Constituents of the JAC presented their views on the recommendations of the Sam Pitroda Committee, to the BSNL management, on 06.09.2010. The unions and Associations affiliated to the JAC opposed tooth and nail, disinvestment including sale of 30% share to a strategic partner, reduction of one lakh staff strength through VRS and unbundling of BSNL’s copper cable. BSNL management assured to convey the views of the JAC to the DoT. The JAC is also meeting the DoT on 09.09.2010 and will be presenting it’s views on the recommendations of the Sam Pitroda Committee.

[03.09.2010]Make 7th September strike a grand success

Demonstrations were held today throughout the country to make 7th September strike a grand success. The Deputy Chief Labour Commissioner (Central) held conciliation proceedings today between the BSNL Management and BSNL Employees Union. The representative of the management submitted in writing that the demands in the strike notice given by BSNL Employees Union were concerned with the policies of the government, and BSNL management was not in a position to settle them. Further the management requested the union to withdraw the strike on 7th September, 2010. The union representative told that the demands for the strike were the common demands raised by all the trade unions in various sectors in the country and the govt. so far did not come forward to settle this demands and hence the strike would be there on 7th September, 2010. Since General Secretary Com. P. Abhimanyu was at Pune to attend the JAC convention, BSNL Employees Union was represented by Com. P. Asokababu, Dy. General Secretary and Com. R.S. Chauhan, Org. Secretary. Make all out efforts to see that the 7th September general strike is a grand success in BSNL. As in BSNL, the Central Govt. Employees, the State Govt. Employees, the Public Sector Employees, the Employees of Banks, Insurance and the workers in all sectors will participate in this general strike on 7th September, 2010. March ahead and make the strike a grand success.

The acute shortage of 3G data cards in Tamil Nadu Circle, on which BSNLEU, Tamil Nadu Circle conducted demonstrations on 30.08.2010, was brought to the notice of the CMD, by the staff side secretary in today’s National Council meeting. CMD contacted the concerned officers and took immediate action. Thereafter, CMD informed the house that 1500 data cards are already diverted to Tamil Nadu Circle and another 3000 data cards would be diverted within 5 days. He also assured that immediate action would be taken to overcome the short supply of 3G data cards.



[31.08.2010]Tamil Nadu Circle Union conducts demonstrations on improvement of service

Tamil Nadu Circle Union conducted demonstrations yesterday, the 30.08.2010, in all the Districts, demanding the management to immediately supply 3G data cards. Workers have participated enthusiastically and in large numbers in all the districts. It is reported that there is a great demand for BSNL’s 3G data cards from the general public. However, this is in short supply in all the districts. As a result, hundreds of customers have applied for this service and are put on waiting list in each and every station. On one side the BSNL management makes sermons to the workers to work hard to improve the services. On the other side when workers are prepared to work the management is incapable of making timely supply of necessary equipments. Condemning the lethargy and inaction on the part of management, Tamil Nadu Circle Union has conducted this programme. CHQ congratulates the Tamil Nadu Circle Union and all the District Unions.

[28.08.2010]Hold lunch-hour demonstrations on 03-09-2010: - The one day strike , called on 7th September, 2010, will be an unprecedented success in BSNL . BSNL Employees Union has already served strike notice on 23-08-2010. Similarly, NFTE BSNL, NUBSNLW (FNTO) and Sanchar Nigam Executives Association (SNEA) have also served strike notices. This is the first time that so many organizations in BSNL are joining the strike against the ill – conceived economic polices of the UPA government. Hence, it is needless to say that the 7th September strike will be a landslide success in BSNL. The Central Secretariat meeting of BSNLEU held today, reviewed the situation and decided to give call for Lunch-Hour demonstrations on 03-09-2010. Circle, District and Branch Secretaries are requested to organise the demonstrations effectively and campaign on the demands of the strike.

