Recovery of TTA information

Sub: - Recovery of pay of TTAs due to unwarranted, unjustified, misguiding Clarification issued by BSNL Corporate Office to field units vide F No. 13- 2/2010-TE. Dated 20/08/10, Clause No.45 in regards Non Executive Promotion Policy.

With hevey heart I seek your kind attention to the above problem of recovery of pay of TTA cadre, due to the misguiding clarification issued by the corporate office vide the above said memo.



In response to this unwarranted clarification we have represented to the corporative office vide our letter dated 4/NU/CHQ/10 dated 27/10/2010 and 18/4/2011 requesting not to confuse the revision of pay scales of TTAs implemented as an anomaly settlement of 5th pay commission, with the up gradation under promotion scheme. We realized the gravity of repercussion of this misguiding clarification which can in-fact undue revision of pay scales given to TTAs, the Diploma Engineers. However the corporate office kept mum on their clarification and now the poor TTAs, THE MOST PRODUCTIVE CADRE OF BSNL has became the victims of a wrong clarification issued by the corporate office without applying their mind and one increment from their salary is being recovered while giving promotion under NEPP.



The pay scales of every cadre of BSNL were revised/up graded on 1/10/ 2000, but the above clarification says only about TTAs. Why such discrimination? Why other cadres are not given similar treatment? Is it because the TTAs are by and large not the members of BSNLEU, the representative union? The administration is showing a patrician attitude to TTAs, which is highly un-ethics and against the cardinal principles of justice, and is not expected from a model employer. It is not advisable to create more officials as enemies of BSNL; she can not bear it any more.



The copies of our earlier correspondence with relevant information are enclosed herewith for your ready reference for doing justice to the cadre of TTAs, who are suffering in all counts due to various reasons. Meanwhile, I request you to please advice the field units to keep the above clarification in abeyance and stop the recovery of pay, till a final decision is taken.
