21.11.2011: DHARNA on 22nd Nov.'2011: BSNL/MTNL Management has stopped repatriation of non-optee ITS Officers ignoring DoT repatriation order dated 03.11.2011. Also convinced DoT administration to retain them for next 4-5 months and during this period RRs of DGM/GM/CGM are being framed arbitrarily in such way that so these non-optee ITS Officers continue in BSNL/MTNL through back door entry.
BSNL/MTNL has sufficient absorbed Group 'A' HAG/SAG/JAG level executives to maintain the telecom operations of BSNL/MTNL but BSNL/MTNL Managements are not at all interested to entrust the responsibility to these absorbed executives, they are only interested to continue with these ITS Officers who are not at all willing to get absorbed in BSNL.
To protest against such unethical & conspired approach of BSNL/MTNL Managements, United Forum of BSNL/MTNL Executives Associations Call for DHARNA on 22nd Nov'2011 this has to be very successfully implemented. The future course of action programme plans will be communicated shortly.
All the CHQ Office Bearers, Circle / Branch Secretaries are requested to mobilize the members for active participation in DHARNA on 22nd Nov'2011.
21.11.2011: It is reliably learned that Management Committee of BSNL has approved E1 + 5 increments for the JTOs. who have joined BSNL after 1.1.2007 paving the way for settlement of pay anomaly for JTOs of 2007, 2008 batch. This is as per the proposal given by this association at all front and now the said proposal is sent to BSNL Board for final approval.

18.11.2011: All the CHQ Office Bearers, Circle /Branch Secretaries are requested to provide the list of regular DEs/EEs/CAOs/DGMs/GMs/PGMs/CGMs absorbed in BSNL including the number of DELs of SSA. Suggestions for clubbing minor SSAs should also be given to CHQ by Monday morning. It is urgently required to prepare the actual requirement of Sr. Executives in BSNL. <
18.11.2011:3rd Conference of RTOWA, Delhi on 18.11.2011 : GS attended and addressed the OPEN SESSION of the 3rd conference of Retired Telecom Officers Welfare Association - MTNL, Delhi (RTOWA) at New Delhi and appreciated their efforts for convincing DOT administration for Govt. pension to MTNL pensioners and its revision. He also discussed about phased repatriation of the deputationist officers from BSNL/MTNL which is adversely affecting the viability of BSNL/MTNL and appealed for their active support to United Forum agitation programme.
Shri Kuldeep Singh, CMD, MTNL and Shri S.P. Pachauri, Director (HR), MTNL in their address, said that they are trying to implement DOT orders dated 03.11.2011 of repatriation within a period of 3-4 months by recruiting executives at higher level, however CMD MTNL clarified that there will not be back door entry. Executives at higher level will be recruited from open market. Com. M.K. Bagchi, President, RTOWA, Com. S.S. Nanda, GS, RTOWA in their welcome address discussed the issues of MTNL Pensioners and assured their active support to BSNL/MTNL Executives Association struggle.
It seems that there is similar approach of BSNL Management too to take at least 4 months period to repatriate the deputationist officers from BSNL . But BSNL Management is trying to frame the RRs of DGM/GM/CGM level executives to provide back door entry to the ITS officers only after their technical or simple resignation from Govt. job, ignoring BSNL RRs. In this manner BSNL Management is allowing to continue the same ITS officers in BSNL through back door entry, which needs through discussions and the strategies, are to be finalised.
All the CHQ office bearers, Circle/Branch Secretaries are requested to provide their feed back immediately for further action.
18.11.2011: GS, President AIBSNLEA, GS, AGSs of SNEA(I) met Director(HR) & discussed about filling up of vacant DGMs/DEs & SDEs posts immediately in view of the requirement of the organisation. Director (HR) asked the solution of pending court cases on TES Group-'B' Seniority list. We requested that based on legal opinion & keeping some post reserve for some executives whose seniority is disputed in Court of law, the executives should be immediately be promoted as DGM to whom seniority is disputed. Director(HR) assured to examine the issue for an early action.
Similarly we pleaded that about 1800 DE(Regular) & about 1600 DE(Adhoc) vacancies are there, which can immediately be filled up since no litigation is pending & LDCE to fill up about 5000 TES Group 'B' posts should immediately be notified to fill up. Beside these LDCE quota post about 4000 vacant TES Group 'B' Seniority Cum Fitness quota post should also be filled up by holding DPC immediately. Director(HR) assured to look into the matter at the earliest.

