Chasing the modest total of 260 put by Team India, Pakistan were all out for 231 runs in 49.5 overs, in their semifinal match of the cricket World Cup in Mohali on Wednesday.


Earlier, Sachin Tendulkar capitalised on six reprieves to crack 85 while Suresh Raina provided the late sparks as India posted a competitive 260 for nine in their high-voltage World Cup semifinal clash against arch rivals Pakistan.

Tendulkar, however, could not make the most of the Pakistani fielding lapses as he missed his 100th international ton as the hosts lost wickets at regular intervals on a PCA track which offered some assistance to the bowlers.

With runs coming easily, Pakistan captain Shahid Afridi introduced spinner Saeed Ajmal in the ninth over of the contest and the off-spinner conceded just three runs.

There was a lot of drama in Ajmal's third over as Tendulkar survived two appeals of consecutive deliveries.

Umpire Ian Gould first upheld a leg before wicket appeal against Tendulkar who asked for a review. Television replays showed that the ball would have missed the leg stump and the decision was overturned.

The very next ball, the Pakistanis appealed for a stumping chance and again the verdict went in Tendulkar's favour, drawing thunderous cheers from the crowd.

A few minutes later, Tendulkar got a reprieve when he was on 28 as a diving Misbah-ul Haq dropped a catch at the mid-wicket region with Shahid Afridi being the unlucky bowler.

Tendulkar and Gautam Gambhir put on 68 runs for the second wicket in 13 overs before Mohammad Hafeez struck for his team by evicting the left-hander with a lovely flighted delivery.

Gambhir stepped out to drive the ball through the gap but was deceived by the flight and Kamran Akmal whipped off the bails in a flash to leave India at 116 for two.

The Pakistanis gave Tendulkar another 'life' when he was on 45 with Younis Khan dropping a catch at the extra cover region with Afridi being the unlucky bowler again.

Tendulkar then hit Afridi over the extra cover boundary to notch up his 95th ODI half century.

Virat Kohli, who joined the action after Gambhir's departure, never looked comfortable in the middle and Wahab Riaz brought an end to his vigil soon. Kohli played a strange shot and offered a simple catch to Umar Akmal at backward point.

A hushed silence descended at the stadium when local boy Yuvraj Singh was dismissed for a first-ball duck, leaving India in a spot of bother at 141 for four.

Tendulkar and Dhoni then tried to steady the innings by curbing their strokeplay and playing cautiously. They were quite content to keep the scoreboard moving with gentle pushes and nudges while dispatching the loose deliveries to boundary.

Tendulkar, who was having a charmed life, was dropped for the fourth time by Umar Akmal at wide midwicket as the champion batsman attempted to pull the ball. It was Hafeez who was the unfortunate bowler.

But in the very next over, Tendulkar finally ran out of luck with spinner Ajmal getting the prized scalp.

He went for a stinging drive but could not really time the ball well and Afridi, unlike his teammates, did not make a mistake at short extra cover. His knock of 85 came off 115 balls and was laced with 11 boundaries.

Dhoni, who was dropped by wicketkeeper Kamran Akmal on 24, could not capitalise on the reprieve as he became Riaz's fourth victim, trapped leg before to a sharp incoming ball. Dhoni went for the referral but without luck. (RBY-30/03)

Meeting of the Joint Action Committee held on 29th March 2011.

A meeting of the Joint Action Committee of BSNL Associations/Unions of Executives & Non-Executives was held on 29th March 2011 at T-15, Atul Grove Road, New Delhi. Com. G.L.Jogi presided. Convener Com. V.A.N.Namboodiri briefed the house about the issues included in the agenda. After detailed discussions, the following decisions were taken unanimously:

1. BRPSE Recommendations on VRS, Reducing retirement age from 60 to 58 and Merger of ITI with BSNL : The JAC expressed its strong protest on the recommendations of the Board for Reconstruction of Public Sector Enterprises (BRPSE) to reduce retirement age from 60 to 58 years, impose VRS on the staff and merger of ITI with BSNL. The JAC decided that the 5th April 2011 programme of Lunch Hour Demonstration against VRS already decided will also include protest against reduction in retirement age and merger of ITI. The meeting called upon all the BSNL employees to participate in the protest demonstration in large numbers. On the recommendation for BSNL-MTNL merger, it was decided that JAC will not accept any proposition which will result in disinvestment of BSNL. In the meantime, JAC will try to meet Director (HRD), CMD BSNL and Secretary, DOT on the above issues.

