40 percent of funds to promote jobs goes missing?

New Delhi: Indian government has been alleged of siphoning off 40 percent of the Rs. 40,000 crore fund allocated for the National Rural Employment Guarantee Scheme. However, the government has denied the allegation saying only Rs. 7 crore is missing.

"One thousand and ten complaints had been received about the National Rural Employment Guarantee Scheme (NREGS). Four hundred and eighty-one cases have been disposed and 529 are pending. In seven cases, Rs. 7 crore was found to have been siphoned off," Rural Development Minister C P Joshi said during question hour in the Rajya Sabha.


Posing a supplementary, Rajeev Shukla of the Congress said, "There are reports that 40 percent of the funds have been siphoned off. There should be a central monitoring agency for the scheme."

"It is not true that 40 percent of the funds have disappeared. The CAG (Comptroller and Auditor General) and the state governments have been asked to look into the matter," Joshi replied.

Replying to a supplementary from K Malaisamy (AIADMK) on whether there would be a fair enquiry into the missing funds, Joshi said, "We have asked the states to appoint an ombudsman in every district (to monitor the flow of NREGS funds)."

In July, Joshi had admitted to huge slippages in the scheme's implementation with an average of just 48 days of work generated for each beneficiary against the promised 100. "The average (of 100 days work for each rural family) has not been achieved," Joshi admitted in the Rajya Sabha July 7 while replying to a question on the functioning of the NREGS, adding that the onus for its implementation lay with the states. "The state governments are not successful and so the people are getting agitated. The state governments are lax," he said.

"During 2006-07, an average of 43 days of work could be generated, in 2007-09 it was 42 days of work and in 2008-09, it was 48 days of work," the minister added.


1: This kind of frauds are done in a systematic fashion by all politicians. All politicians including opposition must be having there share in the frauds that is why such kind of frauds never com in the light and even if it is come it will remain for few days again buried in the another fraud. Very good example is Telagi Stamp scam, Swiss bank money. Not a single politician talking about these things because all are part of these shits. So all are happy of keeping mouth shut.

2: Even the general public is to be blamed since they also play a vital role in making such fraud. For example they will agree to put their sign if they are given even half or less than half of the wage. So how can it be stopped? There should be social auditors to question such frauds and participation from general public should be questioned. All this needs a better value system. In AP there is a 25ps loan scheme for women and 90 percent of the beneficiaries really do nothing but just avail the benefit and lend at higher interest rate. So only when new funds and new frauds happen people react like this without any substantial and practical commitment from them. If at least half the people who posted a comment think of a practical solution then there is use from such report. Else it has no meaning but a way of time pass.

3: Let FM justify this, he should be accountable for all the funds sanctioned for any project. He is should be blamed for all short coming. End of the day it's tax payers hard money.

4: Nothing new news,
we used to have such information and still we believe on the heads, whether the official does this, or politician
One thing is clear, to run an election and pay the person to vote for him at a price bracket of 500 - 5000 indian bugs, ultimately it reaches to the people, who in need of money.
Stop the election for few decades, believe the entire amount wll reach to the desired program and the distribution system will run perfectly.

5: According to me, the only solution for eradicating corruption
in INDIA is to change our currency. If we change our currency then everyone has to show the details of their money to get equal amount of changed currency from the Government. So everyone will show the correct details of money they have.

Old epics says that if any thing goes beyond our control, then the only solution is to destroy it completely.

6:What will happen to to people having money in Swiss Banks? It will remain in Euros only. It makes no difference.

This is really a great idea but the reason is that the person or the community came forward to implement this idea will also be the sufferer, and now a days every one is selfish so no one wants to do some thing good for our country.
As per me i would like to thank you for coming up with such a great idea. You should come up with this idea openly so that every one can support you and all the Indians should be thankful for this idea and if it really been implemented we will be centuries ahead.

10: Where ever you find any politician just surround Him/Her with people and ask them to solve the problems.This process should go in such a huge way that Politicians should fear to come out of their home.They should come out only to open the project not to put the first stone of the project.

11: When they know that 7 crore is missing, they should take strict action. According to me only 7 crore utilized and rest will be siphoned off.