17.11.2011: Meeting with Shri Milind Deora, Hon'ble MOSC&IT: GS. President AIBSNLEA, GS, AGSs of SNEA(I), GS/TEAM & GS/MEA of MTNL met Hon'ble MOS for C&IT Sh. Milind Deora & expressed their sincere gratitude & thanks for granting us meeting. We discussed with MOSC&IT the status of absorption process of Group -'A' officers in BSNL/MTNL and apprised MOSC&IT about sinister efforts and game plan of BSNL/ MTNL Managements to derail the process.
Hon'ble MOSC&IT appreciated our concern and sought our opinion about how the issue can be resolved. We explained the repatriation order of DoT issued on 03.11.2011 is not being implemented in true sense by BSNL/MTNL managements on the pretext that without the presence of ITS Officers it is difficult to run both the PSUs which is totally unfounded and misleading. We informed MOSC&IT that more than 54,000 absorbed Group-'A' and Group-'B' level executives are available in BSNL/MTNL to maintain flawless Telecom services & are committed to the growth of both these Companies. ITS dominated BSNL/MTNL managements have more trust on the deputationists instead of its own absorbed Group-'A' level executives due to their cadre affinity, we informed MOSC&IT. Even the charge on repatriation of some ITS officers have been given to the deputationist ITS officers instead of absorbed Gr A officers only who are ultimately going to be repatriated. This is deliberate conspiracy of both the managements to sabotage the process of repatriation, we further informed MOSC&IT.
Hon'ble MOSC&IT gave a very patient hearing fully understanding the implications of continuing duality on viability of BSNL/MTNL and mentioned that he is fully aware of the issue and assured he will try for early solution of the problem. MOSC&IT was fully convinced that BSNL/MTNL should have their own managements.
17.11.2011: GS, President AIBSNLEA, GS, AGSs SNEA(I) , GS TEAM (MTNL) & GS(MEA) MTNL met the concern officer of DoT and discussed the ongoing situation of ITS absorption issue in BSNL/MTNL. We expressed our serious resentment against the non implementation of DoT order dated 03.11.2011, which is adversely affecting the viability of BSNL/MTNL. On our query that whether DoT has revised the above order to stop further repatriation of deputationists. Concern Officers of DoT categorically mentioned that there is no change in DoT order and all deputationists are to be relieved compulsorily. It was informed that as per the BSNL/MTNL management feedback the existing executives are not interested to own the higher / additional responsibilities. On this we explained that it not true since the charge is not at all offered to them. They assured to look into the matter.

17.11.2011: : GS, AGS(C/E/Arch/TF) met PGM (BW) & discussed
1. DPC from JTO(C) to SDE(C) : We expressed our serious concern against delay in holding DPC from JTO(C) to SDE(C). PGM(BW) mentioned that gradation lists are awaited from CGM's and after receipt of gradation lists the process will be initiated. However, promotion order of 30 - 40 JTO(C) will be issued at the earliest on the basis of undisputed seniority list.
2. DPC from SDE(C) to EE(C) : We expressed our serious concern against delay in holding DPC from SDE(C) to EE(C). PGM (BW) mention that finalization of roster is pending and case has already been sent to CLO. After getting clearance of details from CLO, the process will be expedited.
3. Regularization of EE(C): We requested to regularize EE(C) at the earliest. PGM(BW) told that due to Hon'ble Patna CAT judgment the case of regularization of SE(C) is under process, and will be completed within a month. After that the process of regularization of EE(C) will also be initiated.
4. Request Transfer of SDEs(C) in reference of our letter dated 01.11.2011: We requested for issuing the request transfer of SDEs(C). PGM(BW) assured to look into the matter.

16.11.2011: Decisions taken in the JAC Meeting held on 16th November 2011: The meeting of the Joint Action Committee held on 16th November 2011 took very important decisions with regard to defending the BSNL and its workers. The meeting was presided over by Com. G.L.Jogi, GS SNEA. Com. V.A.N.Namboodiri, Convener, JAC reported about the developments after the last meeting held on 31st October 2011. The house was of the strong opinion that the non-opted ITS officers should be repatriated immediately. GS and President attended the meeting.
