Sub: Mass dharna at Circle/SSA level on 28th October, 2010 by the Joint Action Committee of Associations/Unions of BSNL Executives & Non-Executives - regarding
Sir,
This is further to this office letter of even number dated 15th October, 2010 and subsequent discussions wherein it was informed from the management side that the issue of Bonus will be taken up in the next Board meeting, in response to which you had agreed to call off your ongoing agitation on 15th October, 2010. I would like to inform you that the next meeting of the Board is likely to be held in the month of November, 2010.
2. Surprisingly, the Joint Action Committee has decided to launch dharna at Circle/SSA level on 28th October, 2010 without waiting for the decision of the Board. This is totally unwarranted and uncalled for. As such, you are requested to call off your proposed dharna on 28th October, 2010 so as to maintain cordial relations between the management and the unions. You are well aware that the company is already facing stiff competition from other private operators and its revenue has come down considerably resulting in loss during the last financial year. Any agitational approach by the unions is bound to aggravate the position.
3. In such a situation, I shall once again request you to kindly withdraw your proposed dharna at Circle/SSA level on 28th October, 2010.

All CGMs, BSNL - Efforts are being made to persuade the Joint Action Committee to withdraw its notice for the proposed agitational programme and it is expected the Committee may respond positively. However, in case the JAC finally resorts to its proposed agitational programme, all precautionary and desired actions as per the instructions issued from time to time may be taken to deal with the situation. It may also be ensured that office discipline is maintained and services to our esteemed subscribers are not affected. The principle of ‘No work no pay’ may be applied against the employees participating in the proposed dharna.
