30.05.2011: JAC meeting at New Delhi: JAC meeting held on 30.05.2011 at New Delhi under the Chairmanship of Sh. P. Venugopal, President AIBSNLEA. Convenor JAC Sh. V.A.N. Namboodiri appreciated the implementation of Customer Delight Month throughout the country. JAC reviewed the items like meeting with Director( HR), shortage of Telephone Instruments, Cables, Type-II Modems and issues related with financial viability of BSNL etc. After detailed discussions the following decisions were taken:-

(i) JAC decides to extend the Customer Delight Month for June'2011 also.

(ii) JAC should meet & discuss with Hon'ble MOC&IT, Secy.(T) DoT & CMD BSNL to discuss the issues adversely affecting the viability of BSNL.

(iii) JAC Convenor should continue to communicate to all BSNL Unions/Associations about the JAC activities/decisions.

(iv) JAC should impress upon the BSNL Management to take immediate steps to scrap the unserviceable materials & to get vacated the high paid rented buildings.

(v) JAC should demand for early procurement of telephone Instruments, Cables & Type-II Modems etc.

(vi) JAC should monitor & demand the action report from respective Circle Secretaries of Unions/Associations regarding implementation of Customer Delight Month etc.

26.05.2011: "Circle of the Year Award 2010-11" AGS(HQ) and AGS(F) attended the prize winning ceremony of "Circle of the Year Award 2010-11" at 9th Floor, BSNL Corporate Office, New Delhi. The prize was given by Sh. Kapil Sibal, Hon'ble MOC&IT & HRD, Govt. of India, New Delhi and Sh. Gurudas Kamat, Hon'ble MOSC&IT, Govt. of India, New Delhi on 26.05.2011. Shri R Chandrashekar, Secy. (Telecom), Govt. of India, New Delhi, Member(S), DoT, Member(T), DoT, CMD MTNL and other dignitaries of Telecom field were present on the occasion. All the senior officers of BSNL were also present on the occasion.

CMD BSNL welcomed all the dignitaries and briefed about the present status of the BSNL and its market share. CMD also told that BSNL's Vision & Mission will be followed in true aspect and promised the in near future BSNL's market position not only sustain but also improved. CMD informed that this award is given to territorial Circles based on revenue performance in three categories

Category 1: Circle with an annual revenue of more than Rs.2000 crores

Category 2: Circle with an annual revenue between Rs.1000 crores and 2000 crores.

Category 3: Circle with an annual revenue upto Rs.1000 crores

Percentage revenue growth over the previous financial year is the key performance parameter of the judgment of the Circle of the year under above mentioned categories. For the year 2010-11 the award winning circles are :-

For Category 1: Karnataka Telecom Circle

For Category 2: Chennai Telecom Circle

For Category 3: Orrisa and Himachal Telecom Circles . The CGMs of the respective circles received the said award from Sh. Kapil Sibal, Hon'ble MOC&IT & HRD, New Delhi and Sh. Gurudas Kamat, Hon'ble MOSC&IT, New Delhi. One by one all the prize winning CGMs briefed about the efforts they have taken to achieve annual revenue as mentioned above.

Shri R Chandrashekar, Secy. (Telecom) in his address congratulated all the prize winning CGMs.

Sh. Gurudas Kamat, Hon'ble MOSC&IT, New Delhi in his address congratulated all the prize winning CGMs and told that BSNL is a unique telecom service provider especially with unmatched network, large man-power etc. He also praised the BSNL Mobile services especially at Boarder areas of Bharat and Pakistan border but disappointed with mobile services at some circles especially in Jharkhand Circle. He also told that by giving quality services, BSNL can improve its market share.

Sh. Kapil Sibal, Hon'ble MOC&IT & HRD, New Delhi in his address congratulated all the prize winning CGMs and advised all the circles to learn from the winning circles to earn more revenue. He instructed to BSNL management that accountability of each and every employees from top to bottom is fixed by fixing their target. He also mentioned that non achieving of set targets, the same should be reflected in APAR of the respective employee. Hon'ble MOC&IT also told that government is ready to give all support to BSNL but he was disappointed with the present performance of BSNL. MOC&IT. Hon'ble MOC&IT assured for full support from the government and said that he is committed to turnaround BSNL in the next six months.

20. That this deed may be executedi n two or more counterpartse, ach of which shall
be deemed an original, but all of which together shall constitute one and the same
instrument.
2l . That this deed and the rights and obligations hereunder shall be construed in
accordance with and governed by the substantive laws of the India.
22.If any provision hereof is found by a court of competent jurisdiction to be
prohibited or unenforceable it shall be ineffective only to the extent of such
prohibition or unenforceability, and such prohibition or unenforceability shall not
invalidate the balance of such provision to the extent it is not prohibited or

23. In the event of any dispute or difference relating to; arising from or connected with
this MOU, such dispute or difference shall be referred by either party to the
arbitration of one of the Arbitrators in the Department of Public Enterprises to be
nominated by the Secretary to the Govemment of India, in charge of Bureau of
Public Enterprises. The Arbitration and Conciliation Act 1996 shall not be
applicable to the Arbitration under this clause. The award of the Arbitrator shall
be binding upon the parties to the dispute, provided, however, any party aggrieved
by such award may make a further reference for setting aside on revision of award
to the Law Secretary, Department of Legal Affairs, Ministry of Law & Justice,
Government of India. Upon such reference, the dispute shall be decided by the
Law Secretaryw, hosed ecisions hall bind the partiesf inally and conclusively. The
parties in the dispute will share equally the cost of arbitration as intimated by the
Arbitrator.
24.That the bank shall nominate at least one branch (in case their more than one
branch of the bank) at each Secondary Switching Area(Telecom Revenue District)
for sanction, payment of loan and payment of EMI recovered by BSNL. This
MOU shall be binding upon both the parties on all India level.
25. Either party can terminate the MOU by giving a notice of 90 days in writing.
However. all the clauseso f the MOU shall be binding and enforceablein respect
of outstandinglo anso n the dateo f terminationi rrespectiveo f sucht ermination.
26. All other terms and conditions as per MOU shall be applicable on both the parties.

Subject: Suggestions on various issues pertain to BSNL interest for appropriate decisions require to be taken by DOT, as well through perusing by DOT with Various other central Government Ministries.

Respected Sir,
Sir we takes an opportunity to place some important suggestions on various issues pertain to Upliftment of Government owned BSNL. As BSNL is the only Telecom PSU which is fulfilling all the social obligations for the citizens of India in Urban, Semi Urban, Rural, Hilly, Remote areas on behalf of the Government of India. The issues are as under.
(1)Review of printing of Telecom Directory & TAC which are only binding to BSNL and fulfilling the actual purpose in interest of users : - (CFA, CM,Enterprise, NB Pertain)
(1a) In this regard we suggest that similar to BSNL 197 customer inquiry service, with more effective & by round the clock operation it should be run by DOT for all the working connection provided by all the operators to fulfill the actual purpose by propionately dividing the expenditure amongst all the operators. Which will further helpful to save paper which are made from trees at the cost of environment.
As at present negative royally and payment based purchase related terms and conditions are taken into consideration for inviting publication of directory tenders. While earlier up to year 1998 the publisher were paying 18% to 20% royalty & free of charge directory to the department for providing to the customer.
For example, if the (Average)requirement in an SSA is approx. 1 lakh directories and the collected amount through advertisement is 1 crore than we are getting 20 lakhs Rupees and free directory.
While at present by comparing this we can conclude that we are loosing 19 lakhs of royalty and have to pay Rs. Approx. 30 Lakhs for 1 lakhs copies. Thus, straight away we are loosing 50 lakhs Rs. for one SSA per year / event. Hence collectively the loss will be in the tune of crores of rupees per annum to BSNL. It is also evident that quality of directory is not improved against the high cost.
(1b) In same way the horizon of TAC should be made operational for representing the grievances of all the customers irrespective of operators. To fulfill the actual purpose by propionately dividing the expenditure amongst all the operators.
This issue is important in interest of users for the Customers quarry pertain to all the operators, transparency, hence intervention of DOT is essential to materialize such issues.