After thorough discussion, the following decisions were taken unanimously:
1. The deferred One Day Strike on the BSNL and Workers issues will now be organised on 15th December 2011. Some additions were made in the Charter of Demands already approved by the earlier JAC. The Strike Notice will be modified accordingly. Strike Notice will be served on 17th November.
2. In preparation for the strike and to give wide propaganda, massive rallies with maximum participation of workers will be organised on 8th December 2011 at all SSAs/Circles and Corporate Office. A memorandum on the demands raised in the strike notice will be submitted to the State Governors for onward submission to the Central government.
3. The JAC meeting decided to support and participate in the Dharna on 22nd November 2011 being organised by the United Forum of Executive Associations demanding immediate repatriation of non-opted ITS officers.
4. The JAC will meet the CMD BSNL, Secretary DOT and Minister Communications in order to get the repatriation of non-opted ITS officers at the earliest.
5. The JAC unanimously decided to participate in the Parliament March being organised on 25th November 2011 by the Central/State Government, Teachers, Railway, Defence, Postal employees as also Central / BSNL Pensioners against the anti-worker Pension Fund Regulatory and Development Authority (PFRDA) Bill presented in the Parliament. The meeting came to an end at 1830 hours after vote of thanks.

Kapil Sibal & expressed their sincere gratitude & thanks to him for vigorously re-initiating the process of absorption of ITS officers in BSNL/MTNL. Addl. Secy(T), DoT was also present in the meeting. We expressed our serious concern and anxiety against phased repatriation of deputationist officers from BSNL/MTNL, wherein the charge of deputationist officers is being further given to the deputationist officer only, who don't have any interest and commitment to work in BSNL/MTNL.
We apprised Hon'ble MOC&IT that more than 54,000 absorbed Group-'A' and Group-'B' level executives are available in BSNL/MTNL to maintain flawless Telecom services & are committed to the growth of both these Companies.
Hon'ble MOC&IT while appreciating and fully endorsing our concern mentioned that he is fully aware of the issue and its impact on viability of BSNL/MTNL. MOC&IT assured that Govt. decision will be implemented in its true spirit, and in no case the decision will be diluted.
We further apprised MOC&IT that BSNL/MTNL; ITS dominated Management is more committed to protect the interests of ITS Cadre rather than safe guarding the interests of growth and viability of BSNL/MTNL.
Finally, we solicited MOC&IT's immediate kind intervention to complete the absorption process as quickly as possible and he responded in an affirmative and positive manner.

14.11.2011: Meeting with PS to Hon'ble MOC&IT: GS, President and GS, SNEA(I) met PS to Hon'ble MOC&IT and apprised him about the ongoing process of repatriation. Wherein BSNL/MTNL managements are trying to derail the absorption process. We requested him to arrange a meeting with Hon'ble MOC&IT on this issue at the earliest. He assured for arranging a meeting with Hon'ble MOC&IT at the earliest.
14.11.2011:Meeting with Secy(T), DoT : GS, President and GS, SNEA(I) met Secy(T), DoT and thanked him for painstaking efforts of DoT in starting the process of absorption of Group -'A' officers in BSNL/MTNL in right earnest. However, we expressed our serious concern against phased repatriation of deputationist from BSNL/MTNL which will harm both the PSUs since the charge is being further given to deputationists only. BSNL/MTNL Managements are not taking immediate steps to fill up the vacant posts on account of repatriation and allowing unabsorbed officers to take additional charge. We also informed Secy/DOT that we do not trust the integrity of BSNL management because there is no dividing line between BSNL management and ITS.
Secy(T) categorically told that govt. is firm to complete the absorption process of Group-'A' officers in BSNL/MTNL within a suitable time frame wherein BSNL/MTNL has been directed to take adequate steps to maintain the services. He reaffirmed his faith and confidence in the existing BSNL's executives / non-executives to face the challenges.
On being informed about the reported efforts of deputationists to create legal complications to stall the absorption process, Secy/DOT categorically mentioned that already court judgment exists to repatriate all deputationists but govt. is taking a lenient view and has re-initiated the absorption process in the context of court judgment and long pending decision of government to end duality.
