Tax benefits under Sec 80C, 80CCF, 80D, 80G and 80E This article explains how the deductions under various sections of the Income Tax (IT) Act can help reduce your income tax liability. It also helps you decide where to invest to claim deductions under the sections. The income we earn is subject to income tax by the government and the tax we pay depends on our income, and thus, the income tax that you pay depends on your total earnings in a given year. This article provides you an understanding of the benefits available under Sec 80C, 80CCF, 80D, 80G and 80E. Sec 80C Section 80C allows you to claim deductions in respect of life insurance premium, contribution to PPF, principal repayment on home loan, etc. The tax benefit is provided for the investments in certain instruments which are eligible for deduction under Sec 80C of the Income Tax Act, 1961, with the maximum total exemption being Rs 1, 00,000. Sec 80CCF This section provides tax benefit in the form of deduction in respect of subscription to long-term infrastructure bonds. Any investments made in long-term infrastructure bonds as notified by the central government shall be allowed as deduction to the extent of Rs 20,000. The advantage here this deduction is in addition to the limit of Rs 100,000 allowed under Sec 80C of the Income Tax Act, 1961. Sec 80D This provision is for the Medical insurance premium. Premium paid for medical insurance up to Rs 15,000 is eligible for deduction under Sec 80D; in case of senior citizens the limit is extended to Rs 20,000. The  deduction for Self+ spouse + dependent children and for parents(dependent or not) can be availed separetly. Sec 80E This is the deduction in respect of interest on loan for higher education The amount of interest paid on loan borrowed from any financial institution or any approved charitable institution is eligible for deduction under Sec 80E of the Income Tax Act, 1961, the loan being taken for the purpose of higher education. There is no limit on the interest amount. The deduction is allowed only for the first 8 years of the payment of the interest of the end of the tenure of the loan, which ever comes early. Sec 80G Donations to certain funds/ charitable institutions Donations, charity need not necessarily be one-way traffic but could result in a win-win situation for both parties. To simplify it further, donations made to certain funds or charitable institutions are eligible for deduction under Sec 80G of the Income Tax Act, 1961. So while the receiving party benefits with the donation, you receive tax benefits arising from the deduction. Institutions eligible for deduction under this section are categorised in three segments based on the amount of deduction allowed. notiiffiicatiion on 21..12..2009,, to holld the JJTO LIICE.. Accordiing to thiis notiiffiicatiion the vacanciies upto
31..03..2009 are to be consiidered ffor the examiinatiion.. Our Uniion has allready demanded that the
llatest vacanciies shoulld allso be counted ffor the exam,, siince there wiillll be a very biig gap between the
date off iissue off the notiiffiicatiion and the date off holldiing the examiinatiion.. Accordiing to us there iis no
llegall or any other bar iin acceptiing our demand..
II can quote a precedence iin support off our demand.. IIn connectiion wiith the LIICE off Rajjbhasha
Adhiikarii,, BSNL CO iissued lletter no..60--1/2010--DE dated 5tth February,, 2010.. BSNL has allready notiiffiied
the LIICE to be helld on 23..05..2010.. However,, iin the affore mentiioned lletter iit iis stated that vacanciies
avaiillablle as on 31..03..2010 shoulld be consiidered ffor the LIICE..
IIn thiis case,, the vacanciies that had ariisen affter the iissue off notiiffiicatiion off the LIICE are allso
consiidered ffor holldiing the exam.. II request that the same yardstiick may be applliied ffor the JJTO LIICE

With CDMA mobile subscriptions growth slowing, the Department of Telecom is planning to allow GSM players to share the number series starting with 92 and 93.

At present, the 92 number series is used by Tata Teleservices and the 93 series is used by Reliance Communications for CDMA services.

Under a new numbering scheme proposed by the DoT, all fixed line phones will start with digits 2 and 4 only. This means phone numbers starting with 5, 6 and 3 will be shifted in a phased manner. Currently, fixed line telephone number series starting with 3 is used by subscribers of Reliance Communications, 6 belongs to Tata Teleservices and 5 has been allocated to HFCL and Sistema Shyam.

While the number series starting with 2 is currently exclusively used for subscribers of BSNL and MTNL, Bharti Airtel users are on the series starting with 4. But the DoT reckons that there is enough capacity on these two number series to accommodate all the other operators.

This is being done to free up numbers for the growing GSM subscriber base. The current numbering system was designed for 750 million connections. The numbering system was supposed to last till 2030, but it came under severe strain with mobile numbers crossing the mark in 2009 itself. The new proposal is expected to free up over 2,700 million new numbers.

Trai suggestion

The Telecom Regulatory Authority of India had suggested moving fixed line numbers to a 10-digit series. But the DoT has rejected this proposal on grounds that it would require a lot of changes in the fixed-line exchanges, in the way calls are routed, and also in the billing software. The Department has now sent its plan to the TRAI for comments.

About 500 illegal telecom network may be operating in various part of the country, a Parliamentary panel has said pulling Department of Telecommunications (DoT) for not maintaining data.
"The [Standing] Committee is concerned to note that the illegal telecom networks are mushrooming in the country. As per the cases reported so far 500 clandestine/illegal set-ups are operating in various parts of the country. The actual position in this regard may even be worse," it said in a report tabled in Parliament here.

