Sir,
Sub : Non-settlement of issues discussed in the strike agreement on 20th April 2010-
Agitational programmes.
In the meeting held on 20th April 2010 in the presence of the Hon’ble Minister of Communications &
IT with the Joint Action Committee of BSNL Unions, agreement was reached on the various issues
raised and settlement on a time frame basis. Despite the fact that it is more than one and half
months since the signing of the agreement almost all issues are still pending without much progress.
Our continued efforts for getting an early settlement has become futile due to the casual attitude of
the management/DOT.
The JAC in its meeting on 26th May 2010 unanimously adopted a resolution demanding the
government and the BSNL management to get waiver for the 3 G Spectrum charges to be paid by
BSNL in view of the present financial position of the PSU and also considering the fact that the
government has already got a substantial amount from the auction, much more than what was
expected. But even without discussing the matter with the JAC, representing the entire workforce in
the BSNL, the management in a hurry remitted the entire amount of Rs. 10,700 Crore to the
government even without placing the demand raised by the JAC and trying for waiver or deferred
payment or at least paying the benchmark amount of Rs.1750 Crore.
The meeting of the Joint Action Committee of BSNL Unions held on 09th June 2010 after detailed
discussion has, therefore, decided to resort to agitations programmes for early settlement of the
following issues:
1. Immediate procurement of 10 million lines this year as assured.
2. Waiver of 3G and BWA spectrum charges
3. Grant of 78-2% IDA with effect from 01-01-2007
4. Revision of IDA Pension without any discrimination to those retired before 01-01-2007
5. Settlement of ITS absorption issue
6. Issue of direction to Government/PSUs only to use BSNL/MTNL services
In order to focus the issues and get them settled without further delay, the Joint Action Committee
has decided to organise the following programmes:
1. Lunch hour demonstrations on 14th June, 2010.
2. Massive Dharna on 16th June 2010 at CHQ, Circle and SSA levels.