Secy/DOT clearly told that repatriation process will be completed in the shortest time frame and not even a single deputationist will be allowed to continue in BSNL/MTNL beyond transition time. Secy/DOT was categorical in mentioning that process which could not be completed in 2005 due to various reasons would be surely taken to its logical conclusion this time under all circumstances. He advised us to call upon all the BSNL/MTNL employees to fully concentrate on the growth of both these PSUs.
14.11.2011: Meeting with Addl. Secy(T), DoT: GS, President of AIBSNLEA and GS, SNEA(I) met Addl. Secy(T), DoT . Jt. Secy(T) was also present in the meeting. We expressed our serious concern against phased repatriation of deputationist from BSNL/MTNL and apprised him that BSNL/MTNL Management is not implementing DoT order of repatriation in true sense and spirit. Both the managements are safeguarding the interest of ITS officers rather than safe guarding the interest of BSNL/MTNL. On repatriation of deputationists from BSNL/MTNL no crisis are going to take place since sufficient absorbed Group-'A' & Group -'B' level executives are available to maintain the services and ensure growth of the Company, we informed Addl. Secy(T).
Additional Secy(T)/DOT and JS(T) clearly mentioned that Govt. is very firm to complete the process of Group-'A' officers absorption in BSNL/MTNL and no deputationist will be allowed to continue in BSNL/MTNL. Shortly the repatriation work will be completed and BSNL/MTNL Managements have already been directed to fill up the vacant posts on account of repatriation at their own through promotion/recruitment. Both the officers categorically stated that there is no basis to doubt the integrity of Govt. in this regard. DoT is closely monitoring the process to complete it as early as possible.
14.11.2011:CEC meet of Odisha Circle The 9th CEC meet of Odisha Circle was held in Sambalpur on 12.11.11. at 9:30 AM the flag was hoisted by Circle President Sri B. P. Mishra among all the CEC members and some members of host branch. It was followed by sky touching slogans: AIBSNLEA -Zindabad, 9th CEC- Zindabad, and BSNL- Zindabad. Com President gave a short welcome address to all. The meeting started at 10AM with welcome address by Com. Santap K Jena, Branch Secy- Sambalpur. He invited all the circle office bearers to start the CEC with thanks for the opportunity. Circle President welcomed all, agenda was approved, 2 minute silence was observed for departed souls, self introduction was made. The meeting was conducted as per agenda smoothly. All the Branch Secy. read out their reports. CS summed up all the points and then read out the CS report. It was passed with discussions on few points. Com. S. K. Dalai, CHQ-Adv gave the details of CWC Jabalpur and other current issues of CHQ. Besides the CS report, CS elaborated on VRS and ITS absorption issues. Finance Secy. read out the audited report for last 7 months. All the reports got passed with clapping of hands. The meeting was adjourned for launch break at 2.00 PM. GMTD SBP, DGM- SBP, B.Secy- SNEA were invited for the occasion, and they attended. The afternoon session started at 3:30PM, resolutions were adopted, vote of thanks was given by Com. N. Dandpat, ACS. The meeting ends at 4PM with National Anthem. President. CS, CHQ-Adv and B. Secy, SBP had a brief discussion with GMTD- Sambalpur on some local issues. <

BSNL Management is firm to sabotage the process of repatriation by freezing the process of repatriation. Comrades, get ready for do or die fight. We have to fight till each & every deputationist is repatriated.
Make Demonstration/Dharna at Corporate/ Circle/ SSA Hqs on 15th Nov.,11 and 22nd Nov., 11 respectively spectacular success and get ready for future struggle.
11.11.2011: Meeting with concerned officers of DoT dealing with absorption of ITS: GS, President AIBSNLEA, GS SNEA(I), President/TEAM and GS/MEA met concerned officers in DoT dealing with the absorption of ITS and requested their intervention to expedite the absorption process of ITS Officers in BSNL/MTNL. We expressed our serious concern against phased repatriation of unabsorbed ITS Officers from BSNL/MTNL and apprised them that BSNL/MTNL Management has a very calculated strategy in repatriating ITS Officers in a phased manner by giving sufficient time to invite litigations and thus sabotage the absorption process. Both the Managements are not at all interested to give responsibility to its absorbed executives because of very narrow considerations to safeguard the interest of the ITS Officers rather than safeguarding the interest of BSNL/MTNL. BSNL/MTNL employees need committed leaders and want immediate end of deemed deputation/foreign service to ensure viability of BSNL, we impressed, and assured the concerned officers that we will put in our very best efforts and work in a truly dedicated manner to provide uninterrupted services to our users.