The Panel observed that such networks were present in 16 states with maximum of 120 cases in Andhra Pradesh, followed by 100 in Tamil Nadu, 61 in Delhi, 54 in Maharashtra and 31 in Kerala. "Not only that they are security threat to the country, these illegal networks cause a great loss to the government because they need not pay the licence fee," the report said.
However, the panel pulled up DoT for its casual attitude in drafting response for it.
"The Department instead of collecting data and furnishing the same to the Committee has reproduced the already known information in vague manner according to which the raids are conducted alongwith the persons from Law Enforcement Agency and the cases are handed over to LEA simultaneously," the panel said.
The panel said that there is urgent steps required to ensure cases of illegal telecom networks mushrooming in the country are invetigated within the stipulated timeframe and the offenders held guilty are penalised.

In a bid to revive over 50,000 landline connections that were earlier closed by the BSNL for non payment of bills, the telecom company has given a discount of 1 per cent to people to clear dues which have piled up to Rs 7 crore in Pune district. The deadline for clearence has been fixed as March 31.
According to senior BSNL officials, the landline connections were snapped in a period of some three years after subscribers failed to pay bills and now the company has asked customers to clear the dues up to February 29 this year latest by the end of this financial year to avail special discount of 1 per cent on the total amount. The special discount scheme is applicable for 4 lakh working connections, as well.
BSNL general manager, finance, Yashwant Singh, however, said the per centage of non payments and closures in the landline category of phones was negligible compared to the new people who are taking the service of the telecom operator. “He said recovery in the landline category was nearly 99 per cent for the last six months. The recovery has improved from the time the closures were made,” Singh said.
As per the BSNL circular the special discount will be adjusted in the next bill. However, the discount scheme is not being made applicable for the PCOs. Singh said, the scheme could not be offered to the PCOs as they work on commercial lines with the telecom provider and are given commission for bringing business to the company. Mamata Joshi, BSNL chief accounts officer, said the scheme has been formulated to boost recoveries. According to officials, BSNL first stopped outgoing and incoming services before the connections were closed down.

KOLKATA: The government is likely to declare some 400 officers in the telecom department as surplus following their refusal to consider re-employment in BSNL.


These Indian Telecom Service executives, who had transferred to the DoT from cash-strapped BSNL in November, are likely to be moved to a surplus staffers cell in the HRD ministry, according to a senior official of BSNL.


"ITS officers without work will be moved to a surplus staff establishment, a unit of the department of personnel & training in the HRD ministry," the official said.

V.A.N.Namboodiri, Convener, JAC and President, BSNLEU, met Shri R.K.Upadhyay, CMD BSNL today, 28th March and discussed about the progress in the procurement of equipments and other connected matters. CMD informed that the Advance Purchasing Order for 15.5 million lines will be finalised by the end of this month and that APC for  4 lakh  broadband modem has already been issued on 19th March.. When pointed out that this is too insufficient, he informed that additional modems will also be ordered according to the requirement. He congratulated the Kerala Circle and its workers for the excellent performance and the comparative better revenue. Com.Namboodiri demanded that the regularisation of the left out casual labours coming to about 4,000, including 2270 from W.Bengal alone, be regularised at the earliest  as has been done in the case of other government departments and PSUs. Gross  injustice is cruelly meted out to the thousands of casual labour by the BSNL management. They were engaged by the DOT, mainly in the 1980s and 1990s and they have been working continuously for the last twenty to 13 years. At the time of corporatisation it was assured by the DOT that all the left out casual labours, who are eligible as per the existing rules will be regularised and vacancies were kept for them. More than six thousand casual labours were regularised accordingly on or after 01-10-2000. But due to the administrative lethargy of certain field/circle management, many cases for regularisation were not furnished to the BSNL Corporate Office quickly. But most of these cases were furnished to the C.O. by 2003-2004.

Instead of regularising them as per assurance, the BSNL Corporate delayed them month after month in the name of scrutinising the records etc. And now it is denying regularisation on the plea of a Supreme Court Judgement. But DOP&T has clearly given permission to regularise the casual labour on the basis of the same Supreme Court judgement and many Departments like Income Tax, Customs, Central Excise have already regularised their casual labours.

But despite BSNLEU, the lone recognised union in BSNL,  has been continuously taking up the case in all forums including the National Council, the management has not taken any action to regularise them so far. Even the Labour Ministry has recently issued a statement regarding the rules for regularisation of TSMs and Casual Labour.

If there is any sincerity left on the part of the management they can not keep away from the regularisation of these workers engaged in the DOT/BSNL for many years. Any delay in forwarding their cases to the corporate office was not by their mistake, but by the field level management. The mistake has to be corrected and they should be regularised. The assurance given to the Unions for their regularisation should be kept. There is not much financial commitment since they are already getting the wage of a Group D in the Central Government.

Today, once again, the issue was discussed by me with Shri A.N.Rai, Director (HR) and Shri R.N.Goyal, GM (Estt.) and demanded that immediate action be taken to regularise them. Both of them agreed that some way has got to be found. I have told that these casual labour can be regularised in the same way, how others were regularised in the Income Tax etc. and how they were regularised in BSNL itself earlier. We want that justice be meted out to these workers who toiled their entire youth for the development, expansion and maintenance of the DOT/BSNL services. History will not forgive the BSNL management if justice is not meted to these workers.

Untimely and illogical transfer orders issued by the Circle Finance wing in the month of October, which was kept in abeyance as per the directions of CGMT, after this association taking-up the issue with CGMT through letters and personal meetings on 10th & 12th October, 2011, has been revised.  Revised transfer & posting orders based on longest stay issued today  at appropriate time for releasing longest stay transfer orders. We thank Shri S. Bhargava, CGMT for considering our genuine demand and keeping the transfer orders in abeyance till March.
