tthatt Chiinese companiies lliike Hua Weii and ZTE,, whiich supplly equiipmentts att much cheaper
priice,, are banned ffrom biiddiing iin BSNL’’s ttender,, due tto securiitty reasons.. Siince onlly tthree
companiies are permiitttted tto biid iin tthiis ttender,, tthe compettiittiion iis goiing tto be llow and due tto
tthiis tthe priice off tthe equiipmentts are natturalllly goiing tto be very hiigh.. However,, wiitthiin days
afftter BSNL ffiinalliized iitts ttender,, Govtt.. ttook a ‘‘U’’ tturn and announced tthatt equiipmentts can be
procured ffrom tthese Chiinese companiies allso,, subjjectt tto certtaiin condiittiions.. Accordiinglly tthe
priivatte companiies can purchase equiipmentts ffrom Chiinese companiies.. However,, tthe
deciisiion off tthe BSNL tto procure equiipmentts ffrom onlly tthe tthree westtern companiies remaiins..

Consequentt upon tthe recentt ttenderiing off tthe 3G specttrum,, BSNL has hurriiedlly paiid
Rs..10,,700 crores tto tthe Govtt.. as specttrum charges.. Agaiin iitt has tto pay around Rs..10,,000
crores as Broadband wiirelless Access (BWA) charges.. Thus,, wiitth tthese paymentts BSNL’’s
enttiire cash reserve iis goiing tto be wiiped outt.. IItt wiillll be llefftt wiitth viirttualllly no money ffor iitt’’s
expansiion works.. Consiideriing tthe presentt ffiinanciiall condiittiion off BSNL,, Govtt.. shoulld
consiider waiiviing off BSNL’’s specttrum charges.. Ottherwiise,, BSNL can be permiitttted tto attlleastt
make a defferred paymentt,, say afftter a ffew years,, siince tthe 3G lliicense iis ffor a periiod off 20
years..

Executtiives iin BSNL.. The diiscussiions tthatt we had wiitth tthe CMD BSNL and tthe Secrettary,,
DoT has nott borne any ffruiitts.. We cannott allllow tthe sttallematte tto conttiinue..