Concerned officers categorically mentioned that Government is very firm to complete the absorption process and the unabsorbed Gr -'A' Officers are to be repatriated immediately to enforce the decision of the government on absorption of ITS. They reaffirmed and reiterated their confidence in the existing absorbed executives/non executives of BSNL/MTNL in providing uninterrupted Telecom services and ensuring growth of services. The officers also counseled that absorbed employees should rise to the occasion and work extremely hard to maintain network and provide quality services to users.
11.11.2011:Meeting with Director (HR): GS, President and GS SNEA(I) met Director (HR) and expressed our serious protest against framing of new RRs of DGM ignoring the existing BSNL MSRRs. We explained that the BSNL Management should immediately fill up all vacant DGM posts by holding DPC from 50% seniority cum fitness quota and 50% from MT quota. We clearly mentioned that any attempt to dilute BSNL MSRRs and to sabotage the carrier prospects of absorbed executives will not be accepted and against such discriminatory attitude Executive Associations will strongly protest. 11.11.2011: GS, President and FS met Sr. GM(Pers) and discussed about the repatriation of unabsorbed Gr- 'A' Officers. Sr. GM(Pers) mentioned that about 280 unabsorbed ITS officers have been repatriated and process will continue in next few days also. We pleaded that on repatriation of unabsorbed Gr-'A' Officers the existing absorbed Gr-'A' Officers should be given the charge instead of giving charge to deputationist. Sr.GM(Pers) mentioned that already instructions have been given to Circle Heads in this regard.

08.11.2011:Status on ITS Absorption:GS, President and GS, SNEA(I) along met concerned officers in DOT dealing with the issue of absorption and requested them to be tough on the issue and not be carried away by false opinion of BSNL management that BSNL will collapse in the event of repatriation of ITS. Further, we apprised them that no CPSU has a borrowed management structure and continuance of such a mechanism in BSNL for eleven years has pulled down BSNL to present position. Cries of Crisis, crisis, crisis by BSNL management are nothing but a deliberate strategy of BSNL management to protect ITS and allow them to continue in BSNL illegitimately. Very tough and unwavering response is needed from DOT to conclude this issue which is extremely vital for viability of BSNL.
Officers dealing with absorption indicated that government is very firm and means business in real terms. Government is not going to yield to the pressure tactics of BSNL management and will ensure that in a phased manner each and everyone not opting for BSNL will be surely repatriated.
We understand that absorption process is being implemented in a phased manner and CMD has given commitments to DOT about definite time frame in which the process will be concluded.
In the meantime, to register our strongest protest against BSNL management for its insistence on completing absorption in a phased manner, we are planning to hold a massive rally at Delhi along with our MTNL Comrades on the day orders to complete absorption in a phased manner are issued. We are determined to fight it out this time till such time each and every ITS officer not opting for BSNL is repatriated to DOT. We appeal to our Comrades throughout the Country to be fully ready to fight this war like situation. We commit to our comrades that we will not sit back till our goal of repatriation of ITS who have been continuing illegitimately in BSNL for six years is accomplished. Be ready for a do or die fight to save our beloved company.
Dilution of BSNLMS RRs: Some officers who were relieved from DOT unceremoniously for their complete negative role while our time bound promotion policy was being finalized and are now finding a place in the committee constituted to finalize RRs for recruitment of DGMs/GMS and CGMs are trying to dilute existing BSNLMS RRs by diluting the provisions contained in the RRs for promotion to DGMs through seniority cum fitness and through competitive means as MTs. We understand that this officer having an extremely established negative track record is framing RRs for outside recruitment of DGMs by deciding eligibility conditions in a manner to exclude every absorbed executive in BSNL from becoming DGM and in the process completely diluting the provisions of BSNLMS RRs as far as promotion to DGM is concerned.
We have to launch immediately massive country wide protests against constitution of committee comprising deputationists having no stake in the company. Foreigners cannot decide RRs for recruitment of DGMs/GMs/CGMs in BSNL. It is condemnable on the part of BSNL management to constitute committee to finalize RRs comprising of those who have decided not to opt for BSNL. When more than 300 absorbed Gr A officers in the rank of Executive director, CGMs and GMS are available, it is ridiculous on part of BSNL management not to include a single officer from the huge pool of absorbed officers available. Intentions of BSNL management by constituting committee comprising of those who have opted for DOT are very clear.