(2) Lapses in implementation of guideline issued by BSNL in line of Hon’ble Supreme Court direction for applying industrial tariff of electricity: (NB Pertain)
As per the Hon’ble supreme court direction, BSNL H/Q issued letter no 3-29/EW-2002 dated 11/11/2002 addressed to all CGMs for application of industrial tariff for BSNL, all the field units were asked to take up the matter with State Electricity Boards, because presently after formation of BSNL we are paying commercial tariff which is 30% higher than industrial tariff and the amount saved can be in hundreds of crores of rupees.















In this regard H/Q, Circles are totally responsible to co-ordinate with the concerned SEBs. On the contrary no rigorous persuasion has been done by any of the authorities, which is a major expenditure area of BSNL. The letter is simply endorsed to District Management which is not competent enough to handle the issue and is biting dust at their offices.
This issue is lingering since long despite it is having hundred of crorres finical implication to BSNL , hence intervention of DOT is essential to materialize by perusing the matter with the Ministry of Power and there by ensuring uniform implementation on the part of all the State Government and concern BSNL Circle.

(3) Discrimination in granting permission for cable laying, and applying reinstate, monthly rent etc for BSNL: (NB Pertain)
It is learnt that all the state Governments / State Civic authorities are whimsically imposing the charges for BSNL-cable laying, reinstate and monthly rent etc. with their own interpretation and without any logic. Not only that but there is also Discrimination in granting permission for cable laying, and applying reinstate , monthly rent charge etc for BSNL and other private operators. This has severely affected the growth and revenue of BSNL-Landline network.
Hence intervention of DOT is essential to materialize by perusing the matter by approaching Urban development Ministry for applying reasonable rate (At par with government standard) as per the classification of town / city in line of “Indian telegraph act” is to be finalized, by ensuring uniform implementation on the part of all the State Government and concern BSNL Circle.

(4) Discrimination in handling the bonofied verification of BSNL customers: (VTM Pertain)
It is learnt that the growth of BSNL-Mobile is severely affected due to stringent & discrimination policy of VTM cell of DOT in regard to the in bonofied verification of BSNL customers compare to other Operators. This is to be reviewed by DOT and crosschecking mechanism is to introduce by the committee comprise of all the operators at all the Circle and DOT level and is to be uniformly implementation.

(5) Initiation and direction to all the Union & state Governments authorities including U/T PSUs for opting BSNL services:
As a part of concerning secrecy and national security necessary policy decision is to be made by taking up this issue with the O/o Hon’ble PM of India and the Ministry of union Home affairs, and necessary directions are to be given to all the Union & state Governments authorities including U/T PSUs for opting BSNL services.

Respected sir,
Since long we are taking up the above subject issues, as all these need to be materialized in favor of BSNL looking to it’s gravity in tunes of thousands crorres when ever BSNL interest is concerned. Hence it is high time to concentrate on these by adopting time bound & result oriented mechanism. It is worth to mention that we are raising / chasing these issues with latest updating inputs & information, since dated: 21/08/2007 (as per 1j) and subsequently followed by series of correspondence (1a to 1j).
Presently this issue is under scrutiny for finalizing the implementation policy of imposing penalty in the line of Hon’ble TDST/ Hon’ble Supreme court. In our correspondence SNEA/Guj/09-10/08b09 dated: 15 /08 /2009 we have suggested all the possible aspect of interpretation & counting No of roamers, however it is more advisable to act / interpret as per legally tenable definition for prompt and effect materialization. Hence without further delay further guide line is to be issued for “Recovery of signaling link charges from CMSPs / UASL for National and International roaming” by BSNL-HQ-Regulation cell, to All the CGMs.














However in this guide line all the possible aspect of penalizing the various CMTS-SPs / UASL operators as per their respective gravity / act of violation, fraud, and misinformation in accordance with various clause are to be made applicable and uniform action is to be imposed on these CMTS-SPs / UASL operators. In this regard our findings and further suggestions for various actions are as under.
(1/i) It is evident that M/S Bharti (Airtel) is also using BSNL CCS-7 links for their roaming /international roaming (As mentioned in our correspondence at 1f). Despite they are submitting undertaking since 2005 that they are not using BSNL links. We believe that here M/S Bharti (Airtel) have committed more violation.
Despite using links M/S Bharti (Airtel) had submitted forged undertaking “that M/S Bharti (Airtel) is not using BSNL CCS-7 links for their roaming /international roaming customer”. Hence all other actions in respect of value added agreement clause 2.2.3.7 and 6.6 which can be taken by BSNL in accordance with law are to be taken very rigorously by perusing the case with Hon’ble Court, DOT, TRAI up to the extent of cancellation of their license for adopting deliberately massive fraud activities with Government owned BSNL.Apart form recovery of respective national & international roaming charges from the date of interconnect with applicable interest.
More over now onward for such all kind of major violations specific & separate drafts of undertakings are to be reviewed & finalized with covering all possible aspect of quantum of the violation & fraud and respective course of actions of penalty in terms of amount and law so that it can be tenable in any challenging circumstances.

(1/ii) For all other CMTS-SPs / UASL operators also all other actions in respect of value added agreement clause 2.2.3.7 and 6.6 which can be taken by BSNL in accordance with law are to be taken very rigorously by perusing the case with Hon’ble Court, DOT, TRAI up to the extent of cancellation of their license for adopting deliberately massive fraud activities with Government owned BSNL.
And the recovery of respective national & international roaming charges from the (retrospective) date of interconnect with applicable interest all other CMTS-SPs / UASL operators is to be ensured.

(1/iii) As cited at point (7) of Annexure-II vide letter of Regulation dated 07/12/2009 addressed to all CGMs, as per the value added agreement clause 2.2.3.7 and 6.6 the quantum of usage of BSNL signaling link by all other CMTS-SPs / UASL operators for handing over “SMS service or similar service” is also to be work out at an earliest followed by the necessary action to raise the bills for such usage from the date of interconnect with applicable interest.
Thus now onwards the services wise charge of using our BSNL CCS-7 for various services e.g. Voice calls, SMS, MMS, Data transfer etc is to be defined and implemented at an earliest along with providing necessary uniform software, procedure and any other essential assistance to the field units.

(1/iv) In line of agreement clause 2.2.3.6 all necessary courses of actions for ensuring CMTS-SPs / UASL operators connectivity with SSTP of BSNL is to be implemented at Level-I and Level-II Tax in time bound manner.
Thus now onwards it is to be made mandatory for all the CMTS-SPs/UASL operators for taking connectivity with BSNL SSTP at level-I & II TAX, where it exists within time bound period. If which so ever CMTS-SP/UASL are not following or failing in doing so then various facilities extended to them e.g. opening of new MSC codes, new CCS-7 Signaling point code, augmentation of e1 for their requirement, must be held-up, till they fail to follow this term.
(1/v) For independent and regular monitoring and there by raising the bills data storage for signaling link data is to be provided at SSTP of level-I & II Tax.













