United Forum meeting with CMD BSNL and Director (HR)
On 11-12-2015, The representatives of United Forum of BSNL Executives Association of AIBSNLEA and AIGETOA were invited by Director (HR) to discuss the demands raised in the agitation notice in the presence of PGM (SR), GM (PERS) and Additional GM (SR). GS AIBSNLEA, Advisor (HQ) AIBSNLEA and President AIGETOA, AGS AIGETOA, CS DELHI AIGETOA & Delhi CWC Member AIGETOA attended the meeting on behalf of United Forum. All the demands were discussed in detail but Director (HR) preferred to take the final view by CMD BSNL for resolution of the demands and she immediately arranged a meeting of United Forum with CMD BSNL in his chamber. Further, on the issues, all the demands were discussed in detail with CMD BSNL in the presence of Director (HR) and other officers. CMD appreciated our concern and after detailed discussions, directed Director (HR) to give written assurance for the settlement of the demands in a time bound manner. The minutes of the meeting will be released on Monday and thereafter United Forum will decide the future course of actions.
CMD BSNL appreciated the concern of United Forum and acknowledged that under the changed scenario in BSNL, the MT recruitment is not the requirement of BSNL since ITS officers are continuing in BSNL on deployment basis, STS level executives are being promoted to DGM (Posts) in all disciplines, absorbed group A level executives are being promoted to the grade of SAG and HAG in BSNL and enough internal talent is available in BSNL to take the higher managerial positions with new promotion policies to be framed. CMD BSNL emphasized that there is need for promoting internal talent in the company and hence HR wing should devise strategy to promote the internal executives and groom them for taking higher responsibilities. United Forum requested that if Management is not willing to recruit Management Trainees any further, then there is no need to hold the SRD recruitment also as when the main exam is not taking place then there is no question of filling up the reserved vacancies either. United Forum side also emphasized that when there has been no recruitment for even vertical reservation posts for SC/ST/OBC categories etc., how BSNL can hold SRD for PWD candidates which is a horizontal reservation. CMD BSNL acknowledged the associations side views but explained that the ongoing process for Recruitment of MT (SRD) is being done under the directions of DoP&T/DoT on the basis of Hon’ble Supreme Court Judgment and BSNL is under compulsion to hold the exam unless until there is specific directive from the Hon’ble court for not going ahead. United Forum side told CMD BSNL that the directions of Hon’ble Supreme court is for filling up the unfilled vacancies and not for filling up the vacancies of a cadre which has not yet been born in BSNL. United Forum further informed that this has happened due to reporting the unfilled vacancies of MT as back log inadvertently and hence there is no need for going on for recruitment in a cadre whose future in BSNL is yet uncertain. CMD BSNL expressed his inability to stop the process in absence of any specific directions from court. However, CMD BSNL directed Director (HR) that MT exam which was deferred on 7th July 2015 be deferred for another six months further and in the meanwhile the proposal for scrapping of MT recruitment altogether be taken up in the next meeting of the BSNL Board.
CMD BSNL also asked Director (HR) to finalize the implementation of committee recommendation on CPSU Hierarchy and Standard IDA Pay scales (E2 and E3) to JTO and SDE equivalent executives by 26thJanuary 2016. He further directed Director (HR) and GM (Pers) to fill up all DGM Vacant posts by 31stMarch 2015 on regular basis.
On DGM recruitment, he directed GM (Pers/Recruitment) to declare the results of internal executives who appeared in the exam. GM (Recruitment) said that the same has not been done in view of the court orders. United Forum side informed that there is no bar by Hon’ble Court on declaring the results and Hon’ble Court has only upheld that framing the recruitment rules are prerogative of BSNL. CMD BSNL acknowledged the United Forum view and asked GM (Pers) to arrange for the declaration of results and if required, he should seek the permission of Hon’ble court. He also asked GM (Pers/Rectt) to review the DGM RRs for ending the discrimination vis-à-vis internal executives and come up with a revised RR where there is no discrimination with internal executives. On the ongoing recruitment process, CMD BSNL asked GM (Pers) to keep him informed on the further developments and to inform the association side before taking any final decision.
