Sam Pitroda"s Committee"s Report for BSNL-imp. Inf. by Ashok Hindocha M-9426201999

Scrap GSM tender, go for service model: Pitroda panel to BSNL
www.bsnlnewsbyashokhindocha.blogspot.com M-9426201999
The Sam Pitroda committee has recommended that public sector Bharat Sanchar Nigam Ltd (BSNL) scrap its Rs 30,000-crore tender to procure GSM equipment for 92 million lines and switch instead to a managed services model on the lines of its private rivals Bharti Airtel and Vodafone Essar.
This is said to be one of the world’s biggest tenders in the category. As Ericsson remains the sold bidder in the race, it violates the government’s procurement rules that call for a tendering race and hence BSNL should not go ahead with the order, the panel has said.
A controversy over the deal had started when intelligence agencies disqualified the Chinese company Huawei from participating in the tender on security concerns and Ericsson became the sole bidder.
BSNL sources said the committee has recommended that the company should expand its network through the “outsourcing infrastructure” model.
Under this, the installation and maintenance of the networks is outsourced to suppliers such as Ericsson and Nokia Siemens Network and the payment is done on the basis of actual usage of a network.
The operator makes very little upfront payment to the equipment supplier and can divert funds to adding subscribers.
Communications Minister A. Raja, who confirmed the development, had wanted that BSNL to place orders with Ericsson and had even approached Prime Minister Manmohan Singh for this after an objection by the Chief Vigilance Commissioner, the anti-corruption watchdog.
The two government nominees on the BSNL board also raised objections to placing the order with Ericsson.
“The government decision of not allowing BSNL to procure Huawei equipment has stalled the whole procurement process,” Raja told Hindustan Times. “Now, it is claimed that Ericsson has become the single bidder, which is not true as Ericsson was one of the four bidders when the bids were submitted bids.”
The Prime Minister referred the issue to the Sam Pitroda committee. Housing Development Finance Corp (HDFC) Chairman Deepak Parekh and DoT Secretary P.J. Thomas are other members of the committee.
“We are not aware of this report,” said BSNL CMD Kuldeep Goyal. “However, we are prepared to meet the immediate needs of the company.”

[06.01.2010]Wage Meeting on 5th January 2010:- In the Wage Negotiation Committee meeting held today, 5th January 2010 the draft agreement was discussed. Agreement reached on most of the items. The staff side wanted the span of the pay scales to be increased to avoid stagnation. The Management insisted on abolition of uniform supply, which the unions strongly opposed. These two points will be examined by the management. The next meeting is fixed on 7th January to finalise the agreement since there is a meeting on BSNL issues called by the Prime Minister. On 6th January.

[06.01.2010]MASSIVE DEMONSTRATIONS ON 5TH JANUARY 2010:- Massive Demonstrations were organised All over the Country participated by Thousands of Executives and Non-Executives demanding issue of purchase order for 93 Million GSM Lines for BSNL which is blocked by BSNL Board. In the meeting held in the Corporate Office premises New Delhi, Comrade V.A.N.Namboodiri, Convenor, Joint Forum & GS BSNLEU and other Leaders of the Joint Forum addressed and called upon the BSNL Workers to be ready for sustained struggles to save BSNL.

[06.01.2010]Memorandum to Prime Minister on 93 million GSM lines:- As per decision of Joint Forum, a memorandum was submitted to Prime Minister signed by the BSNL Associations / Unions of Executives and Non-Executives requesting to intervene in the matter of 93 million GSM lines to BSNL <>

[05.01.2010]Meeting with Communications Minister:- United Forum leaders Coms.V.A.N.Namboodiri, R.Venkatraman, P.Abhimanyu and V.Subburaman met Communications Minister Shri A.Raja on 4th January 2010 and exchanged New Year Greetings. The union leaders apprised him of the delay in the wage negotiations and requested his intervention to sort out the issues of span of pay scales etc.

The Union representatives conveyed their concern at the delay in the procuring of the 93 million GSM lines for BSNL and also requested his intervention in the matter.

