At 1030 hrs on 25.09.2012, the 6th All India Conference will be inaugurated by Com. A.K. Padmanabhan, President, CITU. Other leaders who will address the inaugural function include Com. K.K.N. Kutty, Secretary General, Confederation of Central Government Employees and Com. M. Krishnan, Secretary General of NFPE. At 1600 hrs on 25.09.2012, there will be a procession. At 1730 hrs Com. Tapan Sen, M.P. as well as the General Secretary of CITU, will inaugurate the open session. Leaders of sister unions in BSNL will address the open session. At 1730 hrs on 26.09.2012, a seminar on “BSNL’s viability and National Telecom Policy 2012” will be held. Dr. Prabhir Purkayastha of Delhi Science Forum, Shri R.K. Upadhyay, CMD BSNL, Shri A.N. Rai, Director (HR), Shri K.C.G.K. Pillai, Director (Fin.) and others will address the seminar. At 1130 hrs on 27.09.2012, a women’s convention will be held, which will be addressed by Com. Gone are the days of low phone tariffs. Yesterday, the 21-09-2012, Reliance Communications increased it’s tariffs, both for prepaid as well as for postpaid, by 25%. Undoubtedly, this is a hefty increase. There is no doubt that other private operators will also follow suit soon. In fact, the increasing of tariff by Reliance Communications, can be a concerted plan of action by the private operators, to raise the tariff.

Nearly half of Indian children are under weight and stunted and more than 70% of women and children have serious nutritional deficiencies including anemia. Even Bangladesh, Pakistan and Nepal rank higher than India, as per the report submitted by the “Save the Children” organization. The study says that India’s economic growth has not translated into better nutrition for it’s children, say the report.

[20.09.2012]Forum leaders met Secretary, DoT, on ITS issue

The representatives of Forum of BSNL Unions and Associations met Shri R. Chandrashekar, Secretary, DoT, today the 20.09.2012 and discussed the ITS issue. The Forum representatives argued that the non-settlement of the ITS issue is adversely affecting the growth and development of BSNL. They demanded that the uncertainty should come to an end, the Company should have it’s own management and for this purpose the judgement of the Hon’ble Delhi High Court should be implemented.

On hearing the views of the Forum representatives, the Secretary, DoT told that the views of the Forum leaders are very valid and that the same would be duly taken into account while sending a proposal to the cabinet.

The Forum leaders requested the Secretary, DoT to give early approval for the BSNL’s proposal for 78.2% IDA fixation. The Secretary, DoT told that it is being looked into.

Further, when the leaders enquired about the status of the TRAI’s recommendation to provide financial assistance to BSNL, the Secretary, DoT told that the same is being processed.

The Forum leaders also requested the Secretary, DoT that BSNL should not be made to shell out extra money for it’s Spectrum Liberalisation. For this the Secretary, DoT said that the issue would be considered, keeping the interest of BSNL in mind.

Apart from Secretary, DoT, the Additional Secretary, Joint Secretary (Telecom), Joint Secretary (Admn.), Member (Services) etc. were present in the meeting. Leaders of all major constituents of Forum were present in todays meeting. BSNLEU was represented by Com. P. Abhimanyu, GS, Com. P. Asokababu, Dy.GS and Com. Swapan Chakraborty, AGS.

The UPA government wants to serve the US and the Multi National companies, rather than serving the common people of our country. That is why ruthlessly it has taken decisions to allow FDI in multi brand retail, hike the price of diesel, cut down the supply of subsidised cylinders etc. The whole country will hit back at these policies, on 20th September, 2012. The CHQ of BSNLEU has called upon to hold powerful country wide protest demonstrations on 20th September, 2012.

[19.09.2012]Indore comrades create a record

The Accounts & Commercial Branch of Indore, in Madhya Pradesh Circle, has created record. This the biggest Branch Union in M.P. Circle, with 140 members. This Branch consists of a good number of lady comrades. In the Branch Conference held on 07.09.2012, a new team of office-bearers are elected. The beauty of the election is that, all the office-bearers are lady comrades. More important aspect of this election is that, the male comrades of that branch took the initiative to hold such an election. The requirement of our movement is that more and more lady comrades should be encouraged to actively participate in the union activities. The election held in the Accounts and Commercial Branch of Indore, will definitely send a positive message in this direction to the entire country. CHQ congratulates the new team of office-bearers and appreciates the good work done by our Indore comrades, especially, the District Secretary, Com. Prakash Sharma.

