Leaders of the Joint Forum of BSNL and MTNL Unions, met Shri Kapil Sibal, Hon’ble Minister of Communications, today the 30.10.2012, on the ITS issue. Com. V.A.N. Namboodiri, Convener, Com. P. Abhimanyu, BSNLEU, Com. C. Singh, NFTE, Com. G.L. Jogi & Com. K. Sebastin (SNEA), Com. Prahlad Rai (AIBSNLEA), Com. Suresh Kumar (BSNL MS), Com. N.D. Ram (SEWA BSNL), Com. Amit Roy (AIGETOA), Com. Zile Singh (NTSU) and Com. M.K. Bagchi, Com. Kaushik, Com. Mange Ram (MTNL). The Leaders told Shri Kapil Sibal, that either the ITS Officers should get absorbed in BSNL & MTNL or they should be repatriated. They should not be allowed to continue on deputation in BSNL & MTNL. The leaders also requested the Hon’ble Minister to ensure the immediate refund of money, on account of refund of BWA spectrum by BSNL and also the immediate payment of Rs.1500/- crore compensation to BSNL, as recommended by TRAI. The Hon’ble Minister patiently heard the leaders and assured that the needful would be done.

Press Conference was held at New Delhi today the 29.10.2012, in the Press Club of India, on the issue of murder of com. Sukendar Pal Singh, DS, BSNLEU, Ghaziabad. Com. P. Abhimanyu, GS, Com. V.A.N. Namboodiri, President and Com. R.L. Moudgil, AGS, Com. Prahlad Rai, GS, AIBSNLEA, Com. Suresh Kumar, GS, BSNL MS and Com. N.D. Ram, President, SEWA BSNL addressed the media persons.

They explained all facts related to the murder and severely condemned the heinous crime. The condemned the Ghaziabad Police, who is protecting Adesh Kumar Gupta and other culprits. They also demanded the immediate arrest and suspension of Adesh Kumar Gupta and other culprits.

The United Forum served notice on the CMD, BSNL, for one day strike, to be held on 16.11.2012, demanding the immediate arrest and suspension of Adesh Kumar Gupta, GM, BSNL and four other culprits. FNTOBEA will issue a separate strike notice from Chennai, since Com. P. Andiappan, GS, FNTOBEA, could not come over to Delhi to sign the strike notice. <>

 [28.10.2012]Implement the agitational programme of the Forum of BSNL Unions/Associations in the most successful manner.
The Forum of BSNL Unions and Associations has given call to conduct the following agitational programme on the very important issue of immediate repatriation of the non-absorbed ITS officers, as per the directive of the Hon’ble High Court, Delhi. This is a period of so many agitations. Already calls are given by the United Forum as well as the BSNLEU to conduct some other agitational programme, on certain other vital issues. CHQ is aware of the difficulties of our comrades at the Circle and District levels in implementing so many agitations at a stretch. However, it is also very important to implement the decisions of the Forum of BSNL Unions and Associations. Hence, CHQ calls upon the Circle and District Unions to powerfully conduct the following programme on ITS repatriation issue.
                   
                          (1)   Day long hunger strike from 10:00 AM to 6:00 PM at SSA/Circle
                               /Corporate Office levels for one week from 29.10.2012.

According to the call of the AIC, demonstrations and gate meetings are to be conducted Telegrams are also to be sent as per the details of the enclosure. Telegrams are to be sent by the Circle and District Secretaries. CHQ wishes to remind all, that basically this is the programme to be conducted by BSNLEU, mobilizing the regular employees. Upendar Singh, for taking over the charge of District Secretary in a time of crisis.  [25.10.2012]EGoM decides to exempt BSNL and MTNL from payment of one time 2G spectrum fee
It may be recollected that earlier the Empowered Group of Ministers (EGoM) has decided that all the existing telecom operators should pay a one time spectrum fee for the 2G spectrum that they hold beyond the 4.4 MHz limit. Accordingly BSNL had to pay a minimum amount of Rs.6250 crore. A strong demand was raised that BSNL and MTNL should be exempted from the proposed payment. General Secretary, BSNLEU, wrote a detailed letter to the Hon’ble Prime Minister, Hon’ble MoC etc., demanding to exempt BSNL from the payment, since it’s financial condition is very weak. Now it, is reported that the EGoM has decided to exempt BSNL and MTNL from making the payment.

