Your enthusiasm and your love for the blog and its various manifestations, your impatient queries and your keenness in all that I do, was most endearing. Stay well and safe … and in happiness !!
So … I came in here early morning to Kolkata for the promotions of ‘Aarakshan’ and went drove straight to the press conference in the Park Hotel - a hotel on the most exciting street of urban Calcutta then in the 1962’s and on. This Hotel was built in front of our eyes in those early days. Its ground domain was the more popular area in those heady days of the very first job and freedom. Trinka’s, Moulin Rouge, Mocambo, Blue Fox, Flurys … the list was endless … all in one row all within hopping distance of each other, all our evening haunts after office. The Sunday Jam Sessions in Trinka’s being the prime destination and one where it would be difficult to get even standing space. It was a carefree spirit, a spirit of doing what one wanted to and wherever, with the simplicity of being one of the others.
And today as I drive in with a convoy of staff and security and am taken up to my room before the conference, I look out of the window and find myself staring at the street in front of me - Russell Street and a little further down the Clacton Apartments, where six of us shared one room - 10′x 12′ and had the happiest moments of our stay in this wonder city. During the 7 years that I spent here in Kolkata, did I ever imagine that I would find myself in such a situation 40 years down the line ? The answer is an emphatic no ! But fate is a frightening thought. It mitigates all else and positions one in circumstances that one would never even have imagined !!
The conference went well, the exit a bit enthusiastic and boisterous, but all in all satisfying. Next stop St Xaviers College, the most prestigious and renowned academic location in the entire eastern region of this state and country. Star News was doing a study of the moment with discussion and debate and filming it as part of a relay in the days to come.
The enthusiasm and passion that a Kolkatan possesses is their most vocal quality and they exhibit it with great freedom towards their celebrities. Thank you Kolkata for your great love for us mortals and for bringing back to me the most wondrous nostalgia of the past , the city itself …
There is such a flood of material and emotion that flows through as I sit and reminisce those glorious days of the past. Time is short yet again today and I shall elaborate on some other day. For the moment though I shall leave you with just my signature and the hope of being with you again soon ..

Subject: “Longer duration Payment options” to the Broadband customers across all the Postpaid Broadband
Plans – reg.
Currently annual payment option facility is available to Broadband customers across all Broadband plans,
under which ten (10) months Fixed Monthly Charges are levied against twelve(12) months if the payment is made
at a time in advance.
2. It has been decided by the competent authority to allow longer duration payment option facility in
addition to the existing annual payment option facility, to the postpaid Broadband customers as under:
I. Two years payment option facility: - By levying Fixed Monthly Charges of eighteen (18) months only
against 24 months (Two years FMC) if the payment is made at a time in advance by a Broadband customer.
II. Three years payment option facility: - By levying Fixed Monthly Charges of 24 months only against 36
months (three years FMC) if the payment is made at a time in advance by a Broadband customer.
3. The above ‘longer duration payment option facilities shall be available across all the postpaid Broadband
plans for existing as well as prospective broadband customers.
4. The committed period for free modem across different Broadband plans shall remain unchanged as contained
in existing orders in respect of above longer duration payment options.
5. All other relevant terms and conditions as per existing orders shall remain unchanged
6. These instructions shall be effective from 01-07-2011 and may be brought to the notice of all concerned for
necessary action.
7. This circular is issued based on the approval of Competent Authority in Broadband cell file No. 64-03/08-
BB/Pt.3. For any clarification/correspondence, in this regard, matter may be taken up with Broadband Section,
BSNL Corporate Office, Janpath, New Delhi-110001 (Tel. No. 011-23322064 and Fax No. 011-23734052).

