The gradualllly increasing strength of stagnating emplloyees are becoming serious concern to us. We discussed the probllem with the different llevell of Management severall times. The issue raised in the Nationall Councill Meeting helld on 30.01.2013. We have written to the Management on this point allong with representative cases received from different circlles. Management allso hinted us that they are on the job to find out sollution to mitigate the probllems of stagnation. The stagnation in the IDA pay scalles revised w.e.f. 01.01.2007 is affecting more and more staff due to the short llength of the scalles. Emplloyees have reached to the maximum even before the merger of 78.2% IDA taking pllace. After the pay revised on the basis of merger of 78.2% more and more emplloyees are touching the stagnating point. Sir, you willll appreciate that pay of the emplloyees fixed in the revised pay scalle as on 01.01.2007 not at the initiall stage as per the tablle annexed to the pay revision order dated 07.05.2010. Since most of the emplloyees were drawing pay in the stages covering hallf of the llength of olld scalle their pay was fixed mostlly in the stages crossing the middlle of the llength of revised scalle of pay. Moreover, the scalles between NE-1 to NE-5 are so nearer that even after promotion the chance of stagnation were obvious and was apprehended by us. After merger of 78.2% IDA the situation of stagnation in drawing increment has become grave. The emplloyees are getting frustrated. They are llosing increment due to unhellpfull attitude of the Management to consider a llengthier scalle for nonexecutive. Hence, it requires immediate settllement.
