BSNL needs committed leaders
The state owned company BSNL is being run for last 10 years by the deputationists who do not have any commitment and concern for the organisation. Govt. has practically failed in completing the process of absorption of ITS officers in BSNL / MTNL whereas the process of absorption of 3.5 lakh Gr. B, C and D level employees under restructuring process from Govt. departments DTS / DTO to BSNL has been completed. The fact remains that majority of Gr. A officers of various disciplines i.e. Telecom Finance & Accounts, Civil / Electrical / Arch / TF Engineering wings have taken absorption in BSNL / MTNL but about 1600 ITS officers are yet to be absorbed in BSNL / MTNL. The ITS officers have out rightly rejected the absorption process started by the Govt. twice on the pretext of raising doubts about the payment of pension on disinvestment of BSNL / MTNL as if the 4 lakh employees of BSNL / MTNL do not have concern on viability of these two PSUs and payment of pension. They say that BSNL and MTNL are sinking boats. These will soon become financially sick and thereafter sold out. They have been offered a financial scheme which has no parallel in any PSU or in Govt but these ITS officers have no intension to exercise their option for absorption in BSNL / MTNL. They want to continue in BSNL / MTNL on permanent deemed deputation as the Govt. servants without owning the responsibility. Being at the policy making positions in BSNL / MTNL they always extract maximum benefits as possible for themselves but denying even the minimum and legitimate rights of other BSNL / MTNL workers. These officers don’t want to be accountable and responsible to these PSUs which has put both the PSUs under great financial losses. It is the most unfortunate situation that Govt. is allowing to continue deemed deputation of these non-committed ITS officers, who are solely responsible for not utilising the initiative, expertise and dedication of over three and half lakh employees in BSNL / MTNL to lead the organisations in right direction for over last ten years.
There is stiff competition in Telecom sector in providing Telecom services. Other Operators have captured the market in a big way. BSNL / MTNL have already lost much of their market share and now BSNL is sliding down to fifth position but the ITS officers working on deputation to BSNL are least bothered on this development. After all they have no stake even if BSNL / MTNL sink. At this critical juncture both BSNL / MTNL need committed and capable leaders at the policy making posts to further make them profit making PSUs.
Even after the assurances given by Hon’ble MOC&IT, Secy (T) and CMD BSNL to complete the ITS officers absorption issue in a time bound manner, it has not become reality. All the time it is being told that a Cabinet note on ITS officers absorption issue is being finalised and after the approval of Cabinet the absorption process will resume but the fact remains that the Cabinet note on this issue is being prepared as per the directions of Secy (T) and till the time it is finalised the Secy (T) is transferred or retired and again the new Cabinet note is started to process. Hence, more than 10 years are over but due to continuous resistance of ITS officers the same could not be finalised. It is loud and clear that DOT is not at all serious on this issue rather this issue is being dragged uncertainly for which the reasons are best known to them.
The continuation of ITS officers on deemed deputation in BSNL / MTNL is the main reason of their losses and poor growth. The BSNL Executives and non-Executives have been demanding long back that BSNL, in order to provide reliable telecom service and progress in the competitive environment, needs such top level managers who can lead from the front. The leaders should have sense of commitment and should accept BSNL / MTNL as their own organisation and should be ready to sail or sink along with BSNL / MTNL. This is possible only when BSNL have its own Managers. Now it is very clear that these deputationists, whose integrity towards the organisation itself is doubtful, can’t lead BSNL. AIBSNLEA has been demanding to immediately end the deemed deputation of ITS officers in BSNL to save it. Hence Govt. should immediately restart the absorption process of ITS officers in BSNL and those unwilling to get absorbed be sent back to DOT to their parent organisation. We need leaders only from our own organisation. We, the BSNL employees can’t believe and rely upon the deputationists. After all BSNL has to serve for the sake of Nation’s security and survival of the families of over 3.2 lakh BSNL employees.