Hence it is suggested that Data storage device of sufficient capacity is to establish at all the SSTP/TAX. Till that SSTP Bangalore / Vendor will ensure to provide data regularly to all the concern field units.
Subsequent to that for process of such retrieved data at SSTP of level-I & II Tax the finally considered software develop by vendor is to be provided to all the concern field units for once again it’s cross verification by all the possible means by their own and accordingly the finalized authenticated uniform software is to be provided to field units. Thus now onward all such data is to be processed in-house to avoid any revenue leakage.
(2)At the same time in connection of our above subject (2) and in light of the Hon’ble Supreme court judgment we request your good self to ensure the implementation of the instruction to all the Circle / SSA Heads to raise the supplementary bill to both, VSNL and RIL (@30 paise / min) for all the respective period.
(3) Non reconciliation of IOBAS bills As per BSNL H.Q. letter no.352-4/2005-regln dated 12th June 2006.
As per BSNL H.Q. letter no.352-4/2005-regln dated 12th June 2006.”The bills issued by BSNL based on bulk record shall be final. In case of difference up to +/-0.25% with the billing record of UASL, the amount billed by BSNL shall be treated as final. If the difference is more than +/- 0.25% but up to +/- 2% payment shall be made by UASL. However, reconciliation of variance shall be carried out by both parties and will be subject to dispute resolution mechanism. Variance beyond this limit also shall be subject to dispute resolution mechanism as specified in the Interconnect Agreement. “However, UASL shall pay to BSNL, the undisputed amount plus 50% of the disputed amount subject to a minimum of an amount equal to previous month’s billed amount immediately.”
On study of this issue pertain to bill raised under IOBAS by our Gujarat-Circle to all the concern operators, accordingly as per the status of recovery made and outstanding it appears that the provisions of BSNL H.Q. letter no.352-4/2005-regln dated 12th June 2006 have not been applied for the recovery of outstanding bills form 01.07.2005 to till date by the majority field units.
For all these above mentioned issues the necessary counseling and regular monitoring from BSNL-HQ to All the respective CGMs in a terms of operators / service providers wise monthly statement for month / event wise raising the bills & recovery made by respective CGMs is to be strictly established to ensure in time recovery & outstanding against all these bills.
In case of failure of concern Circle level authority necessary actions are to be taken. And in case of failure of concern operators / service providers in paying these regular / supplementary bills, the competent authority is advised to act in line of violation of the agreement in accordance with Law.
It is worth to mention that according to the gravity of all the above mentioned (1), (2), & (3) issues, in time action part from all the concern is very much essential . Hence we request your good-self to bestow the personal attention in all these three issues in line of precise clause of the laid instruction / agreement. As all these issues are lingering since long as private operators are not responding to the BSNL,hence intervention of DOT is essential to materialize such issues.

BSNL disconnects services to RCom in Haryana

State-owned Bharat Sanchar Nigam Limited (BSNL) Haryana circle has disconnected its telecom services to landline phone service of Reliance Communications on account of non-payment of pending dues by the company.










As direct fallout of it, a large number of subscribers of both BSNL and Reliance in Haryana circle were deprived of connectivity between the two networks, including of Reliance mobile phones from BSNL landline numbers.










However, 'mobile to mobile' service between both the operators remained unaffected, BSNL sources said. "We have disconnected our services to Reliance because of non-payment of pending dues as ordered by TDSAT," a senior official of BSNL (Haryana Circle) told PTI here today.










About Rs 1.75 crore is outstanding towards Reliance Communications, he said. BSNL has disconnected its services on 77 Points of Interconnection (POI) with Reliance Communications in Haryana. The action has been taken by the Haryana Circle, following the directions issued by the BSNL to all its circle offices to recover pending dues from Reliance Communications in respect of 'Unlimited Cordless' service in accordance with the interim orders passed by TDSAT last month.










"The services have been disconnected after serving the company with notice of recovery," he said. Significantly, BSNL Punjab circle has already cut off its




services to Reliance Communications few days back for non-payment of dues to the tune of Rs 2 crore. The matter pertains to the demand raised by BSNL on Reliance Communication for payment of Access Deficit Charge (ADC) for the period November, 2004 and after August, 2005 for 20 circles.










A BSNL official of Haryana circle said that TDSAT in its interim orders had asked Reliance Communication to pay dues to BSNL. When contacted, spokesman of Reliance Communications refused to comment on the issue.

BSNL has failed to cash in on its huge land and network assets, which is one of the largest in the country.



Once the country's flagship telecom company, BSNL posted a net loss of Rs 1,823 crore on revenue of Rs 32,046 crore in 2009-2010. The company had net profit of over Rs 10,000 crore in 2005-06.



"BSNL has a unique position because it has a government backing with the private operators don't have. Unique in terms of network and coverage, but has not been able to earn a good name because the organisation is running into huge losses for the last few years," Sibal said.



BSNL CMD R K Upadhyaya had said the company is mulling entering into new business areas in the telecom sector to turnaround and may also approach the government to come out with a scheme to unlock the value of real estate owned by it.



"The government will provide all the support required to BSNL to turn things around," Sibal said.



In its projections to the government, BSNL is expected to to post a net loss of Rs 2,725 crore on revenue of Rs 31,738 crore during 2010-11, and the loss is expected to narrow to Rs 623 crore on revenue of Rs 36,569 crore during the current fiscal year (2011-12).



After defence and railways, BSNL is the country's largest landholder. Its properties span 3,500 towns across India worth thousands of crores, making it the largest state-owned companies in terms of land assets.



So far, BSNL's land holdings are under the Department of Telecom (DoT).



The PSU has slipped from number two position in number of telecom subscribers to number four in view of intense competition from the private players.



The PSU has a big handicap of not being present in India's two top markets -- Delhi and Mumbai -- as in these two metros another PSU MTNL operates.



The government is also contemplating merging BSNL and MTNL to help both the companies come back to profitability.

Communications and IT minister Kapil Sibal wants the management of Bharat Sanchar Nigam Ltd (BSNL) to run the struggling state behemoth like a private company and has formulated a new structure in which frontline regional units will have heads with financial accountability. Under the new system to b e implemented from June, the performance of all the circle heads of the company would be measured in terms of gross revenue earned by them.



The nationwide market has been divided into four zones, with each director on BSNL’s board zone responsible for a zone.



The new plan, orders for which will be announced on Thursday, somewhat resembles the “baby Bells” that emerged in the US when the old Bell Telephone monopoly was broken up in 1984 by the Washington government.



BSNL’s revenues have been falling for the last five years. The company had revenues of Rs 40,177 crore in 2005-06 which dipped to Rs 32,045 crore by 2009-10 when it posted a loss of Rs 1,823 crore.



Though its revenue is not available on its website, the company’s revenues is likely to fall further in the financial year and would be below Rs 30,000 crore and the losses are also expected to increase.



With financials ebbing, the focus is on making circle-wise chief general managers (CGMs) responsible for business.



The circles have been divided into three revenue-wise categories – those with less than Rs 1,000 crore; those with Rs 1,000 crore to Rs 2,000 crore; and circles with revenueshigher than Rs 2,000 crore.



The company would measure monthly performance of each CGM. If a CGM is ale to increase revenue of his circle by more than five per cent compared to same period last year, then he would get posting of his choice, with an “excellent” rating by the chairman and managing director (CMD).