2. Non-Participation of NFTE/BWA and FNTO in the JAC: The issue was discussed in detail. Convener explained his efforts to bring back these unions in to JAC. It was decided that the Convener will write to all the unions which are not participating in the JAC viz.BWA and FNTO, requesting them to come back to JAC as also participate in the agitational programmes against VRS, retirement age, ITI merger etc. The meeting entrusted Coms. G.L.Jogi and Prahlad Rai to speak to NFTE and FNTO in an effort to bring them back to the JAC /Action Programme

3. Improvement of services and campaign: A committee consisting of Coms. V.A.N.Namboodiri, G.L.Jogi, Prahlad Rai and P.Abhimanyu was constituted to prepare a note on the ways and means/proposals to improve BSNL and its services. The committee will have its first meeting on 11.30 hours on 31st March 2011 at D-7 Telegraph Place.

4. Affiliation of new unions/associations to JAC: The matter will be discussed later.

It is understood that your organization is not attending the meetings of the Joint Action Committee as per the decisions of the BSNL Workers Alliance.

As you are fully aware, JAC was formed to bring all the BSNL Unions/Associations together so that common issues can be taken by it and resort to agitation whenever necessary. In the past, JAC has been able to settle many issues and have fought against the anti-worker decisions of the Government and management. It was only due to the strong actions of the JAC that so far VRS, disinvestment etc. could not be implemented in BSNL. The strikes organized in April and December 2010 has helped in solving the Pension Revision and many other issues.

Now a very serious situation has arisen regarding the future of BSNL and its workers. The BRPSE has recommended VRS, reduction in retirement age from 60 to 58 years, as also reduction of staff. The JAC in its meeting held on 29th March (today) has decided to resort to agitational programmes in protest against these anti-worker recommendations. As the first step, it is decided to organize Lunch hour demonstrations protesting against VRS, reduction in retirement age etc.

On behalf of the JAC, I would request you to rejoin the JAC so that, just like earlier, all of us could jointly take up major issues and resort to agitation when necessary. I hope you would consider the request favorably.

तनाव उत्पन्न करने वाले कारणों

1 – तनाव को पहचानें - यह सबसे महत्वपूर्ण प्रक्रिया है. जो बातें आपको तनावग्रस्त करती हैं उन्हें यदि आप केवल पहचान ही लेंगे तो उन्हें दूर करने के उपाय करना आसान हो जायेगा. स्वयं को दस मिनट दें और सोचें कि आज आप तनाव में और दबाव में क्यों रहे. सप्ताह में ऐसा कितने बार होता है? कौन से लोग, गतिविधियाँ, बातें आपकी ज़िन्दगी को बोझिल बनाती हैं? टॉप १० की एक लिस्ट बनायें और देखें कि क्या आप उ

नमें कुछ परिवर्तन ला सकते हैं या नहीं. एक-एक करके उन्हें सुधारते जाएँ और प्रयासरत रहें.

2 – अनावश्यक संकल्पों को छोड़ दें - हम अपने जीवन में कई सारे संकल्प करते हैं – हमें यह करना है – हमें वह करना है. पत्नी, बच्चे, कामकाज, घर-गृहस्थी, समाज, धर्म, शौक, और ऑनलाइन गतिविधियों से जुड़े कई सारे संकल्पों को हम पूरा करने में लगे रहते हैं. इनमें से प्रत्येक की समीक्षा करें. क्या ऐसा कुछ है जो अच्छे परिणाम की अपेक्षा तनाव देता है. इस कार्य को निर्ममतापूर्वक करने की ज़रुरत है. जो कुछ भी आपके शुख-शांति के रास्ते में आता है उसे बेवज़ह ढोने में कोई तुक नहीं है. उस संकल्प को पहले दूर करें जो ज्यादा तनाव देता हो.

