[30.07.2012General Secretary met Director (CFA)
Com. P. Abhimanyu, General Secretary, met shri N.K. Gupta, Director (CFA) and discussed about the outsourcing of the activities connected with Land Line and Broadband enquiry, complaint booking etc. in Chennai and Gujarat circles. The General Secretary opposed the decision of the Management to outsource these activities and demanded that the BSNL staff should continue to do these works. The General Secretary also requested the Director (CFA) to expedite the supply of the CLIP instruments, modem, cables etc, to improve the quality of the services and also to garner more land line and broadband customers. The Director (CFA) assured to do the needful.

Com. P. Abhimanyu, General Secretary, met shri A.N. Rai, Director (HR) and expressed his concern in the inordinate delay in the approval of 78.2% IDA fixation issue, by the Management committee. Director (HR) assured that the issue will be placed before the M C meeting to be held this week and thereafter, it will also be placed before the Board meeting, to be held in August. Director (HR) also informed that the DoT, in it’s letter, has informed that BSNL has no power to take decision on the pension aspect, in the matter of 78.2% IDA fixation

[28.07.2012]New norms to bring down radiation from towers and hand sets
Radiation from cell phone towers as well as from hand sets causes health hazard. Hence, the DoT has framed new radiation norms, which will come into effect from 1st September, 2012. According to the new norms, the cell phone operators have to reduce the radiation from towers by one-tenth of the existing permissible limit. Similarly, radiation from mobile phones will have to be reduced by 50 percent of the existing norms. DoT will give the operators time till September 2013 to comply with the new norms.

[28.07.2012]Dayanidhi Maran got Rs.550 crore bribe in the Aircel-Maxis deals – says CBI
The Central Bureau of Investigation (CBI) is poised to file a charge-sheet against DMK leader and former telecom minister Dayanidhi Maran and his brother Kalanithi Maran, for allegedly receiving Rs.550 crore as bribe for their role in the acquisition of Aircel by Malaysia-based firm Maxis. The CBI has almost concluded investigations in the Aircel-Maxis case and has claimed illegal gratification was accepted by Dayanidhi through Kalanithi Maran, in the garb of premium share investment in family-controlled Sun Direct. 

As telecom minister, Dayanidhi Maran delayed grant of licences in 7 telecom circles to Aircel and other approvals, on “frivolous grounds”, to force Aircel to exit from telecom business. Kalanithi & Dayanidhi Maran intervened actively to restrict business interests of Aircel owner C Sivasankaran to facilitate takeover by Maxis. After Aircel was taken over by Maxis, “undue favours” were shown to the latter – all part of a plan by Dayanidhi in UPA-I. As quid pro quo, Dayanidhi accepted ‘illegal gratification’ of Rs.550 crore through his brother in the form of premium share investment in Sun Direct, which is run by the Marans.                       [Source: Times of India 27.07.2012] M-09426254999

Subject: Provision of In-Service training to BSNL officers/officials - regarding
Imparting in-service training and improving the skills of staff is a continuous
process in any organization. In BSNL also,  various in service training programmes are
being offered by our training centers on different subject including technical, finance &
management. In addition to these regular courses, vendor based technological training, on
the newly inducted equipments is also being imparted as and when such equipments are
Time to time, the field units have been asked to identify their training needs for their
staff and to communicate to their respective training center for optimum
planning/conduction of training courses.
Off late, it has been felt that the skill up gradation aspects of our officers/officials
have taken a back seat to some extent. Partially it is a reflection of our tight financial
position, perhaps compelling our field units to cut down on expenses, especially on TA/DA
of staff, thereby restricting their deputation for training centers. This is quite
It is an acknowledged fact that under  any financial constraints, organizations’
normally tend to cut down their expenses on HR, as these are long gestation investments
and other operational exigencies take precedence.
It is with this background, this note calls for personal attention of our Heads of
Circles. We may please appreciate that regular updating of skill sets of our employees –
through training/exposure/workshops etc is indeed an operational necessity, which if not
addressed in a regular focused manner will gradually erode the resourcefulness of our
manpower, leaving the organization face a vacuum of technical competence.    BSNL being
into a highly evolutionary telecommunication domain, just can’t afford to loose sight of this
critical aspect. We need to remain extremely sensitive to proper, timely & regular training
of our employees
We are conscious of the fact that BSNL is passing through critical times and a lot of
constraints are being faced by the administration. It accordingly becomes of critical
importance that we put our best efforts in devising innovative means to continue with skill
up gradation process of our employees, with minimal/optimal financial implications.