But, if the revenue in a circle dips by more than 10 % it will get a poor rating and errant managers will suffer.



Currently, all the heads of circles report to the CMD. Now, they will coordinate with the assigned directors. Rewards will be clearly linked to performance.

Bharat Sanchar Nigam Ltd (BSNL) is planning to rope in private equity investors, including telecom companies, to pick up stake in a new company that will be floated by hiving off the state-run telecom major’s towers.



This is the first time that BSNL is looking for private sector investment. It has over 40,000 towers across the country, which, based on previous deals, are valued at around Rs 16,000- Rs 20,000 crore.



In the last few months, most tower company acquisitions have been undertaken at an average value of Rs 50 lakh per tower. Since BSNL towers are exclusively used by the company, they may fetch a lower value. The company is in talks with other telecom players to rent out this capacity.



“We are considering to hive off our towers into a separate company. This will enable us to unlock the true value of towers. Subsequently, we may look at inducting private equity investors, including telecom companies,” a senior BSNL official told Business Standard on the condition of anonymity. He did not say what percentage of the equity would be divested.



If permitted by the company’s board, BSNL will have to seek government’s approval to go in for private equity.



“The move, if implemented, will become an additional source of revenue for the company in these difficult times,” the official added.



Spinning out the tower business into a separate entity and then getting in investors has been a common strategy for most Indian telecom players. Bharti, Vodafone and Idea Cellular have spun off their towers into a common company called Indus Towers, which has over 100,000 towers. Tatas have also tied up with independent tower company Quippo to set up a joint venture to manage their towers.



Last year, Reliance Communications had started talks with GTL Infrastructure to sell its tower unit. The deal was valued at Rs 50,000 crore but was later called off, reportedly over the issue of high valuation. At that time, Reliance had about 50,000 towers while GTL had about 30,000 towers. Reliance, subsequently, engaged in discussions with financial investors for its tower unit.



BSNL has the advantage of having towers in remote areas, which can be used by other companies to expand.



A committee under Sam Pitroda, set up to find ways for revival of BSNL, had also suggested that it create a separate subsidiary for towers and all related infrastructure to monetise the assets.



Increased competition and dipping rates have taken a toll on the PSU, which was once among the top three players in the mobile industry. For the first time since its inception in 2000, BSNL posted a loss of Rs 1,823 crore in 2009-10.

He described in detail that JAC is very much aware about the viability of BSNL and the present customer delight month is a great effort in this direction. He explained that this the high time for all of us to think and do more efforts for the survival of the beloved company and to gain its past glory.

Recovery of TTA information

Sub: - Recovery of pay of TTAs due to unwarranted, unjustified, misguiding Clarification issued by BSNL Corporate Office to field units vide F No. 13- 2/2010-TE. Dated 20/08/10, Clause No.45 in regards Non Executive Promotion Policy.



Dear Sir,



With hevey heart I seek your kind attention to the above problem of recovery of pay of TTA cadre, due to the misguiding clarification issued by the corporate office vide the above said memo.



In response to this unwarranted clarification we have represented to the corporative office vide our letter dated 4/NU/CHQ/10 dated 27/10/2010 and 18/4/2011 requesting not to confuse the revision of pay scales of TTAs implemented as an anomaly settlement of 5th pay commission, with the up gradation under promotion scheme. We realized the gravity of repercussion of this misguiding clarification which can in-fact undue revision of pay scales given to TTAs, the Diploma Engineers. However the corporate office kept mum on their clarification and now the poor TTAs, THE MOST PRODUCTIVE CADRE OF BSNL has became the victims of a wrong clarification issued by the corporate office without applying their mind and one increment from their salary is being recovered while giving promotion under NEPP.



The pay scales of every cadre of BSNL were revised/up graded on 1/10/ 2000, but the above clarification says only about TTAs. Why such discrimination? Why other cadres are not given similar treatment? Is it because the TTAs are by and large not the members of BSNLEU, the representative union? The administration is showing a patrician attitude to TTAs, which is highly un-ethics and against the cardinal principles of justice, and is not expected from a model employer. It is not advisable to create more officials as enemies of BSNL; she can not bear it any more.



The copies of our earlier correspondence with relevant information are enclosed herewith for your ready reference for doing justice to the cadre of TTAs, who are suffering in all counts due to various reasons. Meanwhile, I request you to please advice the field units to keep the above clarification in abeyance and stop the recovery of pay, till a final decision is taken.

You have been the CMD of MTNL for the last 1 year. How has been the journey?

The journey so far has been very fruitful. Change of role brings change in responsibility. Taking up the responsibility of CMD demands you to be more focused towards the entire company unlike a standalone job, where you look after only your area of service.

Performance-wise, we have grown faster than the industry. The industry grew at 2.13% in the third quarter, whereas we grew at 4%. Our broadband subscriber base has grown more than we estimated. However fixedline is on a decline which is quite natural because of the utility and convenience factor. Also human resources are being gradually justified, we have reached below 50,000 now which is helping our bottomline. The commercial launch of 3G was very satisfying.

BSNL and MTNL are the first operators to launch 3G services in the country. Are you satisfied with your progress?

When we launched our 3G services, the entire 3G ecosystem was new to India. Mobile phones capable of 3G offerings were not in the affordable range. Even still they are not affordable for masses. Content or value added services ecosystem was not ready. Even if service providers offer 3G services, there was not much content that a user would like to subscribe. The current state of VAS is not much different. Lack of awareness is also another important factor which hampered the desired growth of 3G. People still do not know what exactly to do with 3G.

However in the recent past we have seen major uptake in 3G services and subscriptions, mostly on the data front. Though I can't give you the exact number of our 3G subscribers, I can tell you the uptake in terms of data usage. Earlier the data usage in both our services areas was around 50 GB per day. But now, it has grown to 1,400 to 1,500 GB data usage in each city.

MTNL is the first one to float the idea of intercircle 3G roaming. How far has been the progress? Which are the companies showing interest and what is the business model?

It is certainly a nice and smart idea to have intercircle roaming. If a 3G customer of a certain operator moving to a different service where the operator does not have 3G service, then it is a restrictive practice. And you cannot stop someone from roaming. That is why we floated this idea to offer our service areas to the operators, who do not have 3G license in Delhi and MTNL. Many operators have shown interest and sent their requests to us. This way we can get an extra revenue stream for our unutilized resources.

For this model, we have asked for 20% revenue share and a fixed cost of `140 crore per city per year. We are very optimistic that something positive would turn out in this quarter.

How ready is the 3G ecosystem in India? What do you think the industry should do for its uptake?

I do not think the ecosystem is upto the mark as of now. There are many things to be done to a see a successful offering of 3G in our country. All the stakeholders of the industry like operators, VAS players, and device manufacturers should work in tandem to see the real fruit of 3G. Everyone should take up their responsibility in creating awareness regarding the service and its usabilities.

You have invested `6,564 crore on 3G spectrum and must have invested more on the infrastructure. You have been adding less than a lakh new mobile customers including 3G per month. When can MTNL recover its money?

Though I cannot tell you when will we recover our money, but we are very optimistic about it and working out plans to turn around the company. We have started seeing some momentum on this front. As mentioned earlier, if our roaming pact becomes successful which is quite a possibility, we expect around `500 crore revenue from that. Apart from this, our data usage has been growing beyond our expectations. We are planning to overcome some of our main bottlenecks like customer care and marketing.

Can you elaborate on these bottlenecks and how you plan to overcome that?