3 – टालमटोल करने की प्रवृत्ति छोडें - हम सभी ऐसा करते हैं. इसके कारण काम का दबाव बढ़ता जाता है. ‘अभी ही करना है’ की आदत डाल लें. अपने इनबॉक्स और टेबल को साफ़ रखें.

4 – व्यवस्था लायें - कुछ हद तक सभी व्यक्ति अव्यवस्था के बीच रहते हैं. यदि हम व्यवस्था बनाये रखने का प्रयास करें और इसमें प्रारंभ में सफल हो भी जाएँ तो भी अव्यवस्था को जगह बनाने में ज्यादा समय नहीं लगता. अपने माहौल में अव्यवस्था रखने से तनाव बढ़ता है. इससे हमें चीज़ें तलाशने में देर लग जाती है और कामकाज में बाधा आती है. अपने परिवेश में व्यवस्था लायें. शुरुआत अपनी टेबल और दराज़ से करें. घर के किसी एक कोने से शुरुआत करें. पूरे घर को दुरुस्त करना ठीक न होगा. छोटे से हिस्से से शुरुआत करें और व्यवस्था को वहां से आगे फैलने दें.

5 – जल्दी उठें - देर से उठना कई परेशानियों की जड़ है. किसी दिन १५ मिनट देर से उठें तो पाएंगे की रोजमर्रा के सभी काम करने के लिए बड़ी मशक्कत करनी पड़ती है. कामकाज पर इसका बुरा प्रभाव पड़ता है. जल्दी उठने की आदत डालें. इसी के साथ जल्दी सोने की आदत भी डालनी चाहिए. काम पर जल्दी निकालने से आप ट्रेफिक की समस्या से बच जाते हैं और ड्राइविंग में मज़ा भी आता है. यह जांचें की आपको तैयार होने में कितना समय लगता है और कहीं पहुँचने में कितना समय लगता है. इस समय को कम करके न आंकें. एक छोटा सा अंतराल भी बड़ा बदलाव ला सकता है. सिर्फ दस मिनट का परिवर्तन लाकर देखें. आपको फर्क पता चलेगा.

6 – दूसरों को नियंत्रित न करें - याद रखें, हम सारी दुनिया के मालिक नहीं हैं. हम चाहते तो हैं कि ऐसा होता लेकिन इसका मतलब यह नहीं है कि हम ऐसा ख्याल ही अपने मन में पाल लें. हम चीज़ों और लोगों को नियंत्रित करने का प्रयास करते हैं और इसमें सफल नहीं हो पाते. इससे तनाव बढ़ता ही है. दूसरी चीज़ें जैसी घटित होती हैं और दूसरे लोग जैसे काम करते हैं उसे स्वीकार कर लें. यह भी स्वीकार कर लें कि अलग-अलग परिस्थितियों में चीज़ें एक ही तरह से नहीं होतीं. धयान रखें, आप केवल स्वयं पर ही नियंत्रण रख सकते हैं. इसीलिए दूसरों को नियंत्रित करने से पहले स्वयं को काबू में रखने का काम करें. यह भी सीखें कि स्वयं पर काम थोपने के बजाय आप दूसरों से भी उसे करवा सकते हैं. हममें दूसरों को अपने अधीन रखने कि अदम्य इच्छा होती है. इससे बचने में ही हमारी भलाई है. यह जीवन को तनावमुक्त रखता है.