BSNLEU has written to the management and strongly demanded that the non-graduates among Junior / Senior Accountants should also be allowed to appear the JAO examination against 10% quota (BSNLEU letter No. BSNLEU/527 (JAO) dated 25.06.2012). This has been accepted and necessary amendment in the Recruitment Rules of the JAO cadre has now been incorporated. We sincerely thank the BSNL Management for accepting our demand.<> <>

[25.10.2012]EGoM decides to exempt BSNL and MTNL from payment of one time 2G spectrum fee
It may be recollected that earlier the Empowered Group of Ministers (EGoM) has decided that all the existing telecom operators should pay a one time spectrum fee for the 2G spectrum that they hold beyond the 4.4 MHz limit. Accordingly BSNL had to pay a minimum amount of Rs.6250 crore. A strong demand was raised that BSNL and MTNL should be exempted from the proposed payment. General Secretary, BSNLEU, wrote a detailed letter to the Hon’ble Prime Minister, Hon’ble MoC etc., demanding to exempt BSNL from the payment, since it’s financial condition is very weak. Now it, is reported that the EGoM has decided to exempt BSNL and MTNL from making the payment.

BSNLEU has written to the management and strongly demanded that the non-graduates among Junior / Senior Accountants should also be allowed to appear the JAO examination against 10% quota (BSNLEU letter No. BSNLEU/527 (JAO) dated 25.06.2012). This has been accepted and necessary amendment in the Recruitment Rules of the JAO cadre has now been incorporated. We sincerely thank the BSNL Management for accepting our demand.<> <>

[22.10.2012]With profound grief I inform that our Gaziabad District Secretary, Com. Sukendra Pal Singh has expired today. It is alleged that he was attacked by the General Manager, BSNL, and his goondas, in the GM Office, due to which the death has taken place. BSNLEU pays it's respectful homage to Com. Sukendar Pal Singh. BSNLEU also severely condemns this brutal act, and calls upon our branches to conduct powerful protest demonstrations tomorrow the 23.10.2012, demanding proper investigation and arrest of the culprits.

[22.10.2012]Forum Meeting at Belgaum 
A meeting of the Forum of BSNL Unions / Associations was organised at Belgaum, Karnataka on 20th October. Belgaum is one of the largest SSAs in Karnataka with very good co-ordinating functioning of the unions. More than 400 comrades belonging to all the unions participated, though arranged at short notice. Com. Hanjanamani Presided. Com. C.K.Gundanna, Circle secretary, BSNLEU, welcomed all and spoke on the immediate issue of ITS officers repatriation issue and the agitation on getting the same implemented.

Com.V.A.N.Namboodiri, National Convener, Forum of BSNL Unions/Associations spoke in length about the demands of the present agitation on the ITS repatriation issue and called upon the workers to implement the agitational programmes most effectively. He also spoke about the issue of the casual/contract workers, on the demand for Bonus, the financial viability of BSNL, the ‘Customer Delight Year’ programme, the neo-liberal policies of the government etc. He called upon the leaders and workers of all unions to jointly make the strike of 20-21 February 2013 being organised by the Central TUs a big success in BSNL also.

[20.10.2012]Meeting of Forum at Goa 
A meeting of the Forum of BSNL Unions/ Associations of Goa was held at the Conference Hall, Panjim GMT(O) on 19th October 2012 to mobilise the workers for the agitational programmes being organised on the demands of the workers. A large number of workers including lady comrades attended. Com.M.S.Kaushal, Convener of the Forum, welcomed all. Coms. Vijay Balgaonkar, Secretary BSNLEU, A.S.Aga, Secretary SNEA, Garge, AIBSNLEA, Sanjay Sabnees, SNATTA, Lourde Fernadez, BTEU, Atul Watvay and other leaders were present in the dais. Com. V.A.N.Namboodiri, National Convener of the Forum of BSNL Unions/Associations who had reached Goa on his way to attend the Circle Conference of BSNLCCWF at Belgaum, was garlanded and welcomed by the various unions/associations. 
In his speech, Com.Namboodiri thanked the workers for the reception and explained in detail about the on-going agitation on the issue of ITS repatriation, the financial viability of BSNL, the anti-worker policies of the government and the necessity for united struggle to save BSNL etc. He also briefed the house about the various demands. He called upon the employees to participate in the agitational programmes planned by the Central trade Unions including the two days strike on 20-21 February 2013 against price rise, denial of trade unions rights, disinvestment and demanding settlement of the immediate demands of the workers. BSNLWorkers in Goa are well organised and they are determined to make all the programmes of the Forum a big success.

The United Forum has called upon the BSNL employees to conduct the following agitational programme.