NEW DELHI: Telecom Commission, the decision making arm of the Department of Telecom, today cleared the Rs 20,000-crore project to provide broadband connectivity to all villages in the next three years.
"The Telecom Commission has approved the project that will be funded through the Universal Service Obligation (USO) Fund. We will take the proposal to the Cabinet soon," Telecom Minister Kapil SIbal told reporters here.
The objective of the scheme -- National Optical Fibre Network -- is to extend initially the existing optical fibre network which extends up to districts Head Quarters/Block Head Quarter level up to gram panchayat level by utilising USO Fund.
"The cost of the initial phase of the scheme is likely to be in the region of Rs 20,000 crore. Similar amount of investment is likely to be made by private sector complementing the infrastructure while providing services to individual users," he said.
The broadband project will initially be executed by state owned Bharat Sanchar Nigam Limited (BSNL) and other institutions like RailTel, he said.
"If necessary, at a later stage, we will involve the private sector also to ensure that the project is completed within the stipulated period of three years," Sibal said, adding that this would help in brining in e-education, e-medicine and e-governance.
As per a study conducted by the World Bank, with every 10 per cent increase in broadband penetration, there will be an increase in GDP growth by 1.4 per cent, Sibal said.
"This is a historic step... we will take it to Cabinet and complete the project within three years," he added.
Asked about the USO Fund's corpus, Telecom Secretary R Chandrashekhar said the current corpus is about Rs 15,000 crore and it gets up to Rs 6,000 crore in its kitty every year from the operators.
He also clarified that no other project relating to voice telephony under USO Fund would be sacrificed due to National Optical Fibre Network scheme.

Within a month of Telecom Ministry reviewing performance of loss-making PSU BSNL, some circles, including Maharashtra and West Bengal, have started showing improvement.
"Out of the 24 circles a few of the circles have already started showing good performance on gross revenue basis between the range of 14% to 18%. West Bengal is showing a growth of 18%, Maharashtra is giving returns of 15.5%, and Orissa and UP areshowing growth of 14%," a senior DoT official said.

Earlier Telecom Minister Kapil Sibal had said that the organisation must have targets for circles according to which if the officials don't perform, they will be transferred out while those who meet the targets will be rewarded, like given a posting of their choice.
Department of Telecom (DoT) started reviewing performance of all 24 circle heads of the service provider on monthly basis, after a decision to adopt revenue monitoring criteria for reviewing a commercial organisation like BSNL.
BSNL provides telecommunications and related services in 20 of the country's 22 telecom service areas. The PSU, once the country's flagship telecom company and which posted a net profit of over Rs 10,000 crore in 2005-06, reported a net loss of Rs 1,823 crore on revenue of Rs 32,046 crore in 2009-2010. It is also likely to report losses for the financial year ended March 2011.
"Still there are circles, including Uttaranchal, North East, Punjab and Haryana, which are still not performing well and they have to tighten up their belts or else be ready to face the music," the official added.
In terms of mobile subscribers, BSNL has been relegated to the fifth position from the second rank it held just a few years ago since the company has failed to match the competition from private players like Bharti, Vodafone, Idea and Tatas.
Earlier, DoT had instructed BSNL directors in all the 22 territorial circles to mop up monthly revenues by 25%, failing which strict action will be taken against them.
Under the revenue maximisation strategy, BSNL's circles have been divided into three-revenue wise categories, including those with less than Rs 1,000 crore revenue, those with Rs 1,000-2,000 crore revenue and circles with revenues in excess of Rs 2,000 crore.
The company in its projection to Board for Reconstruction of Public Sector Enterprises (BRPSE) had informed that it expects to turn profitable in the fiscal ending March 2013, but projects a net loss for 2010-11 and the ongoing year that began on April 1.
It expects a net loss of Rs 2,725 crore on revenue of Rs 31,738 crore in the fiscal year ended March 31, 2011. In 2011-12, the loss is expected to narrow down to Rs 623 crore on revenue target of Rs 36,569 crore.

