Congratulations to Com. D. Ramesh KUMAR-SDE(GSM-MSC)-BSNL-Vellore-TN-inf. by Ashok Hindocha M-094262-54999


Comrade D.Ramesh Kumar, SDE (GSM-MSC), Vellore, TN, member of SNEA(I), contributed in a truly outstanding and exemplary manner by innovatively reconfiguring Nortel Switches to make then MNP compliant, thus saving about Rs 106, 29,00,000 (one hundred six cores and twenty nine lakhs)h that BSNL would have incurred on account of closure of 21 Nortel switches and consequent expansion of Huwaei/NSN switches to accommodate the diverted traffic. Even the vendor Nortel did not know how to deal with the issue.




As per the DoT guidelines, MNP had to be implemented in the entire Network before 31.08.2010. Vendor Nortel did not have any clue as to how to make its GSM switches operating in South and East Zoney MNP compliant, citing insurmountable technical issues. Caught in a serious situation of meeting the timelines of MNP switchover stipulated by DOT and TRAI, BSNL Co instructed field units to close Nortel switches and accommodate the traffic on Huwaei/NSN switches by expanding their capacities. Thus closure of 21 Nortel switches in South zone and expansion of Huwaei/Nortel switches became inevitable, and this would have meant an expenditure of Rs 24, 57, 00,000 on expansion of Huwaei/NSN switches to accommodate diverted and loss of Rs. 81, 72,00,000 because of closure of 21 Nortel switches.



Com D.Ramesh Kumar, SDE, Vellore MSC, realized incredibly huge loss that BSNL would have to incur on account of closure and expansion across South Zone and also the fact that BSNL would not be in a position to meet the timelines of DOT for MNP changeover. To tide over serious situation Com Ramesh started studying in depth applications available in the Nortel software to explore configuring Nortel switch and making it MNP compliant.



After tremendous effort and tireless persuasion and application, and without getting any meaningful support from vendor Nortel, finally Com Ramesh Kumar virtually created history, hitherto unknown in erstwhile DOT and BSNL, when he succeeded in configuring the Nortel Switch to make it MNP compatible. A long drawn battle, full of technical obstacles at every step of various call-type processing scenarios, SMS, CDR generations etc., was finally won. The entire innovative process conceived by Com Ramesh Kumar was explained at length in a high level meeting to senior management of BSNL as well as the representatives and custodians of Nortel switches in South who were completely taken aback after understanding the mechanism of reconfiguration making Nortel equipment MNP compliant.



It was an unbelievable breakthrough for Nortel representatives too who have since been in constant touch with Com Ramesh Kumar regarding getting feedback from him to introduce this innovative mechanism in other network elements of BSNL. Such an effort was completely missing in East Zone of BSNL where huge expenditure has been incurred by closing down Nortel switches and diverting traffic to Huawei/ NSN switches by expanding them. The end result of tireless perseverance and unprecedented commitment of Com Ramesh Kumar has been that all the 22 Nortel Switces in SZ are made fully MNP compatible without incurring any expenditure by the Company or suffering any loss.



What does he deserve? Extensive and focused specialized training that enables him to go deeper to explore and introduce innovative mechanisms in BSNL to encounter similar challenging situations. Will ITS dominated management ever send a promote person with such an outstanding innovative ability and incredibly huge contribution for such specialized training, oh no, not at all, they just cannot deprive an ITS officer of foreign training and instead send this promote genius for specialized training for that would be a crime against ITS fraternity, violative of caste, completely against ITS religion and that is what has precisely crippled the growth of BSNL.



However, Com Ramesh Kumar was appropriately and constantly motivated by Sri D. Sivaraj, Sr GM(NW-O) CM, Coimbatore and Shri R.Elangovan, DGM (MS), Vellore.