Com. P. Abhimanyu, GS, met Shri A.N. Rai, Director (HR) yesterday the 17.09.2012 and demanded immediate implementation of the Child Care Leave, formation of the committee to finalise the superannuation benefits of BSNL recruited employees and framing of BSNL’s Recognition Rules. Director (HR) assured that action will be taken on these issues without further delay. He also assured that all union meeting will be called soon on the issue of BSNL’s Recognition Rules.

The Supreme Court asked the Government, how is that so many politicians, their relatives or supporters were benefited in the allotment of 194 coal blocks. On 14th September, 2012, the Supreme Court asked this question to the Solicitor General of Govt. of India. The Supreme court is currently hearing a PIL filed by advocate M.L. Sharma, seeking cancellation of all the 194 coal blocks that have been allotted. It has directed the Government to explain within eight weeks, the policy guideline and the process that are adopted in the allocation of coal blocks.

[14.09.2012]We condemn the hike in price of Diesel and capping the number of subsidised LPG cylinders to six per year 
The UPA government has unscrupulously hiked the price of Diesel by `5/- per litre and also has restricted the number of LPG cylinders, to be supplied to a family at subsidised price, to six per year. The steep increase in the price of Diesel will increase the cost of transport and thereby increase the prices of all commodities. Similarly, the decision to restrict the number of subsidized LPG cylinders to six per year, per family, is going to severely affect the house holds. The common people are already reeling under severe inflation and the above measures of the UPA government is going to worsen the situation. We severely condemn these actions of the UPA government and demand to roll back the same.

CMD BSNL assured that necessary action would be taken in this regard.

BSNLEU has already taken up the case to issue modified order in respect of `200/- free SIM card, to over come the difficulties being faced by the employees. Com. P. The long awaited order, introducing NE 12 pay scale, is issued today. The date of implementation of this pay scale is 22.02.2012. Hence, all the employees who have retired after 22.02.2012 will also get the benefit. This is a great achievement of BSNLEU and the United Forum. For the first time, a new pay scale has been implemented after the completion of Wage Revision. That too, this new pay scale is introduced on top of the existing 11 pay scales. Under the NEPP, 4 promotions are introduced. Now, the 5thpromotion is also introduced. BSNLEU has achieved what it assured. Circle and District Secretaries are requested to take immediate steps for effecting promotion after this order.<> <>

[07.09.2012]General Secretary attends the 6th AIC Reception Committee meeting at Ludhiana.
The Reception Committee meeting of the 6th All India Conference, to be held at Ludhiana, took place today. Com.P.Abhimanyu,GS, attended the meeting. Com.R.L.Moudgil, President of the Reception Committee, presided over the meeting. Com.Balbir Singh, General Secretary of the Reception Committee, reported on the preparations done so far in respect of the AIC. The meeting after reviewing the preparations, took various decisions to successfully conduct the AIC. Com.P.Abhimanyu, GS, in his speech, appreciated the brave comrades of Punjab circle for undertaking the stupendous task of conducting the AIC. He also reported on the developments pertaining to various issues concerning the employees and that of the company.

[07.09.2012]Latest position of 78.2% IDA fixation and NE12 pay scale.
78.2% IDA fixation and NE12 pay scale are approved in the BSNL Board meeting, held on28-08-2012. Now, the 78.2% IDA fixation issue has to go for the approval of the DoT. On the NE12 Pay Scale issue, BSNL management has to issue order for it’s implementation. Both these steps are not taken, since the Board minutes are not yet released. CHQ has requested the Management to promptly take action on these two issues, soon after the Board minutes are released.  

[07.09.2012]Holding of Pre qualifying Screening Test for TTA LDCE.
In it’s meeting held on 28-08-2012, the BSNL Board has approved the proposal of the Management Committee, to hold a Pre qualifying screening Test, for the TTA LDCE. It may be remembered that BSNLEU has been continuously demanding that Pre qualifying Screening Test should be conducted for the officials who are not possessing 10+2 qualification, to enable them to appear the TTA LICE. This demand was accepted in the 26th National Council meeting, held on 27-02-2012( item no. 8.15). Now the Board has relaxed the Recruitment Rules and has given it’s approval to conduct that screening test. However, this relaxation will not be applicable for the present TTA LDCE, since no modification/ relaxation of the Recruitment Rules are permissible after notification for the exam is issued. This relaxation will be applicable for the next TTA LDCE.

