SUB: Holding of Limited Departmental Competitive Exam. (LDCE) for
promotion to the cade of TM for Recruitment year 2008-
Clarifications thereon.
In continuation of this office letter of even No. dated 6.7.2009 and
22.12.2009 on the above mentioned subject, I am directed to say that a few
doubts have been raised by various Circles with regard to the provisions of
Recruitment Rules for the post of Telecom Mechanic. The same are clarified
as below:

Sub: Vacancy position in Telecom Mechanic cadre----Holding of LDCE for the·
.Recruitment year 2008-----Clarification regarding.
I am directed to refer to your office letter No. TSB/26-50/LDCE/09dated
31.10.2009 on the above mentioned subject and to say that whenever there is a
change in the RRswhich affect the proportion' of posts to be filled by'a particular
mode of recruitment, increase/decrease in the cadre strength of respective mdde
(DR/LDCE)results. Since the recruitment is vacancy based, adjusting excess worki'ng
strength in LDCEquota against c~rrent vacancies of LDCEquota is incorrect. 'Any
number of vacancies calculated in a particular recruitment year has t6 be divided in
the prescribed ratio for Direct Recruitment & LDCEirrespective of any excesses or
shortages in either of the quota viz DRor LDCE.
2. In view of the example cited by you in th.e aforesaid letter, the vacancy of 50
has to be divided between ORand LDCEquota in the ratio of 1:1 thereby earmarking
25 current vacancies for LDCEign.oring the excess cadre strength in LDCEquota of
TM. .
3. The same principle as in Para 1 & 2 above will also apply in ITA cadres.... .