7 – मल्टीटास्किंग बंद करें - मल्टीटास्किंग का अर्थ है एक साथ कई काम करना, जैसे कम्प्युटर कर लेता है. कई लोग इसे बहुत बड़ा गुण समझते हैं लेकिन हकीकत में इसके नुकसान अधिक हैं. यह हमारी काम करने की गति को सुस्त और बाधित कर देता है. इससे काम के ज़रूरी पक्षों से ध्यान हट भी सकता है. यह तनाव बढ़ाता है. एक वक़्त में एक ही काम करें.

8 – ऊर्जा का क्षय रोकें - यदि आपने पहली स्टेप में बताये अनुसार तनाव उत्पन्न करनेवाले कारणों की पहचान की है तो आपने शायद ऐसे काम भी नोट किये होंगे जो आपकी ऊर्जा को सिर्फ नष्ट करते हैं. कुछ काम ऐसे होते हैं जिनमें दूसरे कामों कि अपेक्षा ज्यादा ऊर्जा और समय लगता है. उन्हें पहचानें और हटायें. जिंदगी बेहतर जीने के लिए भरपूर ऊर्जा का होना जरूरी है.

9 – मुश्किल लोगों से दूर रहें - क्या आप उन्हें जानते हैं? ये लोग हैं आपके बौस, कलीग, कस्टमर, दोस्त, परिजन, आदि. कभी-कभी ये ही हमारी ज़िन्दगी को मुश्किल बना देते हैं. उनसे लड़ना ठीक न होगा इसलिए उन्हें टालने में ही भलाई है.

10 – सरलीकरण करें - अपनी दिनचर्या को सरल-सहज करना बहुत ज़रूरी है. अपने संकल्प, सूचना-व्यवस्था, आवास और कार्यस्थल, और जीवन में घटित हो रही बातों को सरल बनाना ज़रूरी है. इसके अच्छे परिणाम होते हैं. इसके लिए इसी ब्लौग पर कुछ और लेखों में सुझाव बताये गए हैं.

11 – स्वयं को समय दें - स्वयं को थोडा अधिक समय देने का प्रयास करें. ज़रूरी नहीं है कि हर काम घड़ी देखकर किया जाए. समय की कमी हो तो मीटिंग टाल दें. यदि फोन या ई-मेल से बात बनती हो तो मिलने की क्या ज़रुरत है? यदि यह संभव न हो तो मीटिंग का कोई वक़्त फिक्स न करें. लोगों से कहें कि वे आपको फोन करके पूछ लें कि आप फ्री हैं या नहीं. इस तरह कभी-कभार बचने वाले थोड़े-थोड़े समय को स्वयं को देने में या पसंदीदा काम करने में लगायें.

12 – धीरे करें - आपाधापी में लगे रहने के बजाय थोडी कम रफ़्तार से काम करने में चीज़ें बेहतर तरीके से होती हैं. आननफानन टाइप करके बाद में गलतियाँ सुधारने से बेहतर है कि धीरे टाइप करें. खाने का लुत्फ़ उठायें, लोगों से मन बहलायें, दुनिया देखें. तनाव दूर करने में यह टिप बड़ी कारगर है.

13 – दूसरों की मदद करें - यह टिप विरोधाभासी नहीं है. यह न सोचें कि आप तो वैसे ही काम के बोझ तले दबे हुए हैं और दूसरों कि मदद करके तो आपका कचूमर ही नक़ल जायेगा. दूसरों की मदद करने से, स्वयंसेवक के बतौर काम करने से, या चैरिटी संगठन में काम करने से आप भीतर से बहुत अच्छा अनुभव करते हैं और यह आपका तनाव दूर करता है. यदि आप दूसरों पर नियंत्रण ही करना जानते हैं तो यह आपके लिए कुछ मुश्किल होगा. यदि आप इसे बहुत सरसरे तरीके से करते हैं तो इसका लाभ आपको न मिलेगा. इसे सहजता और सद्भावना से करें. दूसरों का जीवन बेहतर होगा तभी आपका जीवन बेहतर बनेगा.