Certainly customer care is a tough challenge for all operators including us. Quality of service can be the only differentiator in the current scenario. At present, no one chooses an operator based on their tariff plans as tariff is already at the lowest possible stage offered by each operator. Can you expect a tariff rate of less than 1 paisa? Free of cost could be the next level! So customer care and quality of service can make or mar a brand now. We do acknowledge our drawback. We have been lacking in customer care and marketing. There is certainly much scope for improvement. To overcome this, we are in the process of outsourcing our customer care services. The plan is to create a separate arm for marketing and customer care activities. This will in turn take care of our outsourcing needs for the same.

Why is MTNL making losses? And what are you doing to increase your bottomline?

Running a private firm and running a public company are two very different situations. But when comparisons are made, they are made on 1 basis which is not always right. Our performance has always been very good but if you talk about losses on revenue, it is not because of performance. PSUs like us do not work just for profit and they do have some other obligations that private firms do not have. In terms of manpower, we have more employees than a private company of our size would have. Being a PSU, you cannot downsize your workforce at will to justify your bottomline or in times of difficult economic situations, which the entire industry faced in the last 2 years.

As I mentioned earlier, we are working on plans to turn around the company and we are working on those areas simultaneously. We are figuring out our bottlenecks like customer care and marketing, new revenue streams, etc. Customer care and marketing is being outsourced, manpower issues are being justified gradually and on new revenue streams, we are betting big on enterprise services. We are connecting around 86 CGHS hospitals in Delhi and providing our backbone to them. Though revenue from this is not that significant, but it is a continuous revenue stream without any investments from our side. We are also connecting all the police stations in Delhi through our IP-MPLS network to provide them seamless connectivity for voice, data, and video. We are also working on connecting universities of Delhi and Mumbai through our network. To make the devices affordable to our customers, we are working on partnering with many device makers like Nokia, Samsung, and Micromax. CWG, too, was a great experience for us.

How much have you invested on infrastructure rollout for both 3G and BWA? Are you satisfied with the Broadband progress?

Everyone knows how much we have invested for 3G and BWA spectrum, apart from that we do invest periodically and when it is required for our infrastructure and for our expansion. For example, during CWG 2010, we invested a good amount of money for our IP-MPLS network. And, not as CMD, but as a technical person I can easily say this is the best IP-MPLS infrastructure that India has so far deployed. As I said earlier, that we have seen a huge uptake in our broadband subscriptions in the recent past, and we reached around 1 mn users in this area. We had earmarked a capex investment of `1,281 crore for FY2010-11 and another `1,100 crore for FY2011-12.

What are the new things you have planned for the current financial year?

Plans are being formulated periodically and as per business needs. But yes, among new things, we are waiting for the MVNO policies which I believe would give us a momentum in reaching a different kind of customers. In MVNO, we are looking at tapping the young generation and a service with youth appeal coupled with our robust network would be a deadly mix for the industry. Apart from that, we are looking at entering wholesale business of broadband and BWA, and we are also looking at a franchise model for this business.

Lastly, has the role of an acting CMD come between your plans and their execution?

Not really. In fact it gives me a lot of flexibility. I believe a job is job and the responsibility remains the same whether you work fulltime, part-time, on additional job, or otherwise. As long as you work to justify the position, rest of the things are immaterial.

BSNL launches Special Tariff Plans for Paramilitary Jawans



May 19, 2011 : Bharat Sanchar Nigam Limited ( BSNL ), India's largest integrated telecom service provider has launched Special Tariff Plans for Paramilitary Forces serving the nation. With these special tariff plans, BSNL endeavors to benefit over 9 lakh Paramilitary jawans . The two plans launched are the Paramilitary Plan and the Officer Plan for the jawans & officers respectively.



With daily free talk time for 20 minutes on any two BSNL numbers, jawans can talk with their own family, anywhere in country under the Paramilitary Plan. The facility is also free of cost while on roaming. Other than that the Paramilitary Plan offers Reduced Calling charges @ 0.20 P/ min on any two BSNL numbers; be it mobile or landline. Another plan in the offing is Reduced Calling charges @ 0.30 P/ min on any one BSNL number to talk with a relative, anywhere in the country. The Paramilitary Plan is available both on 2G and 3G along with reduced video calling charges @ 0.70 P/ min.



Apart from this, an economical plan has been launched with Fixed Monthly Charges of Rs.99 (Tax Inclusive), where one can enjoy Per Second Pulse and tariff beyond freebies @ 1 Paisa / Sec. Out of Rs.99 of Fixed Monthly Charges, apart from facilities mentioned above, the jawans can also avail additional talk time worth Rs.75/- per month. For control on expenditure, BSNL has also launched a pre-paid plan, whereby jawans can recharge their mobiles using by vouchers.



Under the Officers Plan, serving officers can avail unlimited free calls to any BSNL numbers within a circle and 500 free SMS, both local & national. Besides this, they can avail 1500 minutes / month free STD calls on any BSNL numbers. This also includes 300 minutes of free I/C roaming call and 200 minutes of free O/G roaming call. The other features of the plan include per minute pulse, free night calling on one's own network, unlimited free GPRS in Home LSA, STD calls @ 0.40 P / min, video calls @ 0.70 P / min. All this comes at a fixed monthly charge of Rs.425 + Taxes.

New Delhi, 2nd May ’2011: With a vision that brings leadership of a seasoned telecom technocrat, Shri R K Upadhyay, CMD, TCIL took over the charge as Chairman and Managing Director, BSNL, the largest telecom operator in the country on 30th April, 2011.



Shri Rakesh Kumar Upadhyay is an officer of 1975 Batch of Indian Telecom Services. He obtained B.Tech (Electronics) Degree from I.T. Banaras Hindu University in 1974 and MBA (Marketing Management) degree from Indira Gandhi Open University. He is also a graduate of

Defence Staff Services College (DSSC) Wellington and was awarded M.Sc (D.S.) Degree by Madras University. He has successfully worked in Department of Telecommunications from August 1975 to July 1996 in the areas of Planning, Installation and Commissioning, Commercial administration and operations. While on deputation to TCIL during October 1996 to August 1999, he successfully worked in the foreign projects as Project Director, Sana’a and General Manager, Yemen.



After a stint from Jan.’2000 to Jun.’2003 in BSNL as General Manager Jammu & Kashmir Telecom Circle he joined TCIL again on deputation in June 2003. After joining TCIL, he successfully worked as a Chief Project Director, Algeria, Group General Manager (New Technology) and Executive Director (Project Monitoring) and other important assignments. He has got rich experience in the fields of Planning, Projects, Operation and Business Development. He took the charge of Director (Projects) w.e.f. 1st Nov.’2005 and subsequently took the charge of Chairman and Managing Director on 1st March 2007

New Delhi, 1st March ’2011: With a vision that brings leadership of a seasoned telecom technocrat Shri S.C Misra, Member (Services), Telecom Commission & Ex-Officio Secretary to the Government of India today took over the additional charge of BSNL Chairman and Managing Director till a full-time CMD is finalised for the largest telecom operator of the country.



Born on 10th July 1954, Shri Misra belongs to the Indian Telecommunication Service (1975 batch) and holds M.Tech Degree in Electronics Engineering. Moreover with an extensive and rich experience spanning more than 34 years of varied and rich experience in Installation, Operation, Maintenance & Administration of telecom systems of traditional as well as New Technologies, Shri S.C Mishra happens to be an ideal choice for taking the additional responsibility.



