MEMORANDUM FOR CONSIDERATION BY THE MANAGEMENT
COMMITTEE OF THE BOARD, BHARAT SANCHAR NIGAM LIMITED

Subject: Request transfer at own cost and transfers at
Company’s cost- review of guidelines
A. INTRODUCTION
------------------------
BSNL’s Employee Transfer Policy issued (no.6-1/2007-
Restg., dt.07-05-2008 read with modification dt.13-08-2008)
prescribes a 4-year post tenure in normal course but allows
request transfers at Company cost after two years in a post
[paras 11 and 6(c) respectively]. Request transfer prior to
completion of two years, in a post, is granted at own cost of the
employee.
To overcome the huge cost of frequent transfer as well as
to provide stability of services being offered by the Company, a
review of the conditions governing request transfers is
imperative. The understanding that has come out of
deliberations, in this regard, can be summarised as below:-
i) No request transfers to be entertained till three
years in a station. (excepting the tenure stations
which will continue to be governed by existing
guidelines)
ii) Request transfer after three years and before
completion of four years in a station to be at own
cost of the employee concerned.
iii) Request transfer after completion of four years in a
station to be at Company’s cost.

The above understanding does not seek to take away the
Company’s right to transfer any employee, at any time, in the
interest of service. Besides, the need of the hour is to reduce
cost and increase revenues, and, to that extent, high performers
in a post could be given extension beyond the post tenure on
their request, if any.
B. PROPOSED ACTION PLAN
--------------------------------------
In view of the position established in the preceding paras,
it is deemed appropriate to review the transfer guidelines to the
extent outlined below:-
i) No request transfers to be entertained till three
years in a station. (Not applicable for tenure
stations which will continue to be governed by
existing guidelines)
ii) Request transfer after three years and before
completion of four years in a station to be at own
cost of the employee concerned.
iii) Request transfer after completion of four years in a
station to be at Company’s cost.
In order to incentivize good performance, high performers
at any post/place may be considered for extension beyond
prescribed 4-year tenure, if requested by the executive.
Note:- The above proposals shall not affect the Company’s right
to transfer any employee, at any time, in the interest of service.
C. FINANCIAL IMPLICATIONS
---------------------------------
The proposal shall bring considerable saving to the
finances of the Company. There is no adverse financial
implication.
D. PROPOSAL FOR APPROVAL

The existing guidelines under BSNL’s Employee Transfer
Policy issued (no.6-1/2007-Restg., dt.07-05-2008 read with
modification dt.13-08-2008) may be modified to the extent
defined below:-

ii) Request transfer after three years and before
completion of four years in a station shall be done
at own cost of the employee concerned.
iii) Request transfer after completion of four years in a
station shall be ordered at Company’s cost.

at any post/place shall be considered for extension beyond
prescribed 4-year tenure, if requested by the executive.
Note:- The above proposals shall not affect the Company’s right
to transfer any employee, at any time, in the interest of service.
E. APPROVAL SOUGHT FOR
---------------------------------
The Management Committee is requested to consider and
approve the proposal as contained in Para ‘D’ above, by passing
the following resolution:-“ Resolve that the approval of MC be
and is hereby accorded for modifying the existing guidelines
under BSNL’s Employee Transfer Policy issued (no.6-1/2007-
Restg., dt.07-05-2008 read with modification dt.13-08-2008) to
the extent defined below:-
i) No request transfers shall be entertained till three
years in a station. (Not applicable for tenure stations
which will continue to be governed by existing guidelines)
ii) Request transfer after three years and before
completion of four years in a station shall be done
at own cost of the employee concerned.
iii) Request transfer after completion of four years in a
station shall be ordered at Company’s cost.