[21.08.2010]Clarifications issued by BSNL CO on Non-Executive Promotion on Policy (NEPP) – some questions and answers

Question No.1: In which way the clarifications issued on 20.08.2010 are going to be beneficial to the employees?

Reply

No.1: The demand of our union that the employees should be given the option to get their pay fixation done on the date of next increment, instead of the date of promotion has been accepted. This clarification will benefit a large number of employees.

No.2: Eventhough the order on Non-Executive Promotion Policy was issued on 23.03.2010 itself, the same has not been implemented in most of the circles for the past 5 months. Because almost all the CGMs had sought clarifications from the Corporate Office and the same were not issued. The Corporate Office was sleeping on the files. Thus, the United Forum gave call for agitations on 5th and 12th August, 2010. Thereafter the Corporate Office woke up and has now issued the clarifications. Some of the clarifications are not acceptable to us, which will be duly taken up with the management. However, based on these clarifications employees will be getting promotions immediately, as per NEPP.

Question No.2:Why the modifications sought for by our union are not accepted and included in the clarifications issued on 20.08.2010.

Reply: Our union has sought many modifications to the NEPP, to give more benefit to the employees. These modifications are to be taken up for discussion in the forth coming meeting of the National Council to be held on 31.08.2010. Nevertheless, these modifications were discussed with the management, in the talks held on 09.08.2010. Since the issues require more discussion, both sides agreed to discuss them further in the National Council meeting.

9200 scale cleared by DPE: - The NE 12 scale (9200) of the Non-Executive Promotion Policy has been sent for the approval of the Department of Public Enterprises (DPE). It is now learnt that DPE has cleared the file and sent back to the DoT. It is also learnt that the DPE has informed that the 9200 scale should not be in conflict with the Executive / Non-Unionised Supervisor’s scale. Now the BSNL Board has to take decision on this issue.

IDA Pension Revision:- The cabinet note approved by the Minister has already been referred to the DPE, Pension Department, Expenditure Department and Law Ministry for their comments. The comments from these Departments are yet to be received by DoT. On 17.08.2010, the DoT authorities assured BSNLEU to issue reminders to these 4 departments for sending their comments immediately.

[10.08.2010]United Forum defers the Dharna dated 12-08-2010



In continuation of the talks between BSNL management and the United Forum yesterday, it was assured by the management today, that the order on Anomalies will be released before the forthcoming meeting of the National Council.



Thereafter a meeting of the United Forum took place. The meeting reviewed the discussions that took place with the management yesterday as well as the assurance that is given by the Management today. The United Forum meeting welcomed the decision of the management on the anomaly issue and expressed it's satisfaction on the improvements on issues and unanimously decided to defer the Dharna that is scheduled to take place on 12-08-2010. CHQ expresses it's hearty thanks to the constituents of the UF, as well as to all our Circle, District and Branch Unions for their mobilisation done for the agitational programme which has made the settlements possible. The National Council Meeting which is to take place on 27-08-2010 has now been postponed to 31-08-2010, on our request.

An Extended Central Executive Committee meeting of BSNLEU will be held at Nagpur, from 27th to 29th September, 2010. Apart from the Circle Secretaries and CHQ office-bearers, all the District Secretaries of BSNLEU shall also be attending this meeting. The District Union of Nagpur and Circle Union of Maharashtra have kindly consented to host the Extended CEC. All our Circle Secretaries, CHQ office-bearers and District Secretaries are requested to take note of this and book tickets for their journey well in advance. A formal notification for the meeting will be duly issued. The Reception Committee has strictly informed that due to financial strains, no visitors will be allowed. Circle and District Secretaries are requested to make note of this and cooperate with the Reception Committee.

United Forum had given call for trade union actions to be held on 5th and 12th August, 2010 for the settlement of pending issues. The demonstration to be held on 5th August, 2010 has been postponed due to the intervention and request made by the CMD, BSNL, Shri Gopal Das. Now BSNL management has invited UF for discussion, vide letter no. BSNL/7-10/SR/2010 dated 5th August, 2010.