NEW DELHI: India will resolve all pending issues related to the telecom sector by October and also develop its own telecom security protocols and equipment testing facility , communication minister Kapil Sibal said on Thursday. The 14-player telecom industry is waiting for several issues to be sorted out, including spectrum allocation, licensing , tariffs, pricing, spectrum sharing and trading, rollout obligations and mergers and acquisitions norms. A new telecom policy, anticipated to bring more clarity, is also expected to come out before the year-end .
In a related development, the government clarified that it was not collaborating with Chinese telecom gearmaker Huawei to create a facility that will test all mobile networks imported into the country, as a one-stop solution to address all security concerns. "We are not collaborating with any company to set up our testing laboratory. IISc has already set up the same as part of old pilot project, wherein all the equipment and software is theirs," Sibal said.
"The proposed centre would formulate standards and policies, provide facilities for testing, validation and security certification for various network elements to ensure networks are secure and less vulnerable to internal and external threats," Sibal said in a statement. An MoU was signed between Indian Institute of Science (IISc) Bangalore, and Huawei on June 15, to provide documentation, expertise, methods and standards for studying telecom equipment.
Sibal said the government was keen to create the testing facility since private service providers had deployed 70-80 % of imported telecom equipment. He added that IISc had approached several vendors including US-based Cisco, Juniper and Avaya to share internal details of their telecom equipment like detailed design document and internal architecture, critical for testing. Huawei was previously disqualified from several tenders of BSNL despite being the lowest bidder by a huge margin due to security concerns.
Early last year, India's interior ministry had refused to clear telecom equipment contracts worth hundreds of millions of dollars allotted to Chinese firms - Huawei and ZTE - for a six-months period, on fears that these companies had capabilities of installing spyware and malware that could monitor voice and data traffic and disable networks. As per decision of the Steering Committee of United Forum meeting held on 25.06.2011 a detailed Memorandum on some of the pressing issues of BSNL employees has been submitted to Director (HR) on 28.06.2011. The United Forum has decided to go on trade union actions if the issues are not settled within a reasonable time.

Circle and District Secretaries to note please:- It has been reported in the National Steering Committee meeting of the United Forum held on 25.06.2011 that the Steering Committees have not been formed in many circles and districts. This is total dereliction of duty on the part of the concerned Circle and District Secretaries. Steering Committees should be immediately formed wherever it is not formed so far. The Steering Committees should meet at least once in three months. All nominations for Local and Circle Councils should be sent to CHQ, only after approval of the concerned Steering Committee.

BSNLEU and the United Forum have continuously been demanding that Child Care Leave should be introduced in BSNL, on the same pattern that has been done in the Central Government departments. The issue is taken up in the previous National Council Meetings also. Again the issue is taken up and discussed in the National Council meeting held on 24.06.2011. Chairman of the National Council informed that the Management Committee has already taken a decision to implement Child Care Leave without pay. This was strongly protested by the Staff Side. The Staff Side demanded that Child Care Leave should be implemented with full pay. Chairman agreed that the strong views of the Staff Side would be conveyed to the Management Committee / BSNL Board.

The govt. has launched another attack on the common people of the country. The prices of kerosene, diesel and LPG have been sharply increased. The price of diesel is raised by Rs.3/- and the prices of kerosene and LPG are raised by Rs.2/- and Rs.50/- respectively. The increase in the prices of diesel, kerosene and LPG is going to result in the price increase of all the essential commodities. This is turn, will further increase the inflation. This attack of the UPA govt. on the common man should be protested in all possible manners. BSNLEU severely condemns this atrocious price rise and demands that the same should be withdrawn.

The performance of BSNL continues to be a cause for serious concern. In the month of May total GSM connections given in the country are 95 lakh, while the GSM connections given by BSNL stand at 4.7 lakh only. Similarly, as per TRAI statistics, the Revenue Market Share of BSNL is reduced by 1.6% in the financial year 2011.

[18.06.2011]JTO LICE to be held soon : - After the pronouncement of judgement by the Hon’ble CAT, Ernakulam Bench, BSNLEU has been consistently urging upon the management to hold the JTO LICE without delay. As a result of this, BSNL management is taking expeditious measures to hold the exam. Notification for the exam is likely to be issued soon. Qualifying service for writing the exam will be 7 years, which is an achievement of the BSNLEU. Similarly, the demand of the BSNLEU, that the vacancies up to the year 2011 should be notified for the exam, has also been accepted by the management.