We re-iterate that following modes of training delivery can be suitably adopted, for the
benefit of employees and the organization.
1 Field Training
Either through a faculty member of a training center or
some local expert. Employees do not move to training
centers, but get to update their skills, at minimum
disturbance. Suitable areas of training can be chosen by
field units
2 Field Training
Same as above, except that the faculty delivers through
web, instead of moving to training place.    Good for bigger
cities where such facilities can be made operational.
Training center can be the nodal points for such
3 Technical
These can be arranged at field level or at nearby training
centers – on topics which are considered relevant by field
units. Experts can move from training centers or local
expertise can also be utilized.
4 Equipment
Such select staff who is working/likely to work on the
equipment, may be sent to training centers where such
facilities are available. Here,  staffs do move to training
centers, but return with better operational efficiency.
5 Train–The–
Some chosen local officers can be sent to training centers to
learn such topics which they can deliver back to their local
colleagues. This will also expand our pool of trainers.
We urge that due consideration may please be given for the aspect of training and efforts
be made to make the officers/officials well versed with the new technology for the benefit of
the organization. Support from this office, in this regard, can be sought any time.

Freedom Fighter Captain Lakshmi Saghal expired

Comrade Captain Lakshmi Saghal, veteran freedom fighter and CPI(M) veteran,  passed away today ( 23rd July ) at Kanpur  at the age of 97. She was ailing for a few weeks.
Captain Lakshmi was born as  the daughter of freedom fighter Ammukkutty Swaminathan and B.Swaminathan in 1914. After   passing MBBS  from the Madras University, along with medical practice she involved in the freedom movement. She went to Rangoon and joined the Indian National Army (INA) of Subhas Chandra Bose and was the captain of the Rani Jhansi Regiment which marched to India for fighting the British. She was captured and almost killed. She headed the medical treatment to the thousands who were wounded in the war.
After marriage with INA leader Prakash Saighal, who was also in INA. Later she settled at Kanpur along with her daughter Com. Subhashini Ali, who is the Central Committee Member of the CPI(M) and also a former MP. She continued to serve the public in her clinic at Kanpur for decades till she fell sick a few weeks back.
Captain Lakshmi was a leader of the women's movement and was a top leader of the CPI(M). She was the Presidential Candidate of the Left parties in 2002. She was awarded  Padma Vibhushan in 2008.
I had the chance to meet her and speak to her a few times when I went to her house at Kanpur and also at the Party Congresses/conferences. She used to talk to me  in Malayalam on those occasions which was very encouraging to me.
Her passing away is a great loss to the CPI(M), the Left, the women's movement and all progressive forces. She was one of the freedom fighters still left amongst us. She was an inspiration to thousands for her selfless service to the nation and the Left movement. Her life story is the history of a valiant freedom fighter and a social workers who till her death served the public in her clinic.
I express my deep grief and convey heartfelt condolences to Com. Subhashini Ali, other family members, comrades and friends in their great loss.  Red salute to Com. Lakshmi Saighal! M-09426254999

Yesterday (20.07.2012) Com. P. Asokababu, Dy.GS and Com. S.C. Bhattacharjee, Treasurer met Director (Finance), Shri K.C.G.K. Pillai and requested for granting exemption from appearing in the concerned paper where in the candidate got qualifying marks. The Director (Finance) agreed to examine this request.

(A provision is already there for exemption for the paper where the candidate got 60% in the previous exam. If any circle has got any doubt in this regard, it can be clarified from the Corporate Office). 

The notification for JAO Part-II exam with old syllabus will be issued shortly.

GS met Shri A.N. Rai, Director (HR) yesterday the 18.08.2012 and enquired about the status of the implementation of the 78.2% IDA fitment issue. Director (HR) informed that the Management Committee note on the issue is finalized and will be placed for the approval of the MC next week. Since no meeting of the Board of Directors will be held this month, the issue will placed for approval in the meeting to be held in August.

Com. P. Abhimanyu, GS, met the CMD today the 18.07.2012 and discussed several issues. He requested the CMD to intervene and settle the unjustified transfer order issued to the District Secretary and also other active members of BSNLEU at WTP. CMD assured to take positive action. The GS also requested the CMD to ensure approval of the NE-12 pay scale as well as the holding of a pre-qualifying screening test for the TTA LDCE, in the forth coming meeting of the Board of Directors. CMD assured that the same would be done.