The Minister was positive on both the issues.

[04.01.2010] General Secretary Meets CMD: - Com. V.A.N Namboodiri, General Secretary, BSNLEU along with Coms. Dhiraj Chaudhary and Manish Samadhiya (SNATTA) met Shri Kuldeep Goyal, CMD, BSNL on 04.01.2010 and discussed about the relaxing of service condition of 7 years to 5 years for appearing in the JTO promotional examination. They pointed out that as done in the case of examination to JAO, the service condition of 7 years should be reduced five, since there are only very few eligible officials and more vacancies are there.

CMD gave a patient hearing and agreed to favorably examine the case.

[09.12.2009]Historic Agreement signed today, (9-12-2009), on settlement of Pay Anomalies/Aberrations:- Due to point to point fixation of pay on conversion from CDA to IDA pay scales on 1-10-2000, in several cases the seniors in higher pay scales got less than their juniors in lower pay scales.

In MTNL, it couldn’t be settled since there was no rule to settle it. In BSNL, when NFTE took up the case, the management convinced them that it is not possible to settle these anomalies.

After getting recognition, the BSNLEU and United Forum took up the issue seriously and a Committee was constituted with management and union representatives for settlement of these anomalies. The Committee gave its report for settling these anomalies as per Revised Pay Rules applicable for Central Government Employees and it was sent for the approval of DoT.

The DoT sent back the file with the objection that the Revised Pay Rules were not applicable for settling these anomalies/aberrations since it was conversion from CDA to IDA Pay Scales and was not pay revision.

Thereafter a Committee was constituted under the chairmanship of Shri P.K.Misra, DGM (Estt.) Consisting of representatives of the management and Union to recommend how to settle these anomalies. The Committee met several times and finally an agreement is signed to day (9-12-2009) between the Official and Staff sides. The agreement is that the difference in the pay between the junior in the lower pay scale and the senior in the higher pay scale as on 1-10-2000 will be paid as Personal Pay to the Senior.

The Staff Side in the Committee was represented by Com V.A.N.Namboodiri GS BSNLEU and Com P.Asokababu AGS BSNLEU. <<< Copy of the agreement >>>

Bihar Circle is continuing scaling of unprecedented and unparalleled heights in wireless growth because of exemplary, inspiring and qualitative leadership of S.C.Mishra and committed and untiring efforts of all employees and executives of Bihar/BSNL. This unparalleled and commendable feat of S.C.Mishra and his team should open the eyes of CGMs like J&K etc. as to how Managers can bring about unbelievable turnaround.

Following figures compiled by COAI clearly establish as to what human endeavour and commitment can achieve. Bihar Circle added 623933 new GSM connections in the month of Jan.,2010 and secured a distinguished and unique no. one position in the GSM segment on all India basis. These are not manipulated figures as contended by some people who are unwilling to digest positive developments due to inherent negative attitudes and thinking.

Aircel is no 2 in GSM in TN circle. Why thousands and thousands of our Comrades in TN circle with abundant available equipment and talent cannot outrace Aircel. This is an excellent opportunity for comrades of our TN Circle to get inspired, assess their strength and reinforce their conviction to overtake Aircel in the coming months. Is it really difficult, let alone impossible? Let Comrades of TN Circle emulate their fellow Comrades of Bihar and take on the task of reaching that distinguished no 1 position. People of TN would salute our comrades of TN/BSNL for achieving this outstanding feat. It is just a matter of application and getting totally involved, just forgetting all other issues. Let us take on the challenge right now and not waste time in debating issues. We have had enough of it.

GS visited Bihar Telecom Circle on their Circle Conference on 16th February 2010. Com. Ranjan Kumar, Com Ratish Kumar and Com. Vivekananda have been elected as President, Secretary and Treasurer respectively for the new term. Com. Ramesh kumar is elected as CWC member.

GS addressed the delegate session of Bihar Circle which was attended by all the SSAs except Sasaram. Later in the evening a general body meeting attended by comrades of Patna and adjoining SSAs was addressed by the GS, explaining developments on all the issues particularly those of growth of services in Bihar.