14 – ज़रा सा आराम करते चलें - कामकाज के दौरान छोटे-छोटे ब्रेक लेना सही रहता है. यदि आप दो घंटों से काम में भिडे हुए हैं तो जरा ठहरें. अपने कन्धों और बांहों को आराम देने के लिए फैलाएं. टहलें, पानी पियें. बाहर जाएँ, खुला आसमान देखें, ताजी हवा में साँस लें. किसी से बात करें. रचनात्मकता अच्छी बात है लेकिन जीवन उससे ज्यादा कीमती है. अपनी ऑनलाइन गतिविधियों पर भी थोड़ा नियंत्रण रखें.

15 – काम छोड़ दें - यह भयावह टिप है. इसे कर पाना सबके बस की बात नहीं है. सच कहूँ तो आपका कामकाज या नौकरी आपके तनाव का सबसे बड़ा कारण है. यदि आपको आर्थिक मोर्चे पर कुछ सुरक्षा हासिल है तो ज़रा सोचें – क्या आप नौकरी के बदले कुछ ऐसा कर सकते हैं जो आप सदैव करना चाहते थे. यदि आप ऐसा कर पाते हैं तो आपके जीवन में एड़ी से चोटी तक परिवर्तन आ जायेगा. केवल यही टिप आपका तनाव ९०% तक कम कर सकती है. इसे यूँ ही टालने की बजाय गंभीरता से लें – शायद ऐसी कई संभावनाएं हों जिनकी ओर आपका ध्यान नहीं गया हो.

16 – ज़रूरी कामों की लिस्ट बनायें - क्या इसके बारे में भी विस्तार से बताना पड़ेगा? ज़रूरी कामों को प्राथमिकता के आधार पर करने के लिए एक लिस्ट बना लेना चाहिए और उसके अनुसार काम करना चाहिए.

17 – कसरत करना - इसके कई लाभ हैं. शारीरिक और मानसिक स्तर पर यह बहुत प्रभावशील है. यह शरीर को फिट रखने के साथ-साथ तनाव से भी कुशलता से निपटती है. एक स्वस्थ और फिट व्यक्ति थकान और दबाव का सामना बेहतर तरीके से कर सकता है. दूसरी ओर, अस्वस्थ होना स्वयं में बहुत बड़ा घाटा है. कसरत हमें रोग और तनाव से दूर रखती है.

18 – अच्छा खाएं - यह कसरत करने जितना, बल्कि उससे भी अधिक महत्वपूर्ण है. सम्यक, संतुलित, और सात्विक आहार शरीर और मन को पुष्ट करता है. तला हुआ चटपट खाना हाजमे को ख़राब करता है और शरीर को बोझिल बनाता है.

19 – आभारी बनें - यदि आप दूसरों का आभार व्यक्त करते हैं तो इसके सकारात्मक परिणाम होते हैं. आपके जीवन से ऋणात्मक सोच बाहर निकलती है. दूसरे भी आपकी इस क्रिया से अच्छा अनुभव करते हैं. अपने जीवन में आपने जो कुछ भी पाया है और जिन व्यक्तियों का साथ आपको मिला है उसे उपहार मानकर उसके लिए ईश्वर का आभार व्यक्त करें. जीवन के प्रति इस प्रकार का दृष्टिकोण रखकर आप अपने जीवन में सुख और शांति के आने का मार्ग प्रशस्त करेंगे. यह आत्मिक समृद्धि का सूत्र है.

20 – ज़ेन जैसे परिवेश का निर्माण - ऊपर बताये गए अनुसार अपनी टेबल और दराज़ को व्यवस्थित करने का प्रयास करें. ऐसा करने के बाद उस व्यवस्था को और दूसरे स्थानों की ओर फैलने का अवसर प्रदान करें जब तक आपके इर्दगिर्द सरल, शांत, ज़ेन जैसे परिवेश का निर्माण न हो जाए. ऐसे परिवेश में जीने और काम करने से जीवन में अतुलनीय शांति और रचनात्मकता आती है और तनाव और दबाव कोसों दूर हो जाते हैं.

