his concerns about the losing of market by BSNL due to the lingering problem of ITS absorption.
Shri. Dipak Trivedi, Area Secretary, BSNLEU, Ahmedabad also addressed the conference.
Shri. S.K.Bhandari, PGM, Ahmedabad then addressed the gathering of DRTTAs with the name of “SANCHAR NIGAM ASSOCIATION OF JUNIOR ENGINEERS”. The whole house erupted in claps. He talked about the need of Engineers in the present BSNL and stressed for better future prospects about DRTTAs. He assured to solve each & every problem of DR-TTA in Ahmedabad.
All India G.S. Mr. Dharmedar Verma addressed house with his full conviction style as each and every member of SNATTA was eager to listen to him. He stressed about the need for DRTTAs to shoulder more and more responsibility to achieve BSNL its Vision, Mission and objectives. He explained in detail about the need in change of designation of TTA and better promotion policies for TTAs.
Shri. Satya Pal, CGM, Gujarat then addressed the meeting and appreciated all DR-TTAs. He expressed his view about the expectations of Management from DR-TTAs and clearly mentioned that the maximum amount of work can only be done by DR-TTAs. He assured us to solve any type of problem we face in our working and showed keen interest in fulfilling all our genuine demands. He also addressed us as an Engineer and not TTA. In the presence of over 120 DRTTAs and D.S. BSNLEU, he declared that on the persuasion of our General Secretary he has written letter to CMD, BSNL for promoting all the DRTTAs with engineering degree (BE/BTECH) be promoted to JTO without any examination after fours years of service and for conducting LDCE for M.Sc. and Diploma Engineers after 4 years. After then he compared all the DRTTAs with Arjuna from Mahabharata and asked us to keep focus on the eye of the bird (the mission, vision and objectives of BSNL). He wished us all the luck for our Circle Conference.

Circle Working Committee
Shri Shivnath Mishra, Circle Treasurer, SNATTA, Gujarat, presented the balance sheet to all members and made an appeal for more Funds. Suggestions were asked and taken for improvement in method of collection of funds from members. Shri. Dharmendra Verma, G.S. gave the news about the happenings at national level.
Shri. Sandip Solanki appealed to all the districts to try to deposit maximum funds to Circle, so that more can be deposited in CHQ fund for our Court Case.
Finally, with the permission of all the CWC members of Gujarat the powers of constituting the new Circle Body were given to Shri. Sandip Solanki, CC, SNATTA, Gujarat.
The meeting was concluded by shouting the slogans “SNATTA ZINDABAD “.

United Forum after much discussion decided to end the 48hrs strike at 0000hrs on 21st August, 2009. All the BSNL employees should report to duty on 21st August, 2009.