The US President, Barak Obama has critised that India is prohibiting foreign investments in many sectors, including the retail trade. Due to stiff opposition from the people of India, and especially from trade unions, the UPA govt. is not able to allow foreign investments in many sectors. Due to this Multi National Companies are unhappy. Hence, Obama has openly told that India should allow foreign investments in key sectors without any restriction. What Obama says is not in the interest of India, but in the interest of Multi National Companies.

The Circle Conference of BSNLEU, Jharkhand Circle was held at Ranchi on 14th and 15thJuly, 2012 under the presidentship of Com. B. Narayan. Com. P. Asokababu, Dy.GS and Com. Swapan Chakraborty, AGS attended the conference on behalf of CHQ and addressed the seminar on “Govt. Policies in Communications Sector and BSNL” on 14.07.2012 and the subjects committee on 15.07.2012. The election of the office bearers was unanimous with Com. B. Narayan, Com. Nareshlal and Com. Arun Kumar as Circle President, Circle Secretary and Circle Treasurer respectively.<>

[14.07.2012]Impact of TRAI’s spectrum pricing: Tariff increase will be 5-10 paise per minute and Govt. will get Rs.7 lakh crore.
For the forthcoming 2G spectrum auctioning, TRAI has proposed Rs.18,000 crore as the base price for 5 Mhz of 2G spectrum. Private mobile operators have said, that as a result of this pricing the tariff will increase by 90 paise per minute. However, while making presentation before the Empowered Group of Ministers, Rahul Khullar, TRAI chief, has said that tariff increase will be only to the extent of 5 to 10 paise per minute, while Govt. will get Rs.7 crore revenue. He has further stated that the EBITDA (earnings before interest, taxes, depreciation and amortization) of the telecom companies will increase from 6.5% to 40% over the next 20 years.

The Central Secretariat has decided that the delegate fee for the forthcoming 6th All India Conference, to be held at Ludhiana, shall be Rs.700/- out of this Rs.600/- shall be the delegate fee and Rs.100/- shall be the CHQ levy.

Com. P. Abhimanyu, GS, met Director (HR) yesterday the 12.07.2012 and discussed various issues. As regards 78.2% IDA fixation, the Director (HR) informed the GS that the Management Committee note will be finalized within a day or two and thereafter it will be placed before the Management Committee. He also assured that the issue will be approved in the forthcoming meeting of the Board of Directors. The other issues that the GS discussed are prompt framing of BSNL’s recognition rules, approval of prequalifying screening test for TTA LDCE, by the BSNL Board, settlement of vindictive transfers in WTP, etc. Director (HR) has assured positive action on there issues. 

[13.07.2012]Victimisation of SNEA leaders
BSNLEU is shocked to learn that SNEA leaders, viz. Com. G.L Jogi, President, Com. K. Sebastian, GS and Com. A.A. Khan, former AGS, are transferred out of Delhi and that they have also been charge sheeted. BSNLEU severely condemns the victimizations imposed on these leaders. Com. P. Abhimanyu, GS, who discussed the issue with the Director (HR) on 12.07.2012, has expressed his protest and severe opposition for the victimisations imposed on the SNEA leaders. BSNLEU will do everything possible to nullify the victimisation. 

[13.07.2012]Submission of items for BSNL staff Welfare Board
The 11th meeting of the BSNL staff Welfare Board will be held shortly, for which agenda items have been called for. The last date for submission of the items is 10.08.2012. Hence, all Circle Secretaries, Office bearers are requested to send agenda items to the CHQ, latest by 31.07.2012.

Prices of food grains, pulses and vegetables are sky rocketing. Poor people are unable purchase these food items and are virtually starving. Working people are suffocating. The Central Trade Unions of the country are continuously demanding that the government should take action to control price rise of essential commodities. They have also listed the actions to be taken by the government to control price rise. But the lame duck UPA government has done nothing to check the prise rice. In the meanwhile Home Minister P. Chidambaram has ridiculed those who are raising their voice against price rise. “When people can spend Rs.15/- to buy a bottle of mineral water and Rs.20/- to buy ice-cream, why should they fuss about price rise,” asked P. Chidambaram. Time is not too far away when people are going to give fitting reply to people like P. Chidambaram.