Vienna: The UN atomic energy chief said he planned to fly to Japan on Thursday to seek first-hand information of what he called a very serious situation at a stricken nuclear power plant in his home country.

Director General Yukiya Amano of the International Atomic Energy Agency (IAEA) said he intended to request an extraordinary meeting of its 35-nation governing board as soon as possible after he returned to Vienna.

Amano's announcements of his trip and the board session made clear his growing concern over the crisis in Japan.

It also suggested frustration at the Vienna-based agency, which is tasked with fostering the safe use of nuclear energy, about the lack of speedy and detailed information from Japan.


"It is different to receive facts by email from Tokyo to sitting down with them and exchanging views," Amano told at news conference. "We always need to improve the flow of information."


Amano said he hoped to meet high-level Japanese officials but it was not decided whether he would go to the site of the severely damaged Fukushima plant during his one-day trip.

"It was not the time to say whether developments at the site had spiralled out of control, as suggested by a European Union energy official in remarks that sent global share markets lower," Amano said.


"The operators are doing the maximum to restore the safety of the reactor," Amano added.


He said the IAEA had continuously been trying to help improve the safety of nuclear power plants against earthquakes.


But he declined to comment on a report, in Britain's the Daily Telegraph newspaper, that US cables obtained by WikiLeaks said Japan had been warned more than two years ago by an IAEA official over the possible impact of earthquakes on nuclear power plants.


The unnamed official was quoted in the document as saying that "recent earthquakes in some cases have exceeded the design basis for some nuclear plants, and that this is a serious problem that is now driving seismic safety work".

In Japan early on Wednesday another fire broke out at the earthquake-damaged facility, which has sent low levels of radiation wafting into Tokyo in the past 24 hours, triggering fear in the capital and international alarm.

"It is a very serious situation," Amano said.

Aid to support BSNL’s rural operations, MTNL’s pension payouts.
The department of telecommunications (DoT) plans to support ailing state-run telecom public sector units BSNL and MTNL by giving an annual subsidy of about Rs 3,000 crore to sustain their operations. The two PSUs have been losing revenues as well as market share.
The subsidy amount to BSNL will be given to support its operations in rural and far-flung areas from the Uuniversal Service Obligation Ffund (USOF), while MTNL will be given support for its higher pension and other retirement payouts from the licence and spectrum fee, which both PSUs give to the government, a senior DoT official told Business Standard.
Initial estimates by the department suggests that BSNL incurs a loss of about Rs 2,000-2,500 crore from its landline business, majority of which are social commitments in rural and far-flung areas and MTNL’s pension amount stands at Rs 300-350 crore annually. However, DoT has asked BSNL to quantify the exact amount of loss it incurs due to its social obligations. DoT plans to implement this proposal by this year, the official added.
For the first time since its inception in 2000, BSNL had posted a loss of Rs 1,823 crore in the financial year 2009-10, while MTNL has posted a loss of about Rs 671 for the third quarter ended December 31. MTNL’s net continues to be dragged down by retirement benefits, increase in dearness relief of pension and high wages.
Due to the deteriorating performance of both the telecom PSUs, the department has also revived its proposal for the merger of BSNL and MTNL to synergise their business operations across the country.
“BSNL and MTNL should be merged as they have complimentary operations and can combine their strengths for synergies. The structure of BSNL and MTNL make it difficult for them to be accountable for their performance. DoT should set up a multi-stakeholder committee to develop a restructuring plan for both firms,” the department had said.
Earlier, BSNL got support from Access Deficit Charge (ADC), under which operators paid 0.75 per cent of their total revenues. ADC was used to support BSNL’s unviable landline business in rural areas. However, The Telecom regulatory Authority of India had withdrawn ADC from April 1, 2008. Subsequently, the government decided to give a subsidy of Rs 2,000 crore per annum for the next three years to BSNL from USOF.
With increased competition and falling taxes in the telecom sector, both BSNL and MTNL have been losing subscribers and market share. They also failed to take advantage of the third generation (3G) spectrum, which they were allotted a year ahead of the auction for private players.