GS wholeheartedly congratulated all the comrades of SNEA(I) in Bihar and also the CGM, Bihar Circle for their great efforts in bringing about a drastic change in growth of mobile services.

Bihar Circle is expected to add about 5 lakh GSM connections in the month of January despite severe capacity constraints in terms of existing being loaded upto 150%. This is an incredibly remarkable effort of all the employees of Bihar Telecom Circle.

GS also inaugurated the professionally designed new website of SNEA(I), Bihar Circle. The website is innovatively designed and has all the modern features relating to information.

16th Feb 2010The 9th All India BSNL Cricket Tournament has been over at Ahmedabad. And ODISHA BSNL CRICKET TEAM has lifted the CHAMPIONS TROPHY 2009-2010 by winning all the matches in a row. The team was represented by Senior SNEA(I) comrades namely Com P K Sahoo(Circle President, Odisha), Com B K Das(Ex-CS as Captain), Com D C Pradhan, Com S K Nayak and Com K N Mishra (Manager) with magnificent contribution of each member in every match. <> The attached Photograph is regarding the PRESENTATION OF THE TROPHY by Ex-National Test Player Shri Anshuman Gaekwad.
What an unbelieavably shocking response from CGM J&K Circle regarding starting of frozen prepaid mobile services in J&K?

More than one month before Hon’ble Supreme Court lifted the restriction imposed by Home Ministry for providing prepaid mobile services in J&K Circle. While Airtel and Aircel have been on their toes and running from subscriber to subscriber, including their chief executives, for revival of their frozen prepaid customer base and within a month have been able to revive 60,000 and 50,000 respectively, BSNL was yet to take off as on 16th Feb.,10.

When GS learnt about this serious development, he immediately contacted CGM/J&K to know the reasons for such a serious situation. GS was shocked at the response of CGM/J&K when he flatly told GS ---- what he can do. GS also reacted strongly and reminded CGM/J&K that he is the leader of BSNL in J&K and is expected to lead it aggressively and professionally and not make such demoralising remarks. Our AGS, Com Khan, also apprised PGM(Mobile)/J&K about this serious issue and urged upon him to take immediate action for revival of prepaid connections of BSNL. After this development, we understand that BSNL has revived about 14000 prepaid connections till the evening of 17th Feb.,10.

We do not want to blame anyone for this serious and unpardonable lapse but our SNEA(I) unit of J&K for virtually sleeping over such an important and crucial issue for more than a month and not taking CGM and other senior officers to task for their continuing failure to act fast. We cannot understand how our SNEA(I), J&K Circle went into a deep slumber for more than a month when the situation demands them to maintain extraordinary alertness and complete involvement in making the things move. This is really sad and unfortunate on the part of our comrades of J&K Circle. We believe and trust that in future such a serious lapse will not be allowed to occur by our comrades of J&K Circle.

We have serious doubts whether the concerned Director(CM) of BSNL Corporate office is even aware of such a threatening development. While the top most executives of Airtel and Aircel are vigorously campaigning from door to door to capture the prepaid market, our top managers of J&K are tossing files here and there in their Air conditioned Chambers and loosing precious time, unmindful of the manner in which the interests of BSNL is getting tottally destroyed.

Communication Minister A Raja today said the mobile number portability, which would allow users to switch service providers without having to change their phone numbers, would be launched in the first week of May.

In the first leg, it would be launched in Chennai and Bangalore, said Raja without commenting on the roll out thereafter in other parts of the country. "You can retain your number whatever be the company in which you are having service".

But Department of Telecom officials later said it is expected to be launched in other places soon after reviewing the "experience" in the these two cities.

Speaking at the launch of 3G services in Karnataka circle by BSNL, he said the government had taken a policy decision to launch MNP by this March, but it was not able to get security clearance for the imported devices.

"Now the problem is going to be solved. By May first week, number portability will be available, will be launched in Chennai and Bangalore...first time," he said.