More skeletons are tumbling out of the cup board of the UPA govt. led by Manmohan Singh. The latest case is the misuse of power by Central Minister Dayanidhi Maran. Only recently the allegation of misuse 323 BSNL lines by the Sun TV, which was facilitated by Dayanidhi Maran, has surfaced. Again another allegation of misuse of authority by him has come. The former owner of Aircel, Sivasankaran has alleged that he was arm twisted by Dayanidhi Maran to sell shares to the Maxis, which is a Malaysian company. It is reported that CBI has recorded the statement of Sivasankaran. The allegations against Dayanidhi Maran are serious in nature. Hence, in all fairness, Dayanidhi Maran should quit his cabinet minister post to facilitate a fair and free investigation.
[08.06.2011]Approval of amendment to constitution by the Registrar of Trade Unions.
The Thiruvananthapuram All India Conference, amended the Union constitution, to raise the union monthly subscription from Rs.15/ to Rs.20/. However, this has not come into force for want of approval from the Registrar of Trade Unions. General Secretary and other Office bearers of the CHQ are in constant touch with the office of the Registrar of Trade Unions. Inspite of this, approval could not be obtained mainly because of the fact that the concerned Deputy Registrar of Trade Unions went on long leave. He has since joined duty and CHQ is hectically trying to get the approval done.

[31.05.2011] Customer Delight Month extended for June, 2011
The National JAC in its meeting held at New Delhi yesterday (30.05.2011) has decided to extend the “Customer Delight Month” for one more month, i.e. for the month of June, 2011 also. Already we are getting very good report from various circles regarding the successful implementation of the Customer Delight Month. Grass root level workers are being involved in the improvement of quality of service as well as improvement of customer relation. National JAC leaders have visited the circles of Himachal Pradesh, Punjab, Haryana, Gujrat, Rajasthan,UP (West), Uttaranchal and Madhyapradesh to motivate the workers for the successful implementation of Customer Delight Month. Shortage of materials for maintenance of service has already been taken to the notice of the top management and necessary redressal measures are being taken up. Under these circumstances, comrades are requested to ensure a full-throated implementation of the Customer Delight Month in the month of June, 2011 also.

A meeting of BSNLEU was held at 26.05.2011 at Dimapur (NE II) under the presidentship of Com. J.C. Nath. A large number of workers participated. Coms. M.B. Singh, CS, NE II, Bijoy Deka, CS, Assam, Gulapi Singh, Asst. Treasurer, CHQ and Arup Bargohain, CS, BSNL C&CWF addressed. The main issue focused was about the regularization of the left out casual labour in the circle.
Com. V.A.N. Namboodiri, President, BSNLEU spoke with regard to the urgent necessity of improvement BSNL services and other issues raised by the speakers. He explained the present position with regard to regularization of casual labour and issues of contract workers.

JAC, Uttaranchal organized a meeting on “Customer Delight Month” at Dehradun on 27th May, 2011. The meeting was presided over by Com. P.B. Dhobal, Circle President, BSNLEU, Uttaranchal circle. Com. Joy Bikram Singh, CS, SNEA and convener of JAC, Uttaranchal welcomed all and gave introductory speech. Coms. P.C. Kandpal, CS, BSNLEU, K.N. Sharma, ACS, AIBSNLEA and others spoke. Com. Swapan Chakraborty, AGS, BSNLEU highlighted and explained the points on Customer Delight Month and appealed to all participants to implement the programme successfully as called on by JAC. Com. Devesh Sharma, Organising Secretary (N), AIBSNLEA also participated. Shri P.K. Gupta, CGM, Uttaranchal alongwith 3 other GMs participated in the discussion on behalf of the management. Apart from circle executive committee members a good number of District Secretaries and Branch Secretaries of BSNLEU also attended the meeting. JAC, Uttaranchal took the programme seriously and started the work for successful implementation of the programme.

Awards were given yesterday (26.05.2011) for the circles that have given best performance. In a function held at Bharat Sanchar Bhavan, the awards were given away by the Hon’ble MOC & IT, Shri Kapil Sibhal. In the large circles category, Karnataka got the award. Chennai circle was awarded in the medium circles category. Orissa and Himachal Pradesh circles were given the award in the small circles category. All these circles have generated more revenue in the financial year 2010-11, compared to the earlier year. CHQ heartily congratulates the officers and workers of all these circles.

In continuation of the discussion held with the management on 26.04.2011, on our demands for modifications to NEPP, the representatives of BSNLEU presented a detailed note to the BSNL management on 25.05.2011. Com. P. Abhimanyu, GS, Com. P. Asokababu, Dy. GS and Com. Swapan Chakraborty, AGS, presented the note to the Sr.GM (Estt.) and insisted for the acceptance of the modifications without further delay. They also insisted for the early introduction of the NE 12 scale, as per the suggestions already given by BSNLEU.