As Member (Services), Telecom Commission – the Apex body for formulation and implementation of telecom policy in the country – Shri Misra is responsible for policy issues brought before the Telecom Commission, cadre management related issues of Indian Telecommunication Service (ITS) Group ‘A’ and ‘B’ technical cadres, Vigilance Administration and public grievance redressal machinery of Department of Telecommunications and the administrative aspects linked with PSUs like TCIL, ITI etc. He also worked as Head of Telephone Installation project for country as a whole in Yemen Arab Republic. Shri S.C Misra also traveled to a number of countries as leader of Indian delegation as well as member of team in International Telecom organizations like ITU, ITSO, APT etc.

BSNL MAKES PAN INDIA LOCAL FOR ITS FIXED LINE CUSTOMERS



STD Pulse is now 180 sec (same as local) anywhere in India



As part of its endeavor to provide affordable telecom services to customers, BSNL, the dominant fixed line operator of the country, has slashed STD Call charges from its Fixed Line phones to any Fixed Line phone of any network to Local Call rates w.e.f. 1 st December 2010. Calls from BSNL Fixed Line (Landline as well as WLL) to any Fixed Line phone (BSNL’s as well as other networks having less than 10 digit numbers) throughout India will have same charges with three minute pulse rate. Consequently the customers will now be able to talk for three minutes in one call unit charge, which varies from 80 paise to Rs 1.20 depending upon the tariff plan.



With distinctive clear voice, no call drops and uninterrupted speech, landline customers can now make long conversations across India without paying any extra STD charges.



This facility will be automatically available to all the Fixed Line Customers of all tariff plans. The customers already availing dynamic locking facility will continue to avail the same and can bar STD (Level 0) calls, if they so desire. The revised call charges will, however, not be applicable to PCO’s and for calls to special services (i.e. Level-1 services). With this long distance calls from BSNL Fixed Line to any Fixed Line Customers have now become cheaper than that of mobile.

New Delhi,November 4, 2010: Shri Sachin Pilot, the Union Minister of state for Communications and Information Technology, today launched a Unique plan “PYARI JODI” combining Landline and Mobile Services of Bharat Sanchar Nigam Limited (BSNL), on the auspicious occasion of Diwali. The landline customers of BSNL can now take a free SIM card and can make unlimited free local calls to his/her landline/WLL number.



In addition, the customers can also call two BSNL Local numbers at a reduced rate of 20p per minute and one BSNL number anywhere in India at a reduced rate of 30p per minute, without paying any additional monthly charges. On activation, customer will also get Rs.15 talk value, 1000 Local SMS, 1000 National SMS and 1000 MB data free.



Launching the promotional scheme, Shri Sachin Pilot said, “The aim of this promotional plan “PYARI JODI” is not only to boost mobile business of BSNL, but also arrest steep decline in the landline business. New Delhi, 22nd September, 2010: The forthcoming BSNL Dil Ka Darbar being organised by Heart Care Foundation of India, to earmark World Heart day, on Sunday 26th September at Maulana Azad Medical College Auditorium will have a special focus on women and sudden cardiac death.



Addressing a press conference here today Dr. K K Aggarwal, President, Heart Care Foundation of India and BSNL Dil Ka Darbar, and Dr Aparna Jaiswal, Sr. Cardiologist, Escorts Heart Hospital, said that heart disease kills more women than all cancers combined in women including breast cancer. Normally, women are not supposed to get heart attack before menopause but the ratio now a days, is 40:60 indicating a faulty lifestyle amongst women.



Being an Indian woman, is a risk factor for heart attack. A study from UK had shown that Indian women are 17% more prone to get heart attack than a local UK women. Indian women are more prone to develops obesity, fatty liver, diabetes and insulin resistance.



Earlier women used to prevent heart attack by indulging into regular walks, skipping, dancing and games like Kikli at ceremonies but now, most women are living a faulty lifestyle indulging into both active and passive smoking, having late nights with faulty diet heavy in white sugar, white maida and white rice.



Heart attack in women is more serious, more fatal and less attended to. Chances of women undergoing angioplasty or bypass surgery are also less than that of any man.



Star attraction of the press conference was the presence of renowned Bharatnatyam exponent Padma Shri Ms Geeta Chandran who laid stress on the danger of heart diseases on women. She said that smoking boosts the risk of stroke and that dancers cannot perform if they smoke.

New Delhi, 3rd September, 2010 : BSNL and RailTel has signed an MoU in the presence of Shri Gopal Das , CMD BSNL, Board Directors Sh.R.K.Agarwal, Director(Consumer Mobility & Enterprise) Shri Rajesh Wadhwa, Director (CFA), and Board Director of RailTel Shri Rajiv Sinha, RailTel today on 03.09.2010.



This MOU facilitates execution of various projects of national importance such as Defence, ERP (Enterprise Resources Planning), NKN (National Knowledge base Network) etc, through sharing of their communication infrastructure.



It is envisaged, with the above arrangement, both PSUs will implement govt’s various Pan India, IT/Telecom projects. This MOU is for 3 years which can be extendable.



As a first step, sharing of OFC resources such as dark fibres and bandwidth between BSNL and RailTel is being taken up with this MOU.

New Delhi, 31st July, 2010: After being at the helm of BSNL for 3 years, Shri Kuldeep Goyal CMD, BSNL demits office today. During this period, a number of initiatives were started for setting the BSNL on a path of growth to regain its numero-uno position in the telecom space.



Restructuring of Business

Shri Kuldeep Goyal has been a great force in restructuring the ancient work style of BSNL with his aptitude for business and administration. It was only during his tenure that the innovative Project SHIKHAR that spanned across three main facets – defining shared aspiration for BSNL; developing an overall strategic agenda across its key businesses to achieve the aspiration; and redesigning the organisation structure to materialize the change, was exercised.

Moreover, it was only during his innings that BSNL had come up with the following set of strategies that encored the success and mission of the company in sync with the vision drafted for:



Defined a four pronged strategy for BSNL, focussing on four core growth engines – Fixed Line, Mobile, Enterprise and New Businesses.



Devised an Enterprise strategy that focussed on targeting corporate customers through unique and differentiated solutions through dedicated Key Account Management sales teams and channel partners.



Business unit-wise distinct vertical structure has been implemented across the organization and interim structure completed in the Corporate Office, Circles and SSAs by mapping existing executives in the new roles.



Key Performance Indicators (KPI)-based Performance Management System (PMS) was introduced for measuring and rewarding performance at various levels. Group PMS rewards an entire eligible group based on group performance. Scorecards for most units of Corporate Office and territorial Circles were finalized. Similarly, Field PMS will cover field staff involved in sales, Customer Service Centers, Exchanges and mobile operations.

Organisation Restructuring



In order to implement this business strategy effectively, the organizational structure was redesigned around four business units – Consumer Fixed Access, Consumer Mobility, Enterprise and New Businesses. These business units perform all critical functions such as business planning, product development, marketing & sales, customer service, network planning & operations. Setting up Sales & Distribution Network



Shri Kuldeep Goyal took initiative for creating a customer focused organization with excellence in sales, marketing and customer care. In this direction, teams of sales executives in each business verticals have been created and almost 10,000 people have been redeployed and trained for sales activities.