On other issues, Director (HR) assured that she shall be looking for their resolution of these issues within a defined time frame and requested association side to be in continuous touch for expediting all issues like filling up of the vacant posts in Group B/STS/JAG equivalent grades, creation of PPS posts, implementation of 30% Superannuation Benefits to Direct Recruits, restructuring of AD (OL) Cadres, E1+5 advance increment benefit to JTO (SRD)/JAO 2013 batch and PA Cadre, Declaration of LDCE results, allowing of Stepping of Pay to seniors w.r.t their Juniors, framing of policy in regard to Rule-8 cases, etc.
United Forum side also requested for holding a joint agenda meet with Director (HR) on all issues shortly hereafter.
United Forum of AIBSNLEA and AIGETOA serves Supplementary Notice for agitation programs
United forum of BSNL Executive Association comprising AIBSNLEA and AIGETOA served Supplementary Notice against the arbitrary notification of MT (SRD) recruitment and non-settlement of long pending HR issues BSNL Management with an indifferent attitude has notified MT (SRD) recruitment to block the career progression of the young and talented executives of BSNL. The demands are as under:
1. Immediate withdrawal of the MT recruitment notification (SRD) dated 05.11.2015, scrapping of the MT, DGM RRs altogether and implementation of the recommendation of the committee headed by ED(NB) on CPSU Cadre Hierarchy in BSNL and standard E2 & E3 scales for JTO, SDE Equivalent executives.
2. Resolution of various other long pending HR issues like extending 30% Superannuation Benefits to Direct recruits, Rule-8 transfer cases, Pay loss to JTOs/JAOs recruited after 01.01.2007 and fixation of pay in respect of departmental outsider (TTA) appointed as JTOs, conduction of various CPCs in a time bound manner, first time bound upgradation in four years, declaration of LDCE results, notional pay fixation of all upgraded pay-scales w.e.f. 01.10.2000, post based promotions to PS to PPS/Sr. PPS, settlement of Pay Anomaly cases where junior executives are drawing more pay than senior executives, special recruitment drive for hard tenure/shortfall circles, restructuring of AD (OL) cadres, finalization of new SDE RR 2014 in line with association suggestions and other long pending HR issues submitted earlier.
Protest activity and schedule:
Ø “Lunch/Closing Hour Demonstrations” at BSNL CO/Circle/SSA headquarters on 11th Dec 2015.
Ø Three days “Hunger Fast” at BSNL CO/Circle/SSA headquarters on 28th , 29th and 30th December 2015.
Ø “Work According to Rules” with effect from 28th December 2015 till the settlement of demands.
Ø 5th January 2016 onwards – “Delhi Chalo” for Indefinite Dharna at BSNL CO. The executives throughout the country will gather at BSNL CO, New Delhi till withdrawal of the MT Notification and settlement of various HR issues. During this period, there will be complete non-cooperation with management.
All the Branch Secretaries are requested to ensure successful implementation of the above agitation programs at Circle / SSA level.
Today, Circle Secretary and other Circle office Bearers met Shri M.S.Dhillon, CGMT, Gujarat Circle and discussed various development and pending HR related issues. Association also discussed various issues related to viability of BSNL Gujarat Circle. The meeting was very fruitful.
Yesterday, Circle Secretary, Circle President along with other office bearers met Shri N.K.Gupta, Director (CFA), BSNL Board in Ahmedabad. Director (CFA) , BSNL HQ visited Ahmedabad for West Zone CFA Review Meeting. Discussion was held regarding operational issues of various CFA products along with problems faced by field units. Problems of CDR software regarding NTC/ BB lead generation/ Completion and software limitation at the intermediate stage was also discussed. A meeting was very fruitful and Director (CFA) ensured to look into the matter positively.