[07.09.2012]Supreme Court orders to transcribe all Neera Radia tapes within 2 months.
On 06-09-2012, the Supreme Court of India ordered the Income Tax department to transcribe all Neera Radia Tapes within a period of 2 months. Neera Radia has played a dubious role in the illegal allotment of 2G spectrum. Totally 5,831 of her telephone calls have been taped by the government. Further, in a joint affidavit filed by the ministries of Home, Finance and IT, it had been stated that the Finance Minister had received a complaint in 2007, that Neera Radia had built up an empire of Rs.300 crore, and that she was an agent of foreign intelligence agencies, indulging in anti national activities. On this complaint, it was directed that the matter be examined.

The CAG’s report on the Coalgate scam has brought out how the nation is looted to the tune of Rs.1,86,000 crore by private companies, to whom coal blocks were allotted without any bidding. Now, another shocking revelation is made by the media. That is, Coal India Limited (CIL), which is a Public Sector Company, has been repeatedly requesting the Coal Ministry from 2008, to allot it 130 coalbolcks. These coalblocks were required for the expansion of the CIL. But the Coal Ministry did not accept the request of the CIL. Instead, it asked the CIL to go to African and South East Asian countries for mining coal. Private companies are allowed to loot the coalmines in India. But the government company is asked to go abroad to meet it’s requirements. This is how the UPA govt. is killing the public Sector, while nurturing the private sector.

[05.09.2012]Forum leaders meet Joint Secretary (T) on ITS repatriation issue
Leaders of the Forum met Shri Malai Srivastava, Joint Secretary(T) yesterday the 04.09.2012 and discussed the issue of ITS repatriation. The leaders insisted upon the Joint Secretary(T) that the direction of the Hon’ble Delhi High Court should be implemented and that the deputation, of the unabsorbed ITS officers should not be extended beyond 30.09.2012. Com. V.A.N. Namboodiri, Convener, Forum, Com. P. Abhimanyu, GS, BSNLEU, Com. C. Singh, SG, NFTE, Com. G.L. Jogi, President, SNEA and Com. Prahlad Rai, GS, AIBSNLEA participated in the delegation. 

[05.09.2012]Forum calls upon to hold demonstrations on 18.09.2012 on ITS repatriation issue
An emergent meeting of the Forum, took place on 04.09.2012, under the chairmanship of Com. C. Singh, SG, NFTE. The following decisions were taken unanimously. 

i)       The meeting thanked the CMD BSNL and other Directors for the approval of 78.2% IDA fixation by the BSNL Board. However, the meeting expressed it’s dissatisfaction over the non-implementation of the agreements reached on 12.06.2012, in respect of Child Care Leave and Retirement benefits of the BSNL recruited employees. The meeting decided to insist upon the CMD BSNL to take immediate action to settle both the issues.

ii)     The meeting decided to call upon the Non-Executives and Executives of BSNL to conduct “Launch Hour Demonstration” on 18.09.2012, demanding repatriation of the unabsorbed ITS officers before 30.09.2012, as per the judgement of the Hon’ble Delhi High Court.

[04.09.2012]A massive National Convention of Workers held at New Delhi
A massive National Convention of Workers, called on by the eleven Central Trade unions of the Country, was held in the Talkatora Indoor Stadium, New Delhi, today the 04.09.2012. Prominent Central Trade Union Leaders, including Dr. G. Sanjeeva Reddy (INTUC), Com. Baidyanath Rai (BMS), Com. Tapan Sen (CITU) and Com. Gurudas Dasgupta (AITUC) addressed the Convention. The Convention unanimously passed a Declaration, which calls upon the Indian working class to go on the following agitational programme. 
(1) State/District/sector level Joint Conventions during September, October
     and November, 2012.
(2)  Satyagraha/Jail Bharo/Court Arrest on 18th /19th December, 2012 in all the
      states throughout the country.
(3)    March to Parliament on 20th December, 2012 (mobilization by the unions from
     the states adjoining Delhi).
(4)  Countrywide two day General Strike on 20th and 21st February, 2013.