Deployment of New Technologies



On the technology front also, BSNL has already started 3 G services in more than 450 cities with customer base 1.5 million providing services such as:

New Delhi, 30th July, 2010: The Board of Directors of BSNL in its meeting held on 30th July 2010, has adopted the audited Annual accounts of BSNL for the financial year 2009-10. During the financial year BSNL has posted a loss (after Tax) of Rs. 1822.65 crore. The loss has occurred due to reduction in revenue, increase in expenditure etc. BSNL has earned a revenue of Rs. 32,045.41 crore in 2009-10 which is 10.4% less in comparison to previous financial year on account of drastic reduction in tariff, fierce competition as well as decline in fixed wire line connection due to preference of the subscribers for mobile. However, BSNL has registered a continuous growth in Broadband segment and in the current year there is an increase in revenue to the tune of Rs. 795 crore from Rs. 1690 crore to Rs. 2485 crore which is 47% more than that of last financial year. The current year expenditure has been increased on account of wage revision of the employees with effect from 01.01.2007 as well as amortization of one time spectrum fee for 3G & BWA service. The wage revision has alone caused an additional expenditure of Rs.2900 over the previous year on account of payment of arrears for the period from 01.01.2007 to 31.03.2010. Had the wage revision expenditure not been there, the company would have recorded a Profit Before Tax to the tune of Rs.703 Crore.



New Delhi, 22nd July, 2010: Sachin Pilot, Hon’ble Union Minister of State for Communications and IT inaugurates new CDMA 2000 1X Mobile Switching Centre of BSNL at Aizawl. Hon’ble MOSC&IT launches the wireless broadband service based on EVDO technology in a programme held in the I&PR Hall on 22 July,2010 in the capital city . Sri Pilot also announces introduction of Wi-MAX based Broadband services in Mizoram in the same programme.

Phone services based on CDMA technology , popularly known as WLL, is operational in Mizoram for nearly five years. This service offers internet access at the maximum speed of 144Kbps. Implementation of EVDO technology on the same CDMA BTSs has opened the door to the Broadband wireless access. Initially the BTSs in Aizawl and Lunglei are being enabled with the EVDO capability which allows a maximum download speed of 3.1 Mbps. There is plan to upgrade all the CDMA BTSs in the state to EVDO capability in future. EVDO customers can have the roaming facility as well. Easy to use USB EVDO modems will give a comfortable Broadband experience. EVDO USB Modems are priced at Rs.2500 each. Customers have the option to take the USB EVDO modem on hire , instead of purchasing outright, at a monthly payment of Rs.200. Unlimited BB access through EVDO is offered at a fixed monthly charge of Rs.750/-. Prepaid BB access will also be available shortly. The prepaid account will be offered to the customer with an initial usage value worth Rs.399.00. Access charges over prepaid are 5 paisa per 100KB ( 7AM to 11PM) and 2.5 paisa per 100KB ( 11PM to 7AM).



Govt. of India with the objective of making all the Govt. services available at the doorstep of the citizens is encouraging the State Govts to establish the Common Service Centres as the service delivery points. These CSCs have to have Broadband connectivity to be enabled to deliver the services. 136 nos. of CSCs will be set up in Mizoram. These CSCs will be provided with Broadband connectivity not only from the landline exchanges but also Broadband wireless access through Wi-MAX BTSs. Mizoram is starting with 4 nos. of Wi-MAX BTSs in the rural areas. 39 more BTSs have planned to be added to the network in the second phase. New Delhi, 22nd July, 2010 -Bharat Sanchar Nigam Limited (BSNL), India’s largest integrated telecom service provider today announced the National Launch of service of BSNL bill payment and mobile top-up through mobile/Union Bank of India (UBI) ATMs. At the launch of the service, Shri Kuldeep Goyal, CMD, BSNL and Shri M.V. Nair, CMD, UBI emphasized that the service is the latest convenience offering for the common customers of UBI & BSNL, using the ubiquitous cell phone & ATMs. The salient features of the scheme are as under: -



1.Bill payment through Mobile

UBI account holders, after one time registration of BSNL mobile number through mobile, makes payment of BSNL bill using the mobile phone any time, anywhere.



2.Mobile Top-up through Mobile

Common customers of BSNL and UBI top-up their mobile through the registered mobile any time, anywhere.



3.Bill Payment at ATM

No pre-registration required; customer uses his UBI Debit card & makes payment of BSNL bill, any time, anywhere through UBI ATM and gets a receipt.



4.Mobile Top-up through ATM

Without any pre-registration, customer uses his UBI Debit card to top-up BSNL Pre-paid Card, any time, anywhere through UBI ATM and gets a receipt.



The subscribers need not visit BSNL counters to pay BSNL bills or top-up their prepaid cards.



These services are in addition to the existing channels of bill payment/re-charge available to the customers of BSNL which include payment through BSNL CSCs, BSNL Portal, Debit/Credit Cards, Automated payment machines, ECS, post offices, bank counters etc.



New Delhi, 8th July, 2010 - The Union Minister of State for Communications and Information Technology Sh. Sachin Pilot along with Shri Kuldeep Goyal, CMD BSNL launched BSNL’s mobile services at Holy Amarnath cave today. The Minister made the first call to Sh. N.N. Vohra, Governor of Jammu and Kashmir, from the Holy cave. The Yatra route, thus far not served by any telecom operator, would enjoy telecom services for the first time. The Minister expressed his gratitude to the Chief Minister of Jammu and Kashmir Sh. Omar Abdullah and the state administration for providing the required government support. He also thanked Shri Amarnath Shrine Board for their efforts and said that BSNL had risen well to challenging task of providing connectivity to the shrine which is situated at a height of 13,500 ft. Eleven towers have been put up at Baltal-I, Baltal-II, Baltal Base Camp, Noonwan, Lakipora, Betab Valley, Domail, Sangam/Holi Cave, Panchtarni, Chandanwari & Chandanwari Base Camp – of which some are on motorable road some are on pony track.

The Minister said it has been the endeavor of the BSNL to provide telephone services throughout the country, including rural, remote, inhospitable and geographically difficult areas. The service would be very useful to over 4 lakh pilgrims who visit the shrine every year, especially the old and the infirm who would like to stay connected to their families while undertaking the Yatra.

Connectivity here would also benefit local inhabitants, administration, and security forces, enabling them to stay in touch with each other and facilitate people living in and visiting the area.

The Minister said that Department of Telecom would continue to improve infrastructure and services in Jammu and Kashmir. At present, BSNL has 8.72 lakh mobile connections in Jammu & Kashmir. BSNL has 1299 mobile towers through which it is offering mobile services to the people of Jammu and Kashmir as well as to visitors to the State. BSNL provides connectivity to 95.22% of National Highways passing through Jammu & Kashmir, 73.32% of the State Highways and 100% railway routes. 284 more towers will be installed in the State in 2010-11 to ensure smooth and widespread coverage. Out of 6471 inhabited villages in the State, 5994 villages have already been provided with Village Public Telephones. The rest will be connected on a fast track.

To publicize and create awareness at mass level and to strengthen it’s brand presence ‘BSNL 3G branded Rajdhani Trains’ are being launched in association with Indian Railways and Peacock Media.

Event : Launch of BSNL Chennai Rajdhani from Hazrat Nizamuddin Station on 4 th June 2010 at 4.00 PM by Shri Kuldeep Goyal, CMD, BSNL.

As we all know Rajdhani Trains traverse and connect all State Capitals of the country with National capital Delhi. These Rajdhani trains offer immense reach with high impact and hence an ideal advertising medium to reach out to passengers in platforms and en-route audience effectively. There are approx 350 Panels, 200 Table Tops and 400 Brochure Holders inside one train, along with audio jingles, announcements, contest and activation by in-train promoters which would create a great impact and engaging communication for the brand BSNL and its services. The CSR imagery of BSNL would also gain strength because of the upgraded services experienced by the travelers, including cleaning and maintenance which are viewed to be bought by the BSNL 3G brand.