Demands

i)       Immediately make payment of minimum PLI, (Productivity Linked Incentive) as per the existing formula before Pooja. Evolve a new PLI formula, as per the decision taken in the 27th National Council meeting.
ii)     Exempt BSNL from the payment of one time spectrum fee, as decided by the Empowered Group of Ministers, for the 2G spectrum being held by BSNL, over and above 4.4 MHz.
iii)    Rescind the Cabinet decisions to introduce 26% FDI in Pension Fund and to increase the quantum of FDI from 26% to 49% in the insurance sector.

Circle and District Secretaries are requested to coordinate with other constituents of the United Forum and conduct the programme massively.

The 6th All India Conference of BSNLEU, discussed at length, the plight of the casual and contract workers in BSNL. In most of the places they are being ruthlessly exploited. No law of the country, in respect of minimum wages, working hours, social security, etc., are being implemented. The left out casual labourers are being denied their rightful regularization. The 6th AIC has decided to take up the issues of the casual and contract workers more seriously and also to conduct agitational programme. Thus, the AIC has decided to observe 1stNovember,2012, as the Demand Day of casual and contract workers. This is the decision of the AIC of BSNLEU. As such all the circle, district and branch units of BSNLEU are requested to observe this programme in a very serious manner. Where ever BSNL Casual and Contact Workers Federation is functioning, the programme is to be observed together with them.

The Central Secretariat meeting of BSNLEU is taking place tomorrow, the 13-10-2012. The meeting is expected to take decisions regarding the implementation of the various decisions of the 6th All India Conference, recently held at Ludhiana.

The 6th All India Conference of BSNLEU, held in Ludhiana, will ever remain green in the memories of all those who attended it. The Conference was highly successful. All the programme of the AIC were planned meticulously and were carried out very effectively. Even though around 4000 delegates and observers came to attend the conference, the situation was very ably managed by the Reception Committee. In this, the role of the volunteers of the AIC, was extremely good. They worked like bees and were always with smiling faces. Thus, the Reception Committee of the 6th AIC is rightly holding a meeting to felicitate these volunteers. Com.P.Abhimanyu,GS and com. R.L. [10.10.2012]Shome Committee gives escape route to Vodafone 
It is known to all that, Vodafone, the Multi National Giant, cheated govt. of India of income tax to the tune of Rs.7,900 crore, when it acquired the Hutchison Essar company in 2007. Govt. of India has demanded that Vodafone should pay Rs.11,218 crore. (Rs.7,900 crore tax and the remaining is interest) However, Vodafone refused to pay this amount. The tussle in this regard is going on between govt. of India and Vodafone for the past five years. When Shri Pranab Mukherjee was the Finance Minister, an amendment was made to the Income Tax Act 1961, with retrospective effect, to recover the tax amount from Vodafone. But, thereafter, the government changed it’s stand and appointed the Parthasarathi Shome Committee to go into the matter. The report of the Committee is made public yesterday the 09.10.2012. The Committee has said in it’s report that any taxation involving indirect transfer of assets located in India should be prospective and not retrospective. ‘Thus, the Shome Committee has given a clear escape route’ to Vodafone. If the report of this Committee is implemented, than Vodafone need not pay Rs.11,218 crore to govt. of India. In fact the Parthasarathi Shome Committee was appointed by the Govt. to bail out Vodafone. The Committee has done it’s job. This is another glaring example how the government bails out the private telecom companies.

[10.10.2012]Approval of 78.2% IDA fixation 
Based on the queries raised by the DoT, on the issue of 78.2% IDA fixation, Corporate Office is in the process of giving reply those queries. Com. P. Abhimanyu, GS, met the Director (Finance) as well as the GM (Estt.) yesterday the 09.10.2012 and requested them to expeditiously complete this process. CHQ hopes that the reply would be sent soon.

[09.10.2012]BSNL to pay Rs.6250 crore as 2G spectrum fee 
The Empowered Group of Ministers (EGoM), headed by Finance Minister, P. Chidambaram, has decided that the telecom companies should pay a one time fee for the 2G spectrum they hold beyond 4.4 MHz. According to this, BSNL may have to pay a one time spectrum fee of Rs.6,250 crore. MTNL may have to pay Rs.4,640 crore. All the telecom companies put together, may have to pay Rs.27,000 crore. BSNLEU strongly demands that BSNL and MTNL, being the government owned companies, should be exempted from paying this license fee. Because of the various anti BSNL/MTNL as well as the pro-private decisions of the government, both BSNL and MTNL are in the verge of collapsing. If BSNL and MTNL are forced to pay this spectrum fee, then it will be detrimental for both these public sector companies.