Comrades get ready to expose fully the sinister designs of BSNL management to inflict damage on our career growth as well as that of the Company. Make elaborate and extensive organizational preparations to expose ulterior motive of BSNL management on the streets.
|08.11.2011:GS, President and GS, SNEA(I) met concern officers of DoT Absorption Cell and discussed about the implementation of DoT OM A-11013/33/2011-Absorption Cell dated 03.11.2011 regarding absorption of Group 'A' Officers in BSNL/MTNL. The concern officers categorically told that DoT has already issued the above said order and now BSNL Management has to implement it. They further mentioned that no change/modification in the order is under consideration to DoT. BSNL Management has also endorsed the above said OM of DoT to Circles for its implementation. At CHQ Level, we are making sincere efforts for its full implementation. All the Circle/Branch Secretaries are requested to be vigilant and keep in touch with CHQ.|

01.11.2011: GS, President met PGM(FP) and discussed
(a) DPC from AO to CAO: We expressed our serious concern against delay in filling up the vacant CAOs posts. PGM(FP) mentioned that the proposal to initiate DPC from AO to CAO was sent to competent authority for approval but competent authority desired to discuss the matter & shortly the proposal will be discussed.
(b) DPC from CAO to DGM(F) [ Left out cases] : We requested to expedite DPC from CAO to DGM(F) [Left out Cases]. PGM(FP) mentioned that about 20 cases are clear but on the request of on CAO of UP(E); ST-SC Commission Lucknow has advised to examine the case of the said CAO & thereafter only the promotion order can be issued. Matter is under active consideration.
(c) Transfer of AOs: We requested for early issuance of AOs tenure / request transfers since the proposal has already been approved by the competent authority. PGM(FP) assured an early action in this matter.
(d) Consideration of request / tenure transfer of DGM(F): PGM(FP) informed that the proposal of request /tenure transfers of DGM(F) was processed for approval to the competent authority but the competent authority has advised to wait for some time.

(a) We felicitated CMD BSNL on behalf of our CWC Meet, Jabalpur held on 19th & 20th Oct'2011 since he could not attend it due to his busy schedule at New Delhi Click Here for <
(b) ITS Officers absorption issue: We impressed upon to end the deputation in BSNL. CMD explained that absorption process of ITS officers has been re-initiated and he has categorically told that this time govt. has decided to complete the process. ITS officers should exercise option for BSNL to end duality. Officers should have commitment for BSNL. BSNL will regain its old glory. If someone feels that BSNL will not turnaround, they should immediately quit BSNL. He opined that good number of ITS officers will exercise the option for BSNL. However, in case of shortage, we will promote our own executives and will recruit some required executives from open market. He appealed us to keep ready to face any challenge in the days to come.
(c) VRS: On VRS issue, CMD explained that BSNL Board has already decided to bring VRS and proposal has been sent to DoT for financial support & approval. DoT is examining the proposal and in case govt. approves, it will be implemented. He further mentioned that in case govt. don't approve VRS proposal than BSNL has to decided its own ways & means to turn around the company by increasing its customer base and revenue.
31.10.2011: Decisions of the JAC meeting held on 31st October 2011:A meeting of the Joint Action Committee was held today, 31st October 2011 presided over by Com. Prahlad Rai, GS AIBSNLEA. Com. V.A.N.Namboodiri, Convener, JAC, briefed the house about the developments after last meeting.
The main agenda was the one day strike given notice for 10th October and deferred for bringing wider unity for struggle. NFTE and FNTO have been contacted in the mean time for united struggle.
After detailed discussion on all the relevant issues, the following decisions were taken:
1. Considering the viewpoints expressed by the unions and for bringing wider unity for struggle and further to organise the strike with full preparation, the JAC decided that the deferred one day strike be organised by the middle of December 2011.
2. The strike will be one day strike as decided earlier.
3. In between, discussion will be held with NFTE / FNTO for a suitable date.
4. An appeal to the Members of Parliament will be prepared by JAC which will be sent to the lower levels to contact the Parliament Members in their constituency and seek support from them for taking up in the Parliament.
In the meantime, hectic campaign for strike should be organised at all levels.