New Delhi, 18th March 2010 - Bharat Sanchar Nigam Limited (BSNL), India’s largest integrated telecom service provider today announced the launch of a revolutionary broadband service, Fibre-To-The-Home, for the nation’s household. The attempt can be reasoned as a consequence to enhance the broadband services, for better connectivity of the households and businesses.

The FTTH service was inaugurated by Minister of State for Communications & IT, Mr. Sachin Pilot in the presence of BSNL CMD, Shri Kuldeep Goyal and CGM, BSNL Rajasthan circle, G K Agrawal, here on Saturday. While 68 buildings have already been provided fibre connectivity, work is in progress at about 200 buildings and complexes.

Though India has witnessed, some of the major technology advancements and changes, in last few years, accessibility of high performance broadband services, is still a major constraint that our government still attempts to battle out via the launch of the Optic Fibre Cable (OFC) network. With a budget as high as INR 18,000 Crore, the government is willing to extend its support arm for the deployment of over five lakh OFC network, in order to reach every gram pancayat.

New Delhi, 25th February 2010 - Bharat Sanchar Nigam Limited (BSNL), a 100% Central Government PSU operating in the telecom services announced that all landline broadband customers getting registered from 16-02-2010 till 30-04-2010 will be able to enjoy free Games on Demand services, free Music & Video on demand service and free Web Conferencing services.

Under Games on Demand service, a customer can access a large number of games meant for all age groups. The customer can surf unlimited times and enjoy the games. Normally, BSNL charge Rs.200/- per month for this service. Under Video & music on demand, a customer can access internet portal bsnl.hungama.com where more than 60,000 digitized music albums and more than 2000 digitized video music albums are available which includes contents in Hindi, English and Regional Languages. The contents are available from bollywood, Hollywood, religious, etc.etc. The normal cost of this service is Rs.149/- per month. Under Web Conferencing services, customers can have a video conference using PC between broadband customers of BSNL. Under web conferencing, multiple people can have video conferencing simultaneously.

On this occasion, BSNL is also pleased to announce the waiver of broadband installation fee for all new customers till 31st March, 2010. In normal situation, BSNL charge Rs.250/- for broadband installation at the customer end.

New Delhi: 05th February, 2010 - In less than one year, 3G service has been rolled out in 318 cities with 8.56 lakh subscribers. In the first phase of its roll out, BSNL has plans to cross 400 cities by 31st March and 760 cities by September 2010, which will cover all important cities across the country.

BSNL soft launched premium 3G service in Chennai on February 22, 2009. Commercial launch of the service commenced on February 27, 2009 in 11 selected cities in North & East Zones. Service has since been launched in South Zone also.

BSNL's present mobile customer base is 59.5 million and during the last two months average monthly addition has been 2 million connections. Recent media reports have been depicting BSNL losing ground to the competitors and sliding from 4th position to 6th position. Coimbatore, 23 rd January, 2010 - Bharat Sanchar Nigam Limited (BSNL), India's leading telecom service provider today announced the much-awaited 3G-service launch in Tamilnadu Circle on 23 rd January 2010. The services are being launched in Coimbatore, Coonoor and Ooty town in the first phase. Gradually 3G services will be introduced in 38 Cities/Towns across Tamil Nadu within next three months. The total capacity addition planned under Phase V.1 is 23 lakh lines of which 19lakh are for 2G services and 4 lakh lines for 3G. The total expenditure involved is approximately 1000 crores including Rs.130 crores for 3G.

At present, in Tamilnadu circle 3124 sites are in operation for mobile services. 3262 new sites are planned in this project out of which 1119 sites are for 3G services and 2143 sites for 2G. On completion, a total of 6386 sites will be in operation for mobile services through out the circle.

The total expenditure for Coimbatore SSA under this phase is around 163.2 crores. In Coimbatore town 184 sites are planned for 3G services and entire Coimbatore city is being brought under the 3G coverage umbrella. Capacity for 3G services in Coimbatore is 78 thousand lines and for introduction of 3G services in Coimbatore around 33 crores is being spent.

The total expenditure for Coonoor SSA under this phase is around 33 crores.. In Coonoor town 7 sites are planned for 3G coverage. Capacity for 3G services in Coonoor is 2400 lines and for introduction of 3G services in Coonoor around One crore is being spent. In Ooty town 11 sites are planned for 3G coverage. Capacity for 3G services in Ooty is 4 thousand lines and for introduction of 3G services in Ooty around 2 crores is being spent.

The customer can use his handset for high speed Internet any time anywhere.

4. Video Services:

The customer can enjoy the video call facility wherein both the caller and receiver will be able to see each other while speaking if both have 3G services and 3G enabled handsets. The customer can also send Video mails and , Video clips.

5. Mobile TV:

The customer can watch TV programmes of different video channels as per his liking while on the move.



Commercial information



New Customers:



On launch of the services 3G prepaid customers will be enrolled in a promotional plan.

• The SIM cost is Rs 59 and the First Recharge Coupon cost Rs 120. Free usage of Rs 20.

• Free video call for 50 minutes and free data usage of 25 MB .

• Tariff for Local voice call charges is as low as 30 p/minute and STD calls just 50p/minute.

• Tariff is so very low compared to regular 3G services. Video calls, one of the new features of 3G services, will also be as low as 30p/minute.

• The pre-paid promotional plan is offered to new 3G customer for a period of 2 months from the date of launch. Promotional tariff is valid for a period of 365 days from the date of activation of the connection by the customer.

Under Post paid, 6 different plans are available for the customer's choice to match his needs.



Existing 2G customers migrating to 3G:



BSNL is also allowing customers of 2G post paid and prepaid service to migrate to 3G prepaid/post paid plans of his choice free of cost.

• A customer switching over to 3G prepaid from 2G prepaid will be converted to 3G General Prepaid 120 Plan.

• At that time, balance amount will be carried over to his 3G prepaid account and validity restricted to 180 days.

• 2G customers migrating to 3G prepaid will be enrolled under 3G prepaid General Plan. These customers can avail the promotional plan /3G prepaid by using the STV 98.It has a free usage of Rs.19 and promotional tariff plan validity for Rs 365 days.

• 2G post paid customers have to pay only Rs. 25 per month extra over and above his monthly fixed charges of his chosen post paid plan to enjoy 3G services.

The existing 2G customers who are migrating to 3G can retain his telephone number while becoming a 3G customer.



For 2G customers who are having 3G enabled handsets, BSNL is planning to convert such customers into 3G class.

• The customer will remain in 2G plan for Voice and data services.

• He will be permitted to make video calls.

This is being done to enable 2G customers to have a feel of 3G services like video calls so that such customers can be induced to become regular 3G customers.

To cater to customers whose requirement in mainly data transfer exclusive data plans are on offer under post paid category.

• Data plan customers can make voice call, video calls etc and charges for the same will be as per a separate tariff structure. No extra charges need be paid for the facility.

• Prepaid customers can utilise data recharge vouchers to enjoy free data usage.

• The charge for data usage is only 1 paisa for every 10KB.

• Customers can use the trial pack (of data) to get a feel of the high speed data service to help them decide on whether to subscribe to data plans. As a promotional offer 6 GB download is allowed free (day time 1GB & night time 5GB)