Raja said the teledensity in the country has gone up from 7.4 per cent in 2004 to 40 per cent in December last year. In December 2009 alone, a record 19 million new phone connections were added. The country had 580 million telephone connections as of December last year.

He said tariff for "One India" telephone call would come down to 25 paise, without giving any timeframe for it. Tariff of a telephone call within a state would come down to 10 paise in the next three to four months.

At the Korea-India Communications Convergence Forum and Exhibition held in New Delhi on Friday, industry representatives discussed the importance of mobile WiMax in today's times. WiMax is the next generation wireless technology that enables high-speed mobile internet access across several devices including notebook PCs, handsets, smartphones and consumer electronics.

The session on 'New Paradigm in Mobile WiMax' was addressed by Hung Song, vice-president, global marketing group, Samsung Electronics, and Pradeep Nagpal, general manager, BSNL national network planning, CDMA and WiMax.

Nagpal spoke on BSNL's achievements in the field of WiMax. He said, "We want to provide broadband services in rural areas using WiMax technology. We currently have 4.6 million broadband subscribers, which is 55.5 per cent of the market. We believe that WiMax is going to bridge the digital divide between urban and rural areas."

He said that the key drivers for BSNL's deployment of WiMax are - intense competition faced by the telecom industry with falling average revenue per user (ARPU); growth and need for data services, which will form a new revenue stream for service providers and the government's encouragement.

Nagpal also highlighted the work being done by BSNL in this field. He said the company, along with Huawei, a Chinese telco, is implementing a project to set up 700 base stations in Punjab, which is expected to be complete by March this year.

Song said that India ranks 54 in the Networked Readiness Index of Asia (2008-2009), according to a study by the World Economic Forum and that the country currently has very low broadband penetration. He threw light on a World Bank report which said that a 10 per cent increase in broadband penetration boosts a country's economic growth by 1.3 per cent. He linked the importance of broadband to a country's development and remarked that if the broadband penetration in emerging markets was at par with Western Europe's, the GDP in these markets would increase by $300-420 billion, apart from more than 10-14 million new jobs being generated.

Song also spoke on Korea's adoption of WiMax technology, highlighting its use in the country's subway system, Konkuk University, ROK Air Force bases, and in ambulances and hospitals.

FNTO.. IInsttead,, tthey viigorouslly campaiigned among emplloyees ffor accepttiing tthe
tterms and condiittiions,, as diicttatted by tthe managementt on wage reviisiion.. Thus tthe
so calllled BSNL Workers Alllliiance and managementt jjoiined hands and made a
viiciious campaiign amongstt emplloyees tthatt BSNLEU was iinttenttiionalllly dellayiing
tthe wage reviisiion..
The above devellopmentt fforced BSNLEU and tthe UF tto reviive tthe callll ffor
ttwo days sttriike.. The sttriike tthatt ttook pllace on 19tth and 20tth Augustt’’2009 drew

tthey were nott parttiiciipattiing iin tthe sttriike.. Thus tthey have creatted an iindelliiblle sttaiin
on ttheiir uniions..
Even afftter tthe sttriike,, managementt conttiinued tto drag iitts ffeett,, wiitth tthe
hope tthatt BSNLEU woulld succumb tto tthe pressure and acceptt a tten years wage
settttllementt.. However,, BSNLEU was dettermiined nott tto acceptt tthatt condiittiion..
Meanwhiille NFTE and FNTO sttartted campaiigniing among tthe workers tto ffiillll up
decllarattiion fforms accepttiing tthe tterms and condiittiions off tthe managementt on
wage reviisiion.. However,, workers gave a ffiittttiing replly by iignoriing tthem..
The dettermiinattiion off BSNLEU and Uniitted Forum,, nott tto surrender tthe
iintterestt off tthe BSNL non-executtiives ffiinalllly compelllled tthe managementt tto come

[06.01.2010]Wage Meeting on 5th January 2010:- In the Wage Negotiation Committee meeting held today, 5th January 2010 the draft agreement was discussed. Agreement reached on most of the items.
